2012 Underwater National Championships

Challenge Stadium, Perth 22–26 January 2012

Hosted by the Western Australian Commission on behalf of Australian Underwater Federation Welcome The WA Underwater Hockey Commission cordially welcomes all players, volunteers, , spectators and families to the 2012 National Championships. I trust that you will find Challenge Stadium an appropriately sophisticated venue for the Championships. We have arranged an array of social functions to make sure the week is about catching up with old friends and meeting new ones, as well as getting wet. Finally, I would like to pass on my condolences to the family of New South Wales’ player Vaughan Solomon who tragically passed away earlier this month.

2013 Australian National Championships preliminary information The Victorian Underwater Hockey Commission (VUHC) is committed to hosting Nationals in 2013. Unfortunately, due to issues with lifting tiles we are no longer able to utilise the facilities at the Melbourne Sports and Aquatic Centre in Albert Park. An organising working group has been elected and we are exploring options at other venues with the aim of securing a booking in the next month. Further details will be distributed to state representatives and posted on the VUHC website (www.vuhc.org.au). Questions about the 2013 Nationals in Melbourne should be directed to the VUHC President, Steven Taylor ([email protected]). The VUHC 2013 Nationals working group includes: Suan Adorni, Juan Manuel Castano, Sharon Davis, Michaela Dommisse, Luella Genato, Graham Henderson, Alec Johnston, Tracey McFee, David McFee, Tim Odgen, Rees Quilford, Kirsteen Reid, Martin Vetneer, Belinda Watts, Camille White, Callum Wishart.

2012 Underwater Hockey National Championships 5 Update from Underwater Hockey Australia Last year proved to be a massive year for Australian Underwater Hockey. March witnessed a successful and immensely enjoyable Nationals held in Canberra while our representative teams enjoyed considerable succuss in the second half of the year. Gold and silver for the Men and Women at the CMAS world championships in and a fourth placing for the U19 boys in the Age Group tournament in Holland was a credit to all involved and unequivocally demonstrated that Australia remains a in international Underwater Hockey. Australian players also participated in a U15 team trip to and a large contingent attended the Asian Championships held in Singapore in December. On the administrative front, the UWA AGM held in October witnessed some substantial changes to the committee. Jane Gilligan concluded her term in the Executive Director position while Simon Talbot stood down after a decade or more in the Chief Referee role. Joe Tindal (Records Officer) and Craig Proctor (Communications Officer) also stood aside. All four made significant contributions to the organisation and the and their involvement, dedication and humour will be greatly missed. On a positive note, the committee (outlined below) features some new faces which will us help build on the solid foundations laid in the previous years. This year shapes as an exciting and challenging one. We kick off with a bang here in Perth. As per usual high level, competitive hockey played in good spirit is sure to be a hallmark of Nationals. In terms of our international commitments over the next couple of years: indications are that Worlds will be held in in 2013. This is a major shift from what had been previously stated. Discussions with international partners about our plans for 2012 are advancing well and we hope to share more news on that front shortly. See you in the water.

2012 Underwater Hockey National Championships 7 B Section Rules 2012 Australian National UWH Championships Perth, WA The Tournament Chief Referee shall be Mr Robert Feist (New Zealand). The rules for this competition will be read in the following order: (i) these “B” Section rules; and (ii) the v1.3 WAA rules available from the WAA web site at www.thewaa.org

REFEREES, SCORERS & TIMEKEEPERS: Competition refereeing duties have been allocated as follows: • 2 x ‘Pro’ referee’s (1 x Chief Referee and 1 x in-water referee per match) wherever possible; • 2 x in water from either volunteer referees or supplied by states as per roster Please note that where a State team is rostered to provide for any slot, that team does not have to actually DO the refereeing they are scheduled for, but it is their responsibility to find any replacements needed, and the replacements MUST meet all requirements detailed below (unless otherwise approved by the Tournament Chief Referee). If any officials that a rostered team is responsible for supplying cause a game to start late, according to the main game clock, the rostered team will lose competition points as follows: • Between 0 to 2 minutes late – lose 1 game point; • Between 2 to 5 minutes – lose 2 game points; • More than 5 minutes late – lose 3 game points; • Don’t show at all – lose 4 game points. Any individual supplied by a State to referee a game (either as a Deck Referee OR a Water Referee) during this competition MUST have at least a Level 1 refereeing qualification, and be listed on the Chief Referee’s database. Individuals presenting to referee without any qualification will NOT be accepted as Referees for a game (unless otherwise approved by the Tournament Chief Referee), and this will result in the above-mentioned point deductions being implemented for the ‘named’ refereeing team. Time keepers and scoring benches will be manned by WA volunteers.

