HTM/13/23 Cabinet 13 March 2013 Highway Structural Maintenance (HSM) and Bridge Assessment and Strengthening (BAS): Progress on 2012/13 Schemes and 2013/14 Programmes Report of the Head of Highways and Traffic Management Please note that the following recommendations are subject to consideration and determination by the Cabinet (and confirmation under the provisions of the Council’s Constitution) before taking effect. Recommendations: It is recommended that: (a) progress on 2012/13 schemes detailed in Appendices I and II to this report be noted; (b) the strategy for delivery of the 2013/14 HSM/BAS programmes as described in this report and set out in Appendices III and IV be approved; (c) detailed allocation of the available budget to schemes be determined by the Head of Highways and Traffic Management on the basis of priorities identified from technical surveys and inspections, and within the limits of the approved budget; (d) authority to amend the programme to maximise the impact of the programme be delegated to the Head of Highways and Traffic Management, within the agreed policy guidelines subject to the approval of the Cabinet Member for Highways and Transportation for any budget changes to individual schemes exceeding £25,000. 1. Summary This report covers the Capital Programme for Highway Structural Maintenance (HSM) and Bridge Assessment and Strengthening (BAS), giving a progress report for 2012/13 and outlining the programme for 2013/14. This is the third year of a four year grant for Local Transport Plan maintenance block which provides known funding allowing medium term planning, albeit at a level insufficient to arrest annual asset depreciation. -

Davies National Rivers A h ority Environmental Protection Manager South West Region RIVER WATER QUALITY 1992 CLASSIFICATION BY DETERMINAND 1. INTRODUCTION River water quality is monitored in 34 catchments in the region. Samples are collected at a minimum frequency of once a month from 422 watercourses at 890 locations within the Regional Monitoring Network. Each sample is analysed for a range of chemical and physical determinands. These sample results are stored in the Water Quality Archive. A computerised system assigns a quality class to each monitoring location and associated upstream river reach. This report contains the results of the 1992 river water quality classifications for each determinand used in the classification process. 2. RIVER WATER QUALITY ASSESSMENT The assessment of river water quality is by comparison of current water quality against River Quality Objectives (RQO's) which have been set for many river lengths in the region. College of Arms Chester Herald Queen Victoria Street London EC4V 4BT Stover School Newton Abbot Devon 1Q12 6QG 23 November 2004 Dear Sir., I must apologise for the delay in following up our correspondence of July, concerning the Armorial Bearings of the Tempter family of Stover, of which you sent me two illustrations. The first shows the Arms carved on a chimneypiece: in this example, the Tempter coat impales the device of a parrot (representing the Parlby family), with the Templer Crest above. The other example, the bookplate of George Templer, shows the Templer coat impaling Arms of two bars and a canton (representing the Paul family), again with the Templer Crest. The necessary research has now been carried out and I am able to send my report. TEMPLER of Stover: Armorial Bearings were granted on 3 May 1763 to James Templer of Stowver [sic] Lodge. co. Devon, esquire, son of Thomas Templer late of Exeter, gentleman, deceased. The text recited that the grantee ‘and his Family for many years have borne a Coat of Arms and Crest’, but since these had not been found on official record at the College of Arms, a new grant was made to James Templer and his male-line descendants [College of Arms ms Grants 10, p. 475]. The Arms were blazoned: Quarterly Azure and Gules the Perspective of an Antique Temple Argent on the Pinnacle and exterior Battlements a Cross Or in the first quarter an Eagle displayed and in the second a Stag trippant reguardant of the Last. This indicates that the background is divided into four, the upper left and tower right quarters being blue, the upper right and lower left quarters red. -

locafenvironment agency plan RIVER TEIGN ACTION PLAN JANUARY 1998 Foreword The integrated management of the environment is a fundamental philosophy for the Environment Agency with Local Environment Agency Plans (LEAPs) taking a key role in this approach. The River Teign Catchment covers a popular area of Devon including part of Dartmoor National Park and the South Devon Heritage Coast. The towns of Newton Abbot, Teignmouth and Torquay are important economic and tourist centres and it is important that the assets of the catchment are maintained and protected both now and for future generations to enjoy. It is vital that the needs of all uses of the area, including flora and fauna, are balanced to ensure continued protection of these precious assets. This Action Plan epitomises the Agency's commitment to protect and where necessary enhance the environment through the Agency's own actions or in association with other organisations. We are very grateful for the contributions made during the consultation period and are convinced that they represent the spirit of partnership that will be required to implement the plan. INTRODUCTION - a brief description of the river and its surrounding area. The Lemon is a lowland river in south Devon. It rises on Haytor Down at a height of about 400m above sea level, and runs south and east to Newton Abbot where it joins the River Teign. The-Lemon has several small tributaries including Kester Brook and Blackford Brook. The river cuts through alluvium and valley gravel deposits with the underlying geology consisting mainly of slates and mudstones, slates and shales and limestone. Until it reaches Newton Abbot, where the river is canalised,the valley is rural.
