Forest Fires and Climate in Alaska and Sakha Forest Fires Near Yakutsk Hiroshi Hayasaka*, ** * Graduate School of Engineering, Hokkaido University, JAPAN ** CREST, JST (Japan Science and Technology Corporation) ABSTRACT This paper describes forest fires and weather in Alaska, North America and Sakha, Eastern part or Far East Siberia. Number of forest fires in Sakha is three times greater than that of Alaska. On the other hand, the mean annual burnt area in both places is almost the same and is about 2,400 km-2. Mean air temperature rise from 1830 in Yakutsk, Sakha was about 3OC. In Yakutsk, remarkable temperature rise begun from 1970’s. On the contrary, precipitation trend from 1890 shows gradual decreasing trend begun from 1970’s. Forest fire histories from the middle of 1950’s in Alaska and Sakha show that average burnt area become larger and larger from 1990’s. These climate trends push boreal forest very flammable. Under climate condition of higher air temperature and lower precipitation, large forest fires occurred near Yakustk, Sakha, in 2002. The cause of large forest fires is discussed from the climate point of view. Key words: Forest Fires, Hot Spot, Global Warming, Climate, Precipitation 1. INTRODUCTION The boreal forest or so-called Taiga is one of the largest contiguous forest areas in the world. Taiga becomes very flammable from spring to fall because total precipitation amount is only less than about 300mm. In addition, temperature rise due to global warming will make good conditions for forest fire. Fire incidence in high latitude may become to increase due to ongoing global warming because precipitation is low. -

Unlike the deserts of Africa, the Atacama Desert in Chile is a result of topography. The Andes mountain chain extends the length of South America and has a pro- nounced influence on climate, disrupting the tidy latitudinal patterns that we see in Africa. Let's look at the effects on climate of a mountain range like the Andes. The prevailing winds—which, in the Andes, come from the southeast—reach the foot of the mountains carrying warm, moist air. As the air mass moves up the wind- ward side of the range, it expands because of the reduced pressure of the column of air above it. The rising air mass cools and can no longer hold as much water vapor. The water vapor condenses into clouds and results in precipitation in the form of rain and snow, which fall on the windward slope. -

The Russian Constitution and Foreign Policy: Regional Aspects Mikhail Rykhtik November 2000 PONARS Policy Memo 160 Nizhny Novgorod State University Internationalization is in progress on a global scale as national governments respond to an expanding range of international linkages, economic interdependence, and the demands of policy issues that can no longer be managed within the framework of individual political systems. At the same time, there is increasing attention to those pressures on the part of subnational interests, both governmental and non-governmental. Russia, too, is impacted by these trends. ! When subnational units establish cross-national links with their foreign counterparts, it represents a true departure from the traditional idea that the conduct of international relations is the exclusive domain of the central government. Foreign trade provides regions with arguments for more independence; the most important driving forces for economic regionalization come from markets, from private trade and investment flows, and from the policies of multinational companies. For Russian regions throughout the 1990s, the main post-Cold War priority for subnational foreign policy was trade and investment promotion. In pursuit of these, regions began to outbid each other in offering incentives to attract foreign investment. Underpinning these trends are two developments that both reflect and help to explain them: the expanding agenda of foreign policy and the diminishing distinctions between domestic and foreign policy. Legal and constitutional aspects play an important, but not determining role in this question. The most controversial legal issues arise when we talk about trade and economic foreign policy. In these cases, the federal center faces real constitutional difficulties in resisting local initiatives. -

Continuous aerosol and Cloud Condensation Nuclei (CCN) measurements carried out at the ground observational facility situated in the rain-shadow region of the Indian sub-continent are illustrated. These observations were part of the 10 Cloud-Aerosol Interaction Precipitation Enhancement EXperiment (CAIPEEX) during the Indian Summer Monsoon season (June to September) of 2018. Observations are classified as dry-continental (monsoon break) and wet-marine (monsoon active) according to air mass history. CCN concentrations measured for a range of supersaturations (0.2-1.2 %) are parameterized using Twomey’s empirical relationship. CCN concentrations even at low (0.2 %) supersaturation (SS) were high (>1,000 cm- 3) during continental conditions associated with high black carbon (BC~2,000 ng m-3) and columnar aerosol loading. During 15 the marine air mass conditions, CCN concentrations diminished to ~350 cm-3 at 0.3 % SS and low aerosol loading persisted (BC~900 ng m-3). High CCN activation fraction (AF) of ~0.55 (at 0.3 % SS) were observed before the monsoon rainfall, which reduced to ~0.15 during the monsoon and enhanced to ~0.32 after that. -

Hoogesteger van Dijk1, Alejandro Casas1 and Ana Isabel Moreno-Calles2* Abstract Background: The semi-arid environments harbor nearly 40% of biodiversity, and half of indigenous cultures of Mexico. Thousands of communities settled in these areas depend on agriculture and using wild biodiversity for their subsistence. Water, soil, and biodiversity management strategies are therefore crucial for people’s life. The tajos, from Sierra Gorda, are important, poorly studied, biocultural systems established in narrow, arid alluvial valleys. The systems are constructed with stone-walls for capturing sediments, gradually creating fertile soils in terraces suitable for agriculture in places where it would not be possible. We analyzed biocultural, ecological, economic and technological relevance of the artificial oasis-like tajos, hypothesizing their high capacity for maintaining agricultural and wild biodiversity while providing resources to people. Methods: We conducted our research in three sections of the Mezquital-Xichú River, in three communities of Guanajuato, Mexico. Agroforestry management practices were documented through semi-structured and in-depth qualitative interviews. Vegetation composition of local forests and that maintained in tajos was sampled and compared. Results: Tajos harbor high agrobiodiversity, including native varieties of maize and beans, seven secondary crops, 47 native and 25 introduced perennial plant species. Perennial plants cover on average 26.8% of the total surface of plots. Tajos provide nearly 70% of the products required by households’ subsistence and are part of their cultural identity. -

