New Labour in Power in the English Countryside 1997 – 2010 New Labour in power in the English Countryside 1997 – 2010: A Social Democratic Moment Forgone? Faculty of Health and Applied Sciences, University of the West of England, Bristol, July 2016 Word Count 73,545 (excluding references and appendices) 1 Abstract An unprecedented number of Labour MPs was elected in rural areas in England in 1997. This study examines critically examines the making of rural policy and the implications for rural politics over the life-time of New Labour in power between 1997 and 2010. The analysis begins by evaluating New Labour’s representative role in the countryside after the 1997 election and considering the basis for the party’s claim that it represented rural areas. It then provides a critical assessment of how the New Labour governments operated in relation to the countryside, setting out frames within which to analyse policies for the countryside and discussing programmes such as rural proofing. The study then critically evaluates whether New Labour was ever able to throw off the accusation of opponents that it was an urban construct which marginalised the rural, and discusses how events and crises such as the Foot and Mouth Disease outbreak impacted on the approach to rural areas. The body of the research analyses the approach to policy-making adopted by New Labour to investigate whether ‘externalisation’ and ‘decentralisation’ were important in how policy was made and the extent to which the wider New Labour mantra of modernisation affected the countryside. It also evaluates the extent to which temporal and spatial features played a part in how rural policy and politics evolved, and the extent to which this helped explain the course that the government pursued in the countryside. The research concludes by considering whether there was a ‘social democratic 2 moment’ that opened up possibilities for important policy intervention in the countryside, and if so whether this opportunity was taken or missed. 3 Acknowledgements First and foremost, I would like to thank my supervisors, Associate Professor Alan Greer, and Professor Nigel Curry. Under Standing Order No 1, as long as the Father of the House is not a Minister, he takes the Chair when the House elects a Speaker. He has no other formal duties. There is evidence of the title having been used in the 18th century. However, the origin of the term is not clear and it is likely that different qualifications were used in the past. The Father of the House is not necessarily the oldest Member.

The legislation includes several exemptions which allow the use of a maximum of two dogs for certain hunting activities, including stalking and flushing. The exemptions under the Act can be amended using a statutory instrument with the approval of both Houses. The Conservative Government included a manifesto commitment to repeal the Hunting Act. However, in July 2015 the Government announced that it intended to amend the legislation to remove the limit on the number of dogs, and instead replace it with a requirement that the number of dogs used is appropriate to the terrain and any other relevant circumstance.

It complements Research Paper 11/46 prepared for the Commons Second Reading. Report Stage and Third Reading are scheduled for 5 September 2011. Significant areas of debate at Committee Stage included: the lack of a legal definition for overnight residence requirements that could be imposed on suspects; the fact that the Home Secretary would no longer be able to geographically relocate terror suspects; proposals to allow suspects access to a mobile phone and computer. Some Members expressed a particular worry about the inability to renew measures imposed on suspects after two years, unless there was evidence of new terrorism-related activity. Tony. Only 19 percent of the union people voted, but were credited with the full one-third of Labour votes for leader selection, so a minority of a minority threw the election by 1.3 percent to Ed. Then Balls, his wife Yvette Cooper (an MP and former cabinet secretary), and other Brownites ran as a slate for shadow cabinet--the first time the shadow cabinet was to be elected by the constituency. That succeeded to electing them all and shutting out Peter Hain, the former deputy PM, as well as Shaun.

Inside, clay-modelling is under way in a creative workshop that is exploring “the symbiotic relationship between making and thinking”. A “collaborative quilt” hangs in the “creative chaos corner” next to a specially commissioned artwork celebrating the NHS. The young, mainly female volunteers who are staffing the event talk enthusiastically about doing politics in a different way and creating spaces where people can come together to discuss new ideas. It is impossible to ignore the slightly cult-like atmosphere: one member of the audience is wearing a T-shirt printed with the slogan “Corbyn til I die”. But this four-day festival running alongside the official Labour Party conference in Brighton has far more energy and optimism than most political events. There have been two late-night raves, sessions on “acid Corbynism”, and a hackathon, seeking to harness the power of the geeks to solve technological problems. With its own app, pinging real-time updates to followers throughout the day, and a glossy pastel-coloured brochure, the Momentum festival has an upbeat, modern feel. Particularitiesof Tony Blair’ governments’foreign policy decision-making process The present article is devoted to the problem of particularities of Tony Blair’ governments’ foreign policy decision-making process. The aim of the paper is to analyze the decision-making model formed by Tony Blair as well as to identify key factors which impacted the process of creation and implemen- tation of foreign policy decisions in the framework of Tony Blair’ leadership model. It was concluded that Tony Blair had formed tree level decision-making system. Rolls of the Parliament and the Gov- ernment in the deliberation process were frustrated. On the other hand, special advisers and so called selective committees impacts were strengthened. This institutes played the role of consulting bodies on specific issues of the agenda. Prime Minister and Minister of Foreign Affairs were the driving force of all process. But usually the second one was like the executor of Prime Minister’ decision.
