Note by the Secretary- General :

At the request of the British Government, the Secretary-General has the honour to com­ municate to the Governments invited to the Disarmament Conference, a letter from the British Secretary of State for Foreign Affairs dated August 4th, with an annex containing detailed returns with regard to the position of the armaments of the .

With reference to your letter C.L.124.1931.IX of June 13th requesting His Majesty’s Government in the United Kingdom, in accordance with the resolution of the Council of May 23rd last, to furnish information regarding their armaments and expenditure on armaments in the form of the tables annexed to the draft Disarmament Convention and to the report of the Committee of Experts on Budgetary Questions, I am directed by Mr. Secretary Henderson to transmit herewith the returns, in the desired form, in respect of the military, naval and air forces of His Majesty’s Government in the United Kingdom. 2. The returns contained in Tables I-V annexed to Chapter A of Part I and the return of Budgetary Expenditure for Land Forces relate only to forces under the direct control of, or expenditure directly incurred by, His Majesty’s Government in the United Kingdom. Small armed land forces or formations organised on a military basis are maintained by the Govern­ ments of Southern Rhodesia and of certain colonies and dependencies. Returns of these will be furnished to you at the earliest possible moment ; but in view of the remoteness of some °f the territories concerned, it is regretted that they may be slightly delayed. Every effort wiU, however, be made to complete the returns by September 15th. 3- I am to request you to be good enough to communicate copies of this letter and its enclosures as soon as possible to all Members of the League, and to other Governments participating in the Disarmament Conference.

(6) The Coastguard. — The Coastguard are not included ; they do not come within the category of naval forces or sea formations organised on a military basis because : (a) In peace time the force is not under Admiralty control at all, but under the Board of Trade. (b) The executive act required to bring the Coastguard under the Admiralty is similar in effect to a measure of mobilisation. (c) The force is civilian and is not organised on a military basis ; its personnel do not undergo naval training. (7) The Royal Marine are excluded. They are a small body of marine pensioners performing police duties at naval establishments. They receive no military training.

Tables V III and IX. Item i. — The average daily effectives of the regular Air Force are calculated from the average monthly strength for the twelve months ending March 31st, 1931, on the assumption that each officer or airman performs 365 days’ service. Temporary absences for leave, sickness, etc., are thus considered as periods of duty. The numbers of officers shown include : (a) 129 Naval officers who hold temporary com­ missions in the Air Force and who are serving as pilots in Fleet Air Arm units ; (b) 69 A rm y officers seconded or otherwise serving with the Air Force. No separate figures have been compiled for the very small number of Air Force personnel employed with the other Government Departments. They are included in the total effectives enumerated in Tables VIII and IX. Table VIII. Item 2. — The average daily effectives of the regular Air Force Reserve are calculated on the training days actually performed in the twelve months ending March 31st, 1931, i.e., 681 officers averaging 17 days’ training each, and 232 men averaging 12 days’ training each. Table VIII. Item 3. — The average daily effectives of the Auxiliary Air Force and Special Reserve are calculated on the estimated number of days’ training performed during the year. Drills and instructional parades are calculated on the basis of 6 drills =1 day’s training. Table I X . — The figures of officer strength include 28 British officers and 13 British other ranks serving with Iraq levies and Aden Protectorate levies. Table I X . — Personnel serving in India are not included. The average daily number of effectives serving in In d ia in the year ending M arch 31st, 1931, was 2,102 (including 222 officers). Table I X . — Air Armed Forces are stationed overseas in Malta, Egypt, Palestine and Transjordan, Sudan, Aden, Iraq, Malaya and Hong-Kong. Cadets at the Royal Air Force College, Cran well, are under no liability to serve and are performing voluntary preliminary training. Their present number is 113, and they are not included in the number of effectives.

Columns (a) and (b) include twenty-three aircraft in commission, and twelve in immediate reserve, in special reserve flights manned by regular personnel. The remaining aircraft of the Auxiliary Air Force and Special Reserve numbering 127 (with a nominal immediate reserve of 50 per cent) are not included. Training aircraft of types not capable of use in war are not included. Aircraft in India are not included. The figures given for horse-power correspond to the nominal horse-power of the engines appropriate to the various types of aircraft.

1. The Model Statement has been filled in on the lines laid down in the report of the Budgetary Experts’ Committee and from the published Army Appropriation Account 1929 (the last Account available), except in the following particulars : ■ (a) Expenditure on coast defence is included in military expenditure. Expenditure on this service is borne on Army Votes, and it cannot be isolated from other expenditure. (b) Expenditure by Territorial Army County Associations is taken not from the Army Appropriation Account but from the audited expenditure returns of Territorial Army Associations. This course has been necessary because the Army Appropriation Account does not cover the full expenditure by Territorial Army Associations, which have certain accumulated funds from which expenditure may be made, in addition to the expenditure of the grants made out of Army Estimates and shown in Vote 2.D. and E, of the Army Appropriation Account. — 22 —

(c) No local rates are paid in respect of Territorial Army property ; an estimated sum of £200,000 has therefore been included to represent the amount that would have been paid, if rates were payable on Territorial Army property as they are in the case of other War Department property. (d) The expenditure of other Government Departments on services rendered to the War Department, added in accordance with the instructions for filling up the Model Statement, is taken from pages 14 and 15 of the Parliamentary Paper “ Gross and Net Cost of Public Departments ” for 1929 (House of Commons Paper No. 42). To this have been added the relevant appropriations-in-aid, audited figures for which are available but not separately published. (e) All other figures are based on the figures published in the Army Appropriation Account 1929. In a number of cases the individual Account figures have to be spread over a number of Sub-heads in the Model Statement. In certain cases, audited figures for the detailed amounts so required are available, though not published, and where possible these figures have been used. In other cases no audited figures for the elements of an Account figure required for the Model Statement are available. In these cases esti­ mates have had to be made of the portions of an Account figure applicable to the Sub­ heads of the Model Statement concerned. 2. In conformity with the recommendations contained in paragraph 14 of the report of the Budgetary Experts’ Committee and with a view to showing as exactly as possible how the figures printed under the Votes and Sub-heads in the Army Appropriation Account are distributed over the Heads and Sub-heads of the Model Statement, tables are attached to this explanatory statement (Appendix C) showing in parallel columns the Votes and Sub-heads of the Army Account and the Sub-heads of the Model Statement to which they correspond. Explanatory notes, where necessary, are given in the last column of the tables. 3. The reconciliation of the total expenditure on Land Forces, as shown in the Model Statement, with the total gross effective expenditure shown in the Army Appropriation Account is given in Appendix A.