FUR ANIMAL HUNTING OF THE INDIGENOUS PEOPLE IN THE RUSSIAN FAR EAST: HISTORY, TECHNOLOGY, AND ECONOMIC EFFECTS Shirou Sasaki 1 1. Who are the Indigenous People of the Russian Far East? A general definition of “indigenous people” does not exist. Therefore, I focused on “the indigenous people of Far East Russia” in this report. “Far East Russia” is defined by the administration of the present Russian Federation as the region consisting of the Republic of Sakha, Amur region, Magadan region, Kamchatka region, Sakahlin region, Chukchi autonomous district, Koryak autonomous district, Khabarovsk region, and the Primor’e region. “The indigenous people” in these regions are the inhabitants who have lived there since before the 17th century when the Russians invaded Siberia and the Far East. When referring to the Primor’e and Sakhalin regions and the southern part of the Khabarovsk region, we are speaking of the inhabitants who have lived there since before the Beijing Treaty of 1860. Their descendants are divided into the administrative categories of Natsiya and Narodnost’. The authorized Natsiya and Narodnost’ are Yakut (Sakha), Dolgan, Evenki, Even, Chukchi, Koryak, Itel'men, Yukagir, Nivkh, Nanai, Ul'chi, Orochi, Udehe, Orok (Uilta). Interestingly, most of them speak Russian as their mother tongue, even the people who are authorized as Narodnost’ on their family registration. Mixed marriages among them or with Russians has prevented the preservation of their unique genetic heritage. Because it is very difficult to describe the many kinds of people living in such a vast area at once, I will first introduce the ancestors of the Udehe and the Nanai who live the closest to Japan. -

The language and its speakers Sakha (often referred to as Yakut) is a Turkic language spoken in northeastern Siberia. It is classified as a Northeastern Turkic language together with South Sibe- rian Turkic languages such as Tuvan, Altay, and Khakas. This classification, however, is based primarily on geography, rather than shared linguistic innovations (Schönig 1997: 123; Johanson 1998: 82f); thus, !"erbak (1994: 37–42) does not include Sakha amongst the South Siberian Turkic languages, but considers it a separate branch of Turkic. Ventura Santos6 The Patagonian steppe—a massive rain-shadow on the lee side of the southern Andes—is assumed to have evolved B15–12 Myr as a consequence of the southern Andean uplift. However, fossil evidence supporting this assumption is limited. Here we quantitatively estimate climatic conditions and plant richness for the interval B10–6 Myr based on the study and bioclimatic analysis of terrestrially derived spore–pollen assemblages preserved in well-constrained Patagonian marine deposits. Our analyses indicate a mesothermal climate, with mean temperatures of the coldest quarter between 11.4 °C and 16.9 °C (presently B3.5 °C) and annual precipitation rarely below 661 mm (presently B200 mm). Rarefied richness reveals a significantly more diverse flora during the late Miocene than today at the same latitude but comparable with that approximately 2,000 km further northeast at mid-latitudes on the Brazilian coast. INTRODUCTION The purposes of the present study are, first of all, a general review of the population migration patterns in the Far East region of Russia following the demise of the Soviet Union; and secondly, a study of the situation that emerged in the developing regions as a result of the state policy of the Soviet period, using the example of the demographic trends in the Chukotka Autonomous Okrug as one of the most distal Russian territories with respect to the center of Russia. To date, several studies have been conducted on inter-regional migration in Russia; by the the author (Kumo, 1997, 2003) a comparative analysis of migration in the post-Soviet Russia was conducted and major changes taking place in the migration patterns were considered in the specified periods. Yu. Andrienko and S. Guriev (Andrienko and Guriev, 2002) performed a comparative analysis of inter-regional migration based on the gravity model and showed that the adoption of the migration decision by the population depended on the regional-economic variables. The results of the above-mentioned studies demonstrate that traditional means of analyzing migration patterns can be applied to Russia, which went through the change in the state system, and the authors conclude that migration flows are largely dependent on economic reasons. -

Nation Making in Russia’s Jewish Autonomous Oblast: Initial Goals and Surprising Results WILLIAM R. SIEGEL oday in Russia’s Jewish Autonomous Oblast (Yevreiskaya Avtonomnaya TOblast, or EAO), the nontitular, predominately Russian political leadership has embraced the specifically national aspects of their oblast’s history. In fact, the EAO is undergoing a rebirth of national consciousness and culture in the name of a titular group that has mostly disappeared. According to the 1989 Soviet cen- sus, Jews compose only 4 percent (8,887/214,085) of the EAO’s population; a figure that is decreasing as emigration continues.1 In seeking to uncover the reasons for this phenomenon, I argue that the pres- ence of economic and political incentives has motivated the political leadership of the EAO to employ cultural symbols and to construct a history in its effort to legitimize and thus preserve its designation as an autonomous subject of the Rus- sian Federation. As long as the EAO maintains its status as one of eighty-nine federation subjects, the political power of the current elites will be maintained and the region will be in a more beneficial position from which to achieve eco- nomic recovery. The founding in 1928 of the Birobidzhan Jewish National Raion (as the terri- tory was called until the creation of the Jewish Autonomous Oblast in 1934) was an outgrowth of Lenin’s general policy toward the non-Russian nationalities. In the aftermath of the October Revolution, the Bolsheviks faced the difficult task of consolidating their power in the midst of civil war. In order to attract the support of non-Russians, Lenin oversaw the construction of a federal system designed to ease the fears of—and thus appease—non-Russians and to serve as an example of Soviet tolerance toward colonized peoples throughout the world.
