PROSIDING PERKEM IV, JILID 2 (2009) 227-242 ISSN: 2231-962X PROGRAM HOMESTAY PEMANGKIN PERTUMBUHAN EKONOMI LUAR BANDAR, KAJIAN KES: NEGERI-NEGERI UTARA SEMENANJUNG MALAYSIA (HOMESTAY PROGRAM RURAL ECONOMIC GROWTH CATALYST, CASE STUDY: THE STATES NORTH PENINSULAR MALAYSIA) JOHAN AFENDI IBRAHIM & MOHAMAD ZAKI AHMAD ABSTRAK Malaysia mempunyai penduduk seramai 25.58 juta orang (Jabatan Perangkaan Malaysia, 2004) dengan pelbagai kaum yang mempunyai adat resam hidup masing-masing. Kaum terbesar adalah Melayu, diikuti Cina, India dan etnik-etnik lain di Sabah dan Sarawak. Keunikan adat resam setiap kaum mempunyai potensi yang besar dalam industri pelancongan. Oleh itu, pihak kerajaan melalui Kementerian Kebudayaan Kesenian dan Pelancongan bersama Kementerian Pembangunan Luar Bandar memperkenalkan program homestay bagi mempromosikan produk pelancongan desa. Program Homestay Malaysia dilancarkan pada tahun 1995 di Desa Murni, Kerdau, Temerloh, Pahang oleh Menteri Kebudayaan Kesenian dan Pelancongan Malaysia. Ia adalah program yang terkandung di dalam Pelan Induk Pelancongan Luar Bandar bermatlamat untuk menggalakkan penyertaan masyarakat luar bandar dalam pelancongan. Kini, sebanyak 700 buah rumah homestay yang menawarkan 2,000 buah bilik di seluruh negara (Kementerian Pelancongan Malaysia, 2005). Program homestay merupakan satu bentuk kemudahan tempat tinggal di mana pelancong tinggal bersama keluarga tuan rumah dan berpeluang untuk berinteraksi serta mengalami cara hidup seharian keluarga berkenaan dan budaya Malaysia secara langsung. Status Pembersihan Parit Jayus 4, Mukim 18 Sri Medan Kawasan
Ucapan : Dato' Dr. Noraini Ahmad [Parit Sulong] Tajuk : Status Pembersihan Parit Jayus 4, Mukim 18 Sri Ucapan Medan Kawasan Parlimen Parit Sulong Tarikh : 26 November, 2018 (Isnin) Ucapan Kementerian : Kementerian Air, Tanah Dan Sumber Asli Tuan Yang di-Pertua, Merujuk kepada perkara di atas, saya ingin mengemukakan usul berkenaan Perkara Tadbir Kerajaan di bawah Peraturan Mesyuarat 17 kepada Yang Berhormat Menteri Air, Tanah Dan Sumber Asli berkaitan isu status pembersihan Parit Jayus 4, Mukim 18 Sri Medan dalam kawasan Parlimen Parit Sulong. Untuk makluman, pada tahun 2008, Projek Pendalaman Sungai Simpang Kiri iaitu merupakan punca sungai di Parit Jayus telah pun dilaksanakan dengan peruntukan sejumlah RM32,809,095.00. Akan tetapi pelaksanaannya sehingga kini, saiz sungai tersebut sehingga Parit Sulung kini kelihatan berukuran kecil dan tidak selari dengan pembangunan semasa manakala sungai dari Parit Sulung hingga Sri Medan masih tidak ada pelaksanaan pendalaman sungai. Pada bulan Oktober 2018, saya telah menerima aduan dari penduduk di kawasan Mukim 18 Sri Medan untuk memohon dilakukan pembersihan parit yang telah tersumbat akibat hujan lebat sehingga menyebabkan air melimpah ke kawasan perumahan penduduk. Ekoran daripada itu, saya telah mengemukakan surat sokongan kepada pihak Jabatan Pengairan Saliran (JPS) Johor Barat pada 15 Oktober 2018 berserta lampiran beberapa gambar untuk perhatian pihak JPS. Pada 1 November 2018, pihak JPS telah pun mengeluarkan maklum balas bahawa kerja penggalian telah dijalankan pada tahun 2017 dan parit tersebut akan dimasukkan dalam program kerja 2019 bergantung kepada peruntukan jabatan dan keutamaan. Chapter 1 Introduction As a Chinese Buddhist in Malaysia, I have been unconsciously entangled in a historical process of the making of modern Buddhism. There was a Chinese temple beside my house in Penang, Malaysia. The main deity was likely a deified imperial court officer, though no historical record documented his origin. A mosque serenely resided along the main street approximately 50 meters from my house. At the end of the street was a Hindu temple decorated with colorful statues. Less than five minutes’ walk from my house was a Buddhist association in a two-storey terrace. During my childhood, the Chinese temple was a playground. My friends and I respected the deities worshipped there but sometimes innocently stole sweets and fruits donated by worshippers as offerings. Each year, three major religious events were organized by the temple committee: the end of the first lunar month marked the spring celebration of a deity in the temple; the seventh lunar month was the Hungry Ghost Festival; and the eighth month honored, She Fu Da Ren, the temple deity’s birthday. The temple was busy throughout the year. Neighbors gathered there to chat about national politics and local gossip. The traditional Chinese temple was thus deeply rooted in the community. In terms of religious intimacy with different nearby temples, the Chinese temple ranked first, followed by the Hindu temple and finally, the mosque, which had a psychological distant demarcated by racial boundaries. I accompanied my mother several times to the Hindu temple. Once, I asked her why she prayed to a Hindu deity.
