Reimagining Singapore's Built Environment Live Webinar Reimagining Singapore's Built Environment Live Webinar 16 November 2020 (Monday) | 10.30am to 12.15pm (Singapore Time) [Complimentary Webinar] In view of the need to accelerate digitalisation within the Built Environment (BE) sector in the new normal and to address the digitalization concerns faced by developers, the Real Estate Developers’ Association of Singapore (REDAS) and KPMG in Singapore are pleased to invite you to a virtual webinar on “Reimagining Singapore’s Built Environment”. At the same time, a Memorandum of Understanding (MOU) between REDAS and KPMG in Singapore will be signed to develop a thought leadership publication on the subject. This collaboration intends to identify and examine gaps in digital adoption and address a wide gamut of ancillary issues with data obtained from an industry-level survey. The collaboration with KPMG on the Gaps Analysis Survey will contribute useful and valuable inputs to support the development of the REDAS Developer-Centric Integrated Digital Delivery (IDD) Dashboard. The REDAS IDD dashboard when successfully developed and made available, it is hoped that this will facilitate on-boarding by developers especially the mid-sized and smaller developers and catalyse wider adoption of collaborative IDD with single source of truth. Separately, REDAS will be working with the Building & Construction Authority (BCA) to publish an IDD implementation guide to establish a best practice approach to assist developers to drive IDD adoption. Guest-of-Honour, Minister of State in the Prime Minister’s Office and the Ministry of National Development, Mr Tan Kiat How, will preside over the MOU signing ceremony and will share on how the Government has partnered the industry to drive digitalisation in the BE sector. This will be followed by the sharing of insights from a panel of industry experts on how the building and construction industry can be transformed through digitalisation and technology. This webinar is complimentary and early registration is recommended to avoid disappointment. Please indicate your availability to attend this webinar by clicking here. Sign Up Now Disclaimer: *I acknowledge that such business contact information may be used by REDAS and their affiliates, KPMG and its member firms, vendors, service providers, agents and/or sub-contractors (in or outside Singapore) for the purposes of your registration and delivery of the event, including all related background technological processes. About the publication In view of the need to accelerate digitalisation within the Built Environment (BE) sector, KPMG in Singapore and REDAS are collaborating to study the challenges in Integrated Digital Delivery (IDD) adoption in the industry. The publication aims to identify areas where the real estate sector can digitalise in order to be ready for a post-COVID-19 economy. About REDAS initiatives The Developer-Centric IDD Dashboard will potentially alert developers to focus on critical areas and zoom in to address these concerns to make timely and informed decisions. This will greatly benefit developers’ operations and at the same time promote more collaborative use of IDD with a single source of truth across the whole value chain. This proof of concept Developer-Centric IDD Dashboard project when successfully developed and piloted will be made available to all developers at affordable cost. • Singapore: Rapid Improvement Followed by Strong Performance
7 Singapore: Rapid Improvement Followed by Strong Performance Singapore is one of Asia’s great success stories, transforming itself from a developing country to a modern industrial economy in one generation. During the last decade, Singapore’s education system has remained consistently at or near the top of most major world education ranking systems. This chapter examines how this “tiny red dot” on the map has achieved and sustained so much, so quickly. From Singapore’s beginning, education has been seen as central to building both the economy and the nation. The objective was to serve as the engine of human capital to drive economic growth. The ability of the government to successfully match supply with demand of education and skills is a major source of Singapore’s competitive advantage. Other elements in its success include a clear vision and belief in the centrality of education for students and the nation; persistent political leadership and alignment between policy and practice; a focus on building teacher and leadership capacity to deliver reforms at the school level; ambitious standards and assessments; and a culture of continuous improvement and future orientation that benchmarks educational practices against the best in the world. • Investment Strategy of the Temasek Holding
Investment Strategy of the Temasek Holding JOZEF KOMORNIK Faculty of Management, Comenius University, Bratislava MARTIN VOZAR Faculty of Management, Comenius University, Bratislava Abstract: Sovereign Wealth Funds (SWFs) are generally known as investment funds owned by national governments and financed by the country's foreign currency reserves (dollar, euro, yen), often through their central banks or via direct investments. Usually the funds are invested in the proceeds of non-renewable natural resources or a higher return alternative to holding foreign currency. SWFs are currently managing between USD 3 and 4 trillion. The Government of Singapore owns two independent SWFs. The first, Temasek Holdings, was founded in 1974 to manage part of the Government’s revenues. This paper analyses the investment strategy of the Temasek Holding as one of the most successful SWF. Present turbulent times create a big pressure on healthy investment strategy of the SWFs. But total shareholder return of the Temasek Holding since its inception in 1974 has been a healthy 17% compounded annually. Temasek is managed on commercial principles to create and deliver sustainable long-term value for its stakeholders. It is an active shareholder and aims to achieve sustainable returns by engaging the boards and management of its portfolio companies to foster a culture of integrity, excellence and meritocracy, maintain a clear focus on core competence, customer fulfilment, consistent value creation, and cultivate high calibre board and management leadership. This paper will provide answers on a questions like: who is the Temasek Holding, what is its investment strategy and why is Temasek so successful story? Another part of this paper analyzes and compares investment strategy of the Temasek Holding with others SWFs.

  • Legal Systems in Asean – Singapore Chapter 3 – Government and the State
Government and the State LEGAL SYSTEMS IN ASEAN – SINGAPORE CHAPTER 3 – GOVERNMENT AND THE STATE THIO Li-ann* A. INTRODUCTION: THE ADOPTION OF A MODIFIED VARIANT OF THE WESTMINSTER PARLIAMENTARY SYSTEM Upon attaining independence on 9 August 1965 after peacefully seceding from the Federation of Malaysia, Singapore retained a legal system that is essentially based on the British legal system, a colonial legacy, importing the common law and the Westminster model of parliamentary government, with some notable modifications, including a written constitution. Article 4 declares that the Constitution “is the supreme law of the Republic of Singapore”; hence any legislation which is inconsistent with the Constitution is void, to the extent of that inconsistency. The Westminster model of representative democracy is predicated on a bipartisan or multi-party system, where the ultimate political check resides in the ability of an opposition party to defeat the incumbent government at general elections and form an alternative government. This check of political turnover is absent in Singapore as the ruling party has a dominant majority in Parliament. B. PRINCIPLES OF CONSTITUTIONAL GOVERNMENT Separation of Powers Singapore has a unicameral Parliament which currently has 84 elected seats. 82 of these seats are held by the ruling People’s Action Party (PAP) while the other 2 are held by Chiam See Tong (Singapore People’s Party) and Low Thia Khiang (Worker’s Party). Government is based on a variant of the separation of powers principle, organised around the familiar trichotomy of powers: the legislature, the executive and the judiciary. Unlike the UK Parliament, the Singapore Parliament is a body constituted under, and deriving powers from, the Constitution.

However, Singapore’s history reaches back before its independence in 1965. This former colony was founded as a trading outpost of the British Empire nearly 200 years ago. The Malay Annals mentioned Singapura (Lion City) over 500 years ago. The ancient Javanese text, Nagarakretagama, described Tumasik in the 14th century, while 淡马锡, the Chinese transliteration of Tumasik, was found in early maps of the region. In choosing Temasek as our name, our forefathers embraced a sense of history, purpose and possibilities far beyond their time. That history does not start or stop with them, nor shall it do so with us, as we invest for future generations. We choose to place sustainability at the core of everything we do, to make a difference always with tomorrow in mind and leave our world a better place for our children, and their children.