8 2012 Underwater Hockey National Championships SCORESHEETS: Pre-printed scoresheets for each game will be placed at the ’s desk for each court on the morning of each competition day. Team Captains are responsible for ensuring that their team details are correct on the game scoresheet prior to each of their games – including deleting the names of any players not participating in the game, and ensuring all cap numbers are correct on the scoresheet. Teams will lose 1 competition point if this is not done before the start of the game.

THE SIDE BARRIER: Where the side barrier of a court is not the actual pool wall, it will be an aluminium barrier weighted down on the pool bottom, with a floating canvas extension of approximately 400mm in height. Should an individual hold the barrier while actively engaged in play a penalty will be called and the offending team will have an advantage puck awarded against them. A time penalty may be awarded for repeated infringements at the discretion of the Water Referees. See the accompanying court diagram for a description of court set-up.

TOURNAMENT TRIBUNAL: Abuse of any official by players, coaches, or any other member of an underwater hockey team will not be tolerated. Any instance of such behaviour during the tournament (whether during a game or not) may be reported to a tournament tribunal, and instances occurring during a game must be reported to the tribunal by the Match Referee (regardless of whether a penalty is given at the time of the incident or not). The tournament tribunal shall be made up of the following individuals: • the Tournament Chief Referee; • a non-playing coach from one of the attending teams, to be selected by all individuals attending the pretournament Captains meeting; and a player’s representative from one of the attending teams, to be selected by all Captains attending the pretournament Captains meeting. Where the team (not the State) of either the non-playing coach, or the player’s representative is involved in a report, a replacement shall be selected by the Tournament Chief Referee, in consultation with as many coaches and players as can easily be located and spoken to. The tournament tribunal shall have the power to determine the severity of any penalty for serious offences reported to them during the tournament, and

2012 Underwater Hockey National Championships 9 depending on the nature of the incident such penalties may range from a suspended sentence, through to expulsion from the tournament.

PROTEST AND APPEALS: Only the team captain in the water may protest to a Water Referee, and such protest MUST at all times be made politely (as deemed by the Referee), or a time penalty may be given against the Team Captain by the Referee. Any other player (or coach) addressing any Referee may be given a time penalty without warning for a first offence. If a team so wishes, a written protest regarding the game result may be lodged with the Tournament Chief Referee after any game, but it shall not be considered unless received within 30 minutes from full time and accompanied by a non- refundable $50 fee. Any protests will be reviewed by the Tournament Tribunal, and again, should any of the tribunal members be ‘related’ to the protesting Team, a replacement member shall be found.

TOURNAMENT PARTICIPANT’S CODE OF CONDUCT: a) The conduct of all participants in the 2011 Australian National Championships and any of their guests, at any time they are representing their State (i.e. training sessions, games, social functions etc.) must be of a standard that does not detract from the good reputation of Underwater Hockey Australia (or their States!); b) A player or official who unduly interferes with, assaults, strikes or uses abusive, threatening or insulting language or behaviour towards another player or official may be reported by any individual to any member of the 2012 Nationals organising committee, or the Tournament Referee; c) Upon receiving a report, any member of the 2012 Nationals organising committee shall either take immediate action to have the offender(s) removed from the area, or caution the offender(s); d) Within twenty four hours of any report of misconduct, a meeting of the tournament tribunal shall be convened with the following people present: • The Offender(s) • The Person making the Report • Any Witness/es • The Captain of the Offender’s Team (if applicable) • All members of the tournament tribunal (or their replacements if necessary). e) Upon hearing all relevant details, the tribunal shall decide upon what action, if any, should be taken.

