Purpose

The Compliance Office subscribes to and enforces all rules and regulations of Idaho State University, Big Sky Conference, and NCAA.

The Idaho State University Athletic Department has designated the Associate Athletic Director for Compliance and Student Support responsible for NCAA Rules of Compliance and Rules of . In addition to the above mentioned position there is a Compliance Officer who has direct authority and responsibilities in monitoring the prescribed policies and procedures.

The Compliance Officer conducts monthly Rules Education Meetings. A representative from each sport is required to attend. All administrative staff is encouraged to attend. It is vital that all Athletic Staff members are knowledgeable of NCAA Rules and Regulations; and the systems used to monitor compliance at Idaho State University.

Internal Compliance/Rules Manual

This manual was designed for the reader to identify all areas of responsibility and the procedures used, the forms that are required, and the methods of filing such forms and storing records in order to carry out such responsibilities that fall on the shoulders of the compliance office staff. As with most manuals, this manual is to be updated annually or as certain procedure is changed and/or certain forms are either added or deleted from the compliance program.

Throughout the course of the year there will be numerous items that must be either turned in or addressed by the coaching staffs at certain due dates, there will be numerous items that must be sent out at certain times of the year by members of the compliance office staff to administration and coaching staffs; there will be various audits made by compliance personnel to ensure that they have all the required documentation on file and that the athletic administration has institutional control over the sport programs’ operations.

Institutional Control

Per NCAA bylaw 2.1.1 Institutional Control is the responsibility of each member institution to control its intercollegiate athletics program in compliance with the rules and regulations of the Association. The institution’s chief executive officer is ultimately responsible for the administration of all aspects of the athletics program.

An institution demonstrates institutional control when:

1. Formal institutional policies and procedures for compliance are in place and being monitored and enforced, and are established in such a way as to deter violations before they occur.

2. Communication of compliance procedures occurs clearly and regularly and steps are taken to alter or correct a compliance system when there is an indication the system is not working.

3. Upon Learning of a violation, the institution takes swift and meaningful action.

4. The institution makes clear the violations of NCAA rules will result in discipline and possible discharge.

5. The institution makes clear that individuals have the responsibility to self-report any NCAA rules violation without fear of negative consequences.

6. Meaningful compliance-education programs exist for personnel engaged in athletic related activities.

COMPLIANCE MANUAL

The National Collegiate Athletic Association’s (NCAA) purposes are to:

 Initiate, stimulate and improve intercollegiate athletics programs for student-athletes and to promote and develop educational leadership, physical fitness, athletics excellence and athletics participation as a recreational pursuit;

 To uphold the principle of institutional control of, and responsibility for, all intercollegiate sports in conformity with the constitution and bylaws of this Association;

 To encourage its members to adopt eligibility rules to comply with satisfactory standards of scholarship. Sportsmanship, and amateurism;

 To formulate, copyright and publish rules of play governing intercollegiate athletics;

 To preserve intercollegiate athletics records

 To supervise the conduct of, and to establish eligibility standards for, regional and national athletics events under the auspices of this Association;

 To cooperate with other amateur athletics in promoting and conducting national and international events;

 To legislate, through bylaws or by resolutions of a Convention, upon any subject of general concern to the members related to the administration of intercollegiate athletics; and

 To study in general all passed of competitive intercollegiate athletics and establish standards whereby the colleges and universities of the United States can maintain their athletics programs at a high level.

Updated 3/7/2012 9 REPORTING NCAA RULES VIOLATIONS

Procedures for Reporting an NCAA Rules Violation

A. Reporting a Violation – Any individual (e.g., athletics department staff member, student-athlete, university employee, representative of the university’s athletics interest, members of the community) shall report an alleged, rumored or suspected violation. The individual may report the alleged, rumored or suspected violation verbally or in writing.

