This is not only good news for the current and pro- spective hockey players but also for the entire university and the alumni, said Mr James Letuka, Director KovsieSport. The UFS will fund the building of the one astro hockey field whilst the building of the second will be a joint venture between the university and high schools in Bloemfontein. Mr Letuka said: “We expect that the learners from these schools, who will be practising here regularly, will develop the neces- sary bond with the university and possibly regard it as their university of choice.” “The two astro fields will be built on what is currently the cricket Number 4 field on the western side of the campus, next to Shimla Park. The project is likely to be completed within the next six months or so,” he said. “The benefits of these two astros are too many to mention. The Inaugural King Moshoeshoe Memorial Lecture was delivered on the Main Campus of the UFS by Prof. This project will go a long way to- Njabulo Ndebele, internationally renowned writer, academic and Vice-Chancellor of the University of Cape wards halting the outflow of good Town, on the topic “Reflections on the Leadership Challenges in South Africa”. -

It has not been submitted before for any degree or examination in any other University. _________________ Herbert Mwalukomo October, 2008 ii ABSTRACT This research investigated the role played by traditional leaders in environmental governance in the context of decentralization, based on a case study of grass utilization in QwaQwa. Specifically, the research focussed on weaving practices under traditional systems and in the current context. While environmental governance debates recognize the importance of the local scale through concepts such as Community Based Natural Resources Management (CBNRM) and Local Action 21, environmental roles of traditional leaders in relation to democratic institutions of local governance have not been adequately researched. Using institutional frameworks, effectiveness of traditional institutions of grass utilization in QwaQwa is analysed. Findings from the research show that the role of traditional leaders in grass utilization is shaped by historical, environmental and political factors that are specific to QwaQwa. In the past, grass was managed through various traditional practices with traditional leaders regulating access and enforcing traditional rules of utilization. -

NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT PROCESS PROPOSED STEELPOORT INTEGRATION PROJECT, LIMPOPO PROVINCE Eskom Holdings Limited is planning a new Pumped Storage Scheme approximately 40 km north-west of Simplon Substation in the Mpumalanga Province. This Pumped Storage Scheme (to be known as the Steelpoort Pumped Storage Scheme) is scheduled to be in operation by 2014. In order to integrate this Pumped Storage Scheme into the electricity transmission network, Eskom Transmission is proposing the construction of the following: 1. A 400 kV substation at a site in close proximity to the Steelpoort Pumped Storage Scheme 2. 2 x 400 kV loop in and out the Duvha-Leseding 400 kV line into Steelpoort substation, a distance of approximately 40 km 3. Construction of a 400 kV powerline between Steelpoort and Merensky substations, a distance of approximately 50 km • Associated works to integrate the station into the Transmission grid Feasible substation and Transmission line Alternatives will be identified for investigation within a broader study area. In terms of sections 24 and 24D of the National Environmental Management Act (No. 107 of 1998), as read with Government Notices R385 (Regulations 27–36) and R387, a Scoping and Environmental Impact Assessment (EIA) are required to be undertaken for this proposed project. This project has been registered with the National Department of Environmental Affairs and Tourism (DEAT), the Competent Authority for this proposed project, under Application Reference Number 12/12/20/866. In this regard, Savannah Environmental has been appointed as an independent consultant to undertake the required EIA, and Afrosearch has been appointed to undertake the required public participation process for the proposed project. -
