We are deeply concerned that the assessment on triclosan has not been finalized and released to the public. The NGO community urges the government of Canada to finalize its decision on Triclosan and find the chemical toxic under the CEPA 1999. According to the posting on Canada’s Chemicals Management Plan website, the draft risk assessment on Triclosan was completed in 2012. It’s been almost 3.5 years since that draft assessment was released. Since its release there have been very limited updates to the public on the assessment. The conclusion of the draft assessment advises the government to declare Triclosan (CAS RN: 3380-34-5) to be toxic and add this chemical to the Toxics Substances List (Schedule 1) under the CEPA 1999. Beside the meetings and correspondence with Minister Kent, we have also benefitted from meetings with former Senior Policy Advisor Monica Kugelmass and the helpful exchange we had with Mr. Dan McDougall, Canada’s Chief Negotiator and Ambassador for Climate Change, in Montreal on May 29th this year. We do not see the climate crisis as an environmental problem that can simply be solved technically. Rather, it is a moral crisis: excessive self-interest, short-term thinking, destructive competition and greed have led to unsustainable patterns of production and consumption. We live in hope that as a society we can look beyond individual and national interests and collectively work for a better world that sustains all of us economically and ecologically—both now and for future generations. Minister, faith communities in Canada are deeply concerned that our federal government’s current efforts to adequately reduce our greenhouse gas emissions do not sufficiently address the true extent of the climatic crisis. In early May, the world learned that atmospheric levels of carbon dioxide have risen to 400 parts per million, an amount not present in three to five million years. -

In particular, Strategic Political Communication (SPC) is becoming the dominant form of political communication between Canada’s executive branch of government and the public, both during elections and as part of a “permanent campaign” to gain and maintain public support as means to political power. This dissertation argues that SPC techniques interfere with the public’s ability to know how they are governed, and therefore undermines the central right of citizens in a democracy to legitimate elected representation by scrutinizing government and holding it to account. Realization of that right depends on an authentic political communication process that provides citizens with an understanding of government. By seeking to hide or downplay blameworthy actions, SPC undermines the legitimation role public discourse plays in a democracy. -

Korneski A thesis submitted to the school of graduate studies in partial fulfilment of the requirements for the degree of Doctor of Philosophy Department of History Memorial University of Newfoundland April2004 DEC 0 5 2005 St. John's Newfoundland Abstract During the first quarter of the twentieth century Canadians lived through, were shaped by, and informed the nature of a range of social transformations. Social historians have provided a wealth of information about important aspects of those transformations, particularly those of"ordinary" people. The purpose of this thesis is to provide further insight into these transitions by examining the lives and thoughts of a selection of those who occupied a comparatively privileged position within Canadian society in the early twentieth century. More specifically, the approach will be to examine four Winnipeg citizens - namely, Presbyterian minister and author Charles W. Gordon, newspaper editor John W. Dafoe, member of the Imperial Order Daughters of Empire Minnie J.B. Campbell, and women's page editor Francis M. Beynon. In examining these men and women, what becomes evident about elites and the social and cultural history of early twentieth-century Canada is that, despite their privileged standing, they did not arrive at "reasonable" assessments of the state of affairs in which they existed. Also, despite the fact that they and their associates were largely Protestant, educated Anglo-Canadians from Ontario, it is apparent that the men and women at the centre of this study suggest that there existed no consensus among elites about the proper goals of social change. -

Beverly and Qamanirjuaq Caribou Management Board 19 August 2015 The Honourable Bernard Valcourt Minister of Aboriginal Affairs and Northern Development 10 Wellington, 21st Floor Gatineau, Quebec K1A 0H4 Sent via e-mail: [email protected]; [email protected] Dear Mr. Valcourt: NIRB Final Hearing Report for the Review of AREVA’s Proposed Kiggavik Uranium Mine Project (NIRB File No. 09MN003) On behalf of the Beverly and Qamanirjuaq Caribou Management Board (BQCMB), I am writing to indicate our support for the Nunavut Impact Review Board (NIRB)’s conclusion submitted to you and associated responsible Ministers in their Final Hearing Report on the Kiggavik Uranium Mine Project proposed by AREVA Resources Canada (AREVA). The BQCMB disagrees with AREVA’s contention that you should reject the NIRB’s Final Hearing Report and recommendations, as AREVA described in their letter to you on July 3rd 2015. The BQCMB is a caribou co-management board that operates through collaboration between traditional caribou-using communities and five governments (Canada, Manitoba, Northwest Territories, Nunavut and Saskatchewan). Inuit, Dene, and Metis Board members representing the caribou-using communities of the Beverly and Qamanirjuaq caribou herds in two territories and two provinces are deeply concerned about both the ecological effects of human land use activities on barren-ground caribou and their habitat and the long-term impacts these activities will have on the sustainability of traditional lifestyles and livelihoods for their communities. The BQCMB has been a fully engaged participant in all stages of the NIRB’s screening and review processes for the Kiggavik project proposal, partially as a result of Participant Funding provided by your department. -

Otherwise known as a suboptimal result, defence acquisitions regularly fall short of established delivery schedules, accruing cost-overruns, sometimes resulting in cancellation of key materiel. One-hundred percent of the twenty-five Major Crown Projects at the Department of National Defence have experienced delays in achieving key milestones. Aside from cost, suboptimal results are injurious to Canada’s tri-force military. Fortunately, the matter has not gone unchecked. A fairly recent surge in procurement research has generated a critical mass of Canadian-focused literature. -
Seat Projection
www.ekospolitics.ca EKOS Seat Projection: Special thanks go to Earl Washburn and Graham Pressey, who were the principal investigators in creating this seat forecast. [Ottawa – October 19, 2015] With just hours to go until the polls close, EKOS is offering a seat projection based on what we believe to be perhaps the strongest riding prediction model extant at this time. We have been constantly refining our model which is populated with the nearly 130,000 cases we have collected since January. We have made a number of qualitative adjustments based on each riding’s history and candidates. Before digging into the numbers, we would like to provide two very important caveats: 1.) Our model assumes that our final numbers are accurate. There were a lot of last minute movements, particularly in Quebec. For example, our final poll had the Liberals at 36 points. However, the Liberals were clearly on an upward trend at the time our final poll was conducted and they could easily find themselves a few points higher this evening. With the large number of three- and four-way races in this country, a difference of one or two points could easily translate to a difference of 10 or 20 seats. 2.) There are a lot of close calls in Quebec. Many Quebec ridings are tight four-way races, meaning that many of these seats will be won with less than 30 per cent of the vote. With margins this thin, there is a very wide margin for error in terms of final seat tally. Also, there were a lot of late movements in the province, including a last minute surge in support for the Bloc Québécois.