B. To whom shall an Alleged, Rumored or suspected Violation be Rpeorted To- If an alleged, rumored or suspected violation is communicated to any athletic department staff member, is duty bound to notify the Office of NCAA Compliance in a timely manner. Individuals other than athletic department staff members may report an alleged violation to any or all of the following persons:

 Associate Athletics Director for NCAA Compliance  Director of Athletics  Sr. Associate Athletics Director or an Associate Athletics Director  CEO or Faculty Athletics Representative  Director of Student-Athlete Academic Services

C. Conducting an Investigation of an Alleged Violation-the Associate Athletics Director for NCAA Compliance is responsible for conducting investigations. The Director of Athletics is responsible for overseeing institutional investigations. The Faculty Athletics Representative will be informed of all potential major violations and will receive notice of violations that are secondary in nature. Associate Athletics Director for NCAA Compliance or the Director of Athletics may request the assistance of the Faculty Athletics Representative to conduct or assist in the conduct of an investigation.

Associate Athletics Director for NCAA Compliance shall maintain a written record of all alleged violations. The record shall consist of the following:

1. Date that the alleged violation was reported to Associate Athletics Director for NCAA Compliance and who reported the violation.

2. Detailed summary of the nature of the alleged violations, including the names of all persons involved.

3. Chronology of actions taken by the University in the investigation of the alleged violation.

4. Rational for concluding whether the allegations was or was not determined to be violation of NCAA legislation.

5. If a violation has occurred, Associate Athletics Director for NCAA Compliance will keep a file copy pf the report of the violation and subsequent correspondences with the NCAA and BSC staff. Copies of the self-report will be sent t the following:

a. Faculty Athletics Representative b. Director of Athletics c. President & CEO d. SWA/Associate Athletics Director e. Big Sky Conference Staff f. Staff Member(s) Involved

Updated 3/7/2012 10 D. The Director of Compliance will maintain the reports of alleged violations for a period of six years. Records and reports of confirmed violations will be maintained in the office’s permanent files.

E. Finding a Violation Occurred- The Associate Athletic Director and Director of Compliance are responsible for determining that a violation occurred whenever the preponderance of the evidence considered as a whole establishes the occurrence of the violation. It shall be the responsibility of the Associate Athletic Director and Director of Compliance in assessing the evidence to determine what weight and credibility will be given to it. The Associate Athletics Director for NCAA Compliance may request the assistance of the Faculty Athletics Representative to conduct or assist in the conduct of an investigation into an alleged violation and/or assist in determining that a violation has occurred.

NCAA Compliance Committee

The role of the NCAA Compliance Committee at Idaho State University is to monitor the affairs of intercollegiate athletics at the institution as it relates to athletic financial aid, student-athlete conduct, admissions procedures, and to verify that the monthly duties and tasks associated with NCAA Compliance are completed accurately and on time. An institutional administrator assigned by the university president serves as the chair of the committee. The committee includes members from departments across the university. The representatives of each of these departments plays an important role in giving input at the committee meetings as their duties are closely related to the monitoring and operation of the athletic department and the athletic compliance office.

Opportunities exist within the committee for each member to give meaningful input into the formulation of athletics department policies. The committee reviews items to be completed from a compliance calendar which details the tasks to be completed in accordance with NCAA rules and bylaws. The calendar details the tasks to be completed on a monthly basis. The responsible individuals for the completion of these tasks are committee members and report progress and completion of their assigned tasks. A wide variety of issues are discussed within this committee, including student-athlete conduct, financial aid, academic progress, and the athletic department mission statement.

Policies implemented by the Athletic Department are discussed and reviewed by the Compliance Committee. The committee discusses new policies and gives their input and suggestions for implementation and improvement.

Idaho State University Ethical Conduct Agreement Sport: ______

As an employee or student-athlete at ISU and the athletics department, I understand that I am required to adhere to all ISU, NCAA and Big Sky Conference rules, policies and procedures. Per NCAA bylaw 10.1, I am also aware that unethical conduct by a prospective or enrolled student-athlete or a current or former institutional staff member may include but is not limited to:

1. Withholding information from the NCAA or the institutional compliance office or senior staff members, relevant to a violation of NCAA or Big Sky Conference regulations.

