Since ONR responded to the previous draft Local Plan Update consultation on 21 January 2019 (see email below) the proposed development locations included in the draft local plan have significantly changed. Additionally, the Detailed Emergency Planning Zone (DEPZ) for the AWE Burghfield site has been re-determined by West Berkshire District Council under the Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) 2019 resulting in a larger DEPZ. ONR’s current position remains that we would be likely to object to: • developments within the DEPZ, unless the West Berkshire District Council emergency planner provides adequate assurance to ONR that any adverse impact on the operability and viability of the off-site emergency plan could be mitigated. • large scale developments within the circular 5km Outer Consultation Zone (OCZ), which extends beyond the DEPZ from grid reference SU684680, unless the West Berkshire District Council emergency planner provides adequate assurance to ONR that any adverse impact on the operability and viability of the off-site emergency plan could be mitigated. ONR has previously responded regarding the two development locations below which are included in both the 2018/19 Local Plan Update consultation and the 2020 Local Plan Update consultation: 1. -

BERKSHIRE PROSPECTUS AMBITION, COLLABORATION AND GROWTH 02 THE BERKSHIRE Berkshire Prospectus Berkshire PROSPECTUS THE OPPORTUNITIES IN THIS PROSPECTUS It is no coincidence that this prospectus for Berkshire has been released in tandem with the Thames Valley Berkshire Local Enterprise Partnership (LEP) Recovery and REPRESENT A CHANCE Renewal Plan. The two documents sit alongside each other, evidencing the formidable collaborative nature of how TO RESET POST COVID the LEP is working in partnership with the six Berkshire Local Authorities as well as other key stakeholders. AND MAKE BERKSHIRE This prospectus clearly identifies several key schemes and projects which, when delivered, will greatly enhance Berkshire’s appeal as a place to live and EVEN BETTER work in the years ahead. The projects highlighted in this prospectus represent unique opportunities for new investment that will appeal to a wide range of partners, locally, regionally and nationally. The LEP and Local Authorities will work alongside private and public sector colleagues to facilitate the development and successful delivery of these great opportunities. COLLABORATIVE WORKING We should highlight the constructive partnership between the Local Authorities and the LEP, who together have forged a great working relationship with One Public Estate (OPE). Established in 2013, OPE now works nationally with more than 300 councils.These projects are transforming local communities and public services right across the country. They provide technical support and funding to councils to deliver ambitious property and place-focused programmes in collaboration with central government and other public sector partners. Streatley & Goring High Streets & Bridge closure Parts of Streatley and Goring High Streets will be closed on Sunday 31 May 2020, from 10am onwards, (expected to be completed by early evening). The closure will be from the junction with Church Lane, to the junction (across the bridge) with Thames Road (opposite Goring Village Hall) Thames Water has applied for a complete closure, athough in the event traffic lights may be in operation. The alternative route for all vehicles affected is via A329, High St (Pangbourne), Whitchurch Rd (B471), B4526 (toward Goring), and vice versa. This is an emergency closure so Thames Water can carry out repairs to a visible leak and to reinstate the carriageway surface. Residential access will be maintained throughout and the diversion will be signed on site. All enquiries should be directed to: KCD on 0800 316 9800. These “public rights of way” are BASILDON all signposted from roads and waymarked. It is West Ashampstead A329 Whitchurch Berkshire Council’s responsibility to maintain and sign the Green UPPER Pangbourne rights of way. They own the surfaces of rights of way for BASILDON maintenance purposes, but the sub-soil will be privately owned. The owner of the subsoil may grant permission for the right of way to be used privately. B4009 Yattendon Burnt Hill Reading M4 Public Footpaths (FP): may be used by people on foot. There M4 is no public right to push a bicycle or lead a horse, but a Frilsham pushchair may be used. Public Bridleways (BR): may be used for walking, riding, leading horses or pedal cycling.