10 2012 Underwater Hockey National Championships OTHER RULES: A of rules either replacing, or in addition to those in the WAA rules for Underwater Hockey will be used during the 2012 Australian National Championships, as outlined below. Any issues requiring a decision or interpretation during the course of the competition, over and above the items listed below, shall be made by the Chief Referee. Sideline Substitution Sideline substitution will be used during this tournament in all games, and the following rules will apply to this procedure. Please refer to the attached schematic of the court layouts. The sideline of the game court adjacent to the substitution area is the actual pool wall (i.e. there is no ‘neutral’ area between the court and the pool wall), and the pool deck is at water level. a) Both substitution areas will be marked on the pool deck; b) Substitution players entering play must SLIDE into the water from within their respective area at all times when ANY player or Referee is in the water within a 4m radius of the player’s entry point into the water. An automatic 2 minute penalty will be applied for jumping, stepping or diving into play if someone is closer than this. For the safety of all players this will be strictly enforced and no other warnings will be given; c) Players exiting the game are deemed to have left play and can only be replaced when they have completely exited the water (and their fins are clear of the water) and have entered the substitution area, or a substitution foul will be deemed to have occurred; d) Substituted players may not sit with their leg/s or fins in the water over the side of the pool deck, they must be either sitting in the chairs supplied or be clear of the pool edge. Failure to clear the pool edge will incur a foul e) Whilst the puck is ‘in play’, substitutes interchanging ‘on the fly’ may directly enter play; f) Substitutes entering the water during a natural break in play (, foul, time- out etc) must either move behind the ‘advantage line’ before participating in play (NB. this would involve touching their end of the pool if a goal had been scored), or wait until the puck is in play after any restart before entering the water.

2012 Underwater Hockey National Championships 11 All athletes participating at the 2012 Australian National Underwater Hockey will be required to wear either an internal or external mouth guard. Pucks Only pucks supplied by the WA organisers or the original soft orange pucks made by Mike Gillespie can be used in the pool. One training puck will be available per team prior to their warm up. Teams will need to sign for and return the pucks to the relevant courts scoring bench. If the pucks go missing, no more pucks will be made available. Any other pucks used will be confiscated until after the tournament.

Court layout Teams are requested to keep their gear either on the grandstand or in the area between the pool and outside glass wall. Any bags that are left on the pool deck between the grandstand and the pool will be removed.

Warm Up Area: Each court will have 2 x 25 m warm up lanes. The team starting white is to use the lane closest to the court. The team starting black is to use the lane closest to the window.

26 2012 Underwater Hockey National Championships Obituary Vaughan Solomon 24 April 1970 – 2 January 2012 Aged 41 Vaughan died while walking the Puffer Track in the lower Tararuas Nth of Wellington, NZ, an area he knew well and loved. He had returned with his family to his childhood home in Whitby, NZ for Christmas. He is survived by his fiancée Susan, Heather 4 and Ryan 2. Vaughan represented NZ in UWH at an elite level, the ACT and NSW in Masters and was hoping to represent Oz in Masters at the next worlds (despite being a Kiwi at heart). Vaughan was a very active member in NZ UWH and more recently in Canberra with a strong dedication to developing new (and old) players. He was heavily involved in the NZ schools program. Fitness and Underwater Hockey were strong focuses, competing annually in the Lake Taupo 160Km bike race, and was active in both in NZ and ACT. He had been training for the upcoming Perth UWH Nationals with a short term goal of being “Super Fit” for the Wollongong 4’s. His legacy and memories will remain, from cracking an underwater window at the Huia Pool in NZ (closing the pool), to losing yet more points while having fun driving, to the love he had for his family and children. We will all miss him enormously in Canberra, not least his great smile, sage advice, enormous flicks, bristly shaved body and stupid split fins. Vaughan’s enthusiasm was infectious and his personal drive inspiring, always thinking of others first. In memorial of his dedication to assisting and encouraging new and developing players, the ACT Club will establish a memorial award for improved and budding hockey players. He was a great friend of mine and it’s hard to believe he is not there anymore. I still look for his car in the car park at the pool and think about things we were going to do in the future.