2. Refusal to furnish information relevant to an investigation of a possible violation of an NCAA regulation when requested to do so by the NCAA or the individual’s institution.

3. Knowing involvement in arranging for fraudulent academic credit or false transcripts for a prospective or enrolled student-athlete.

4. Knowing involvement in offering or providing a prospective or an enrolled student-athlete an improper inducement or extra benefit or improper financial aid.

5. Knowingly furnishing the NCAA or the individual’s institution false or misleading information concerning the individual’s involvement in or knowledge of matters relevant to a possible violation of an NCAA regulation.

6. Receipt of benefits by an institutional staff member for facilitating or arranging a meeting between a student-athlete and an agent, financial advisor or representative of an agent or advisor (e.g., runner).

Big Sky Conference Sportsmanship Initiative 2011-2012 Code of Conduct Statement for Student-Athletes Sport: ______

The Big Sky Conference Student-Athlete Advisory Committee (SAAC) believes the most important aspects of sport are good ethics and positive sportsmanship. The Conference has undertaken an initiative to enhance this philosophy. We need your commitment to make this effort a success. The SAAC believes that, in order for an institution to convey a message of good ethics and positive sportsmanship, it must have the involvement and the participation of those individuals most involved in athletics on campus. While this includes, but is not limited to, the President, athletic administrators, coaches and fans, the most important individuals are student-athletes. It is our behavior, more than any other that can shape the perception of our teams and institutions by the public, the media and our opponents.

Good ethics and positive sportsmanship are philosophies that must be displayed both on and off the playing field. Good sportsmanship on the field enhances the student-athlete image off the field. Not only should student-athletes be good citizens, they should show a general concern for others. We must take a leadership role to compete at the highest levels, always endeavoring for victory, but doing so with grace, class, dignity and respect. Please join us in supporting the Conference’s Sportsmanship Initiative. Such an initiative will help make the Big Sky Conference one of the premier athletic conferences in the country. FORM 10-3 Student-Athlete Anti-Hazing Agreement

NCAA Bylaw 10

Purpose: To ensure student-athletes have been advised and educated on university and athletics department policies governing hazing and inappropriate behavior.

Action: The compliance office will administer prior to the 1st practice or 1st day of school, which ever comes earlier.

Idaho State University Anti-Hazing Agreement Sport: ______

Definitions per Idaho Statutes adopted as Idaho State University Policy Hazing is a violation of State Statute 18-917 of the Idaho Code and is understood as an activity which endangers the mental or physical health or safety of a student. Hazing typically involves acts of initiation, admission, affiliation, or conditions for continued membership in a group or . Such activities may include requiring feats of endurance, consumption of alcohol, acts of perversion, or subjection of individuals to road trips, kidnapping or being abandoned and left to find their way home.

I understand that hazing is also a fundamental violation of human dignity, and that it is strictly prohibited at Idaho State University. The Athletic Department defines hazing as, “intentionally or recklessly subjecting any person to the risk of bodily harm, or severe emotional distress, or causing or encouraging any person to commit an act that would be a violation of law or university regulations, for the purpose of initiating, promoting, fostering, or confirming any form of affiliation with a student group or organization, as defined by the ISU Student Code of Conduct. The expressed or implied consent of the victim will not be a defense.” I understand that if I know that another person is the victim of hazing as defined above and is at the scene of such activity shall, to the extent that I can do so without danger or peril to myself or others, report such activity to an appropriate law enforcement or university official as soon as reasonable practicable. If I fail to report, I may be subjected to university sanctions and or athletics department sanctions including but not limited to expulsion, reduction or cancellation of aid, indefinite or temporary .

Gambling & Wagering

(1) In accordance with NCAA Bylaw 10, sports wagering includes placing, accepting or soliciting a wager (on a staff member's or student-athlete's own behalf or on the behalf of others) of any type with any individual or organization on any intercollegiate, amateur or professional team or contest. Examples of sports wagering include, but are not limited to, the use of a bookmaker or parlay card; Internet sports wagering; auctions in which bids are placed on teams, individuals or contests; and pools or fantasy leagues in which an entry fee is required and there is an opportunity to win a prize. It should also be noted that a "wager" is any agreement in which an individual or entity agrees to give up an item of value (e.g., cash, shirt, dinner) in exchange for the possibility of gaining another item of value. The following individuals at ISU shall not knowingly participate in sports wagering activities or provide information to individuals involved in or associated with any type of sports wagering activities concerning intercollegiate, amateur or professional athletics competition: (a)ISU Staff members in the athletics department; (b) Non-athletic department staff members who have responsibilities within or over the athletics department (e.g., chancellor or president, Faculty Athletics Representative, individual to whom athletics reports; (c) also included in this policy are Big Sky Conference staff members and (d) all ISU student-athletes.

(2) The prohibition against sports wagering applies to any institutional practice or any competition (intercollegiate, amateur or professional) in a sport in which the Association conducts championship competition, in bowl subdivision football and in emerging sports for women. The provisions of Bylaw 10.3 are not applicable to traditional wagers between institutions (e.g., traditional rivalry) or in conjunction with particular contests (e.g., bowl games). Items wagered must be representative of the involved institutions or the states in which they are located.

(3) The following sanctions for violations of Bylaw 10.3 shall apply: (a) A student-athlete who engages in activities designed to influence the outcome of an intercollegiate contest or in an effort to affect win- loss margins ("point shaving") or who participates in any sports wagering activity involving the student- athlete's institution shall permanently lose all remaining regular-season and postseason eligibility in all sports. (b) A student-athlete who participates in any sports wagering activity through the Internet, a bookmaker or a parlay card shall be ineligible for all regular-season and postseason competition for a minimum of a period of one year from the date of the institution's determination that a violation occurred and shall be charged with the loss of a minimum of one season of eligibility. If the student- athlete is determined to have been involved in a later violation of any portion of Bylaw 10.3, the student- athlete shall permanently lose all remaining regular-season and postseason eligibility in all sports.

FORM 10-6 Exit Interview Policy

Verbal Exit Interview Policy

The policy outlines the administration, compilation and dissemination of the verbal student athlete exit interview conducted by the Athletics Advisory Board. It does not supplant or replace any other assessment on student athletes that the Athletics Department wants to administer on regular or irregular

Administration: An oral exit interview will be conducted by members of the Athletics Advisory Board with every student athlete exiting the program, either due to exhausting eligibility, the student athlete quits and/or transfers to a different school of the student is dismissed from the team. The preferred time of the exit interview is during the last regularly scheduled team meeting at the conclusion of the sports season. For spring sports where the sports season extends beyond the semester, the exit interviews will be conducted during the last three weeks of the semester. Students will be interviewed individually by one or more AAB members. The Student Athlete verbal exit interview instrument will be the starting point for the discussions, but appropriate follow up questions may be relevant. While the goal of interviewing every exiting student athlete remains, a minimum of 50% participation rate per sport is required.

Compilation: Within three days of the exit interview, the form and any notes generated from the discussion will be forwarded to the Faculty Athletic Representative. The Faculty Athletic Representative will transcribe the answers and compile the data by sport within two weeks of receipt.

Dissemination: Results of the exit interview will be discussed at the next available Athletics Advisory Board meeting. A summary of the information learned in the exit interview process and concerns raised in the process will be sent to the Athletics Director and the President in a letter from the Faculty Athletics Representative twice annually, January and June. The Head Coach will receive the results of the exit interviews for her/his team(s) after the conclusion of the sports season. Other constituents, Faculty Senate, ASISU Student Government, and the Dean of Students will learn of the results in the normal distribution of AAB minutes.

Maintaining amateurism is an essential part of the eligibility of student-athletes to participate in intercollegiate athletics at Idaho State University. In addition, at the beginning of each new academic year all student- athletes are required to answer questions pertaining to their amateurism by completing the NCAA Eligibility form, Big Sky Conference Historical Questionnaire, and the Idaho State University Athletic Eligibility form they receive in their packet. On a semester basis, the compliance office monitors the employment if student-athletes through a form signed by individual and his or her head coach. Also, student-athletes personal use of any automobile is documented to determine that it is being paid for by an authorized person or source. In the event that his information changes it is the duty of the student- athlete to report the change to the compliance office before the next academic year. It is the procedure of the athletic student support staff to distribute a student-athlete handbook at the beginning of each academic year. This handbook serves as an educational resource to student-athletes. The student-athlete handbook contains a section dedicated specifically to amateurism, which covers the actions, activities, and extra benefits that could question a student-athlete’s amateurism and potentially affect their eligibility.

International Student-Athletes Once a sport begins recruiting an international student-athlete, the coaching staff is to inform the Compliance Office of the potential recruit. In addition, the coaching staff is to request that the prospective student-athlete complete the international questionnaire as soon as possible in the recruiting process. A copy of this form can be located at the end of this section. The questionnaire asks for information regarding amateurism, receiving expenses for competition, and history of the prospect’s athletic participation.

All new student-athletes, freshman and transfer (domestic and international) must have their amateurism certified through the NCAA Eligibility Center (beginning Fall 2007). In addition, the Compliance Office will also research the amateurism of international prospective student-athletes.

AMATEURISM FORMS International Student-Athlete Questionnaire After the sport begins the process of an international student-athlete, the international student-athlete questionnaire should be sent to the prospect. The questionnaire assists the sport and Compliance Office with the athletic history of the prospective student-athlete during the recruiting process. It also assists with the history of amateurism for the prospect prior to the arrival of the prospect to campus.

NCAA General Amateurism and Eligibility Form Once an international student-athlete arrives to campus, he/she must complete the NCAA General Amateurism form with the Compliance Office. This form is a NCAA requirement and must be completed prior to practice activities. The form is kept on file in the Compliance Office. A copy is forwarded to the Faculty Athletic Representative.

AGENTS The NCAA forbids student-athletes with eligibility remaining to enter into an agreement (written or verbal) with a sports agent or representative of a sports agent. A student-athlete also is not permitted to enter into an agreement with an agent for future professional sports negotiations that are to take place after the individual completes his/her eligibility. In addition, a student-athlete (or his/her relatives or friends) may not accept any type of benefit from: 1. Any person who represents the student-athlete in the marketing of his/her athletic ability 2. An agent or those who may work for an agent

PROFESSIONAL SPORTS COUNSEL The University has established a professional sports counsel to assist student-athletes with a potential career in professional sports. The sports counsel can assist in speaking with agents and reading through professional sport contracts. The Compliance Office can assist student-athletes who are interested in seeking assistance as they prepare for a career in professional sports.

OUTSIDE AMATEUR COMPETITION During the academic year, an Idaho State University student-athlete who participates as a member of an outside team in any non-collegiate, amateur competition shall be ineligible for the remainder of the year and for the next academic year. However, participating on an outside team during a vacation period or in the summer may be permissible. Student-athletes must inform their head coach prior to any participation in a league or competition during the summer or vacation period. Head coaches are responsible for communicating the information to the Compliance Office.

SUMMER LEAGUES: BASKETBALL & VOLLEYBALL Student-athletes who participate in basketball and volleyball must receive permission from the Compliance Office before competing on an outside, amateur team during the summer. In the sports of men’s basketball and women’s basketball if the league is certified by the NCAA, the Compliance Office will send written approval to the summer league director. This approval allows the student-athlete to participate in the league. Coaches are not permitted to give approval to the league.

PROMOTIONAL ACTIVITIES Promotional Activities, including fundraising events and community service that are performed by student-athletes at any time of the year, including vacation periods, must first be approved by the Department of Athletics (Compliance Office and Director of Athletics). The Promotional Activities form must be completed for each activity, and kept on file in the Compliance Office. Student-athletes who do not receive prior permission may be ineligible and must be reinstated by the NCAA prior to competing in the next competition. In addition, student-athletes are not permitted to comment, advertise, or promote any type of product or service. Promotion by a student-athlete will result in ineligibility for the student-athlete.

REQUEST FOR TRANSFER RELEASE FROM COACHING STAFF

An athletics staff member or other representative of our institution’s athletic interests is NOT permitted to make contact with a student-athlete from another four-year collegiate institution directly or indirectly, without first obtaining the written permission of the first institution’s Athletic Director (or designee), regardless of who makes the initial contact.

If permission is not granted, our institution shall NOT encourage the transfer and shall NOT provide financial assistance to the student-athlete until the student-athlete has attended our institution, full time, for one academic year.

In order to obtain permission to speak with the interested student-athlete, the head coach must fill out the information below and submit it to the Athletic Compliance Office. Under NO circumstances is the coach permitted to independently seek permission with the other institution in order to speak with the student-athlete.

Acting as a student host is an important service to the institution and Athletic Department. Appropriate conduct is required of you by Idaho State University, the Big Sky Conference, and the NCAA.

A. You must be enrolled at this institution. If you are a freshman, you must have been a high school qualifier.

B. Only one student host per prospect may be provided a free meal if restaurant facilities are utilized.

C. Only you (the student host) shall be provided with money with which to entertain only yourself, the prospect, the prospect’s parents (or legal guardians), or prospect’s spouse. Other students may assist with hosting the prospect, but shall pay for their own entertainment.

D. A maximum of $30 per day may be provided to cover the entertainment expenses for both yourself and the prospect. You may be provided with additional $15 per day for each additional prospect entertained by you.

G. You may not use vehicles provided by or arranged for by any institutional staff member or booster of the athletic program.

H. You may not transport the prospect or anyone accompanying the prospect more than 30 miles from campus.

I. You should not allow recruiting conversations to occur, on or off campus, between the prospect and a booster of the athletic program. If an unplanned meeting occurs, only an exchange of greetings is allowed.

J. You may receive a complimentary admission (no hard tickets) when accompanying a prospect to a campus athletic event.

K. You are responsible for turning in any receipts and remaining cash from the funds advanced. This should be done on the Monday following the recruiting weekend.

Idaho State University Student Athlete Recruiting Policy Agreement ______

Purpose of Recruiting Visit: The purpose of a recruiting visit, whether “official” or “unofficial” is to enlighten prospective student- athletes about Idaho State University, its academic and athletic programs, and how ISU can assist each person in achieving his/her goal. With that founding principle in mind, the following rules represent the ISU Athletic Department’s written policy:

5 Simple Rules: 1. There will be no alcohol purchased by a host for a recruit. This includes those individuals who are of legal drinking age. 2. There will be no drugs or illegal substances consumed or purchased by a host or a recruit. 3. Recruits and hosts may not frequent adult establishments (e.g. strip clubs). 4. Host money may only be used in accordance with approved NCAA expenditures. The recruit and host will both be required to sign this Recruiting Policy document acknowledging and understanding ISU rules and adherence to our policies. 5. Criminal activity is unacceptable and those individuals charged with criminal activity will be subject to criminal proceedings and punishment.

Consequences of Policy Violation: 1. If any of the above rules and policies is broken by the recruit, ISU will re-evaluate the continued recruitment of that prospect. 2. If any ISU student-athlete host breaks ISU rules and policies that student-athlete will no longer be able to host during that academic year, and may be subject to team disciplinary action from his/her coach.

On-Campus Evaluations (OCE) – Men’s Basketball Prospective Student-Athletes

Who may  The OCE shall involve only high-school seniors and two-year college prospects who Participate have exhausted eligibility or four-year transfer student-athletes.

 The OCE shall not be conducted prior to the conclusion of the prospect’s season When and may be conducted no later than the opening day of the institution’s fall term.

 The OCE shall be conducted during a prospect’s official or unofficial visit.

Summer School

ISU financial assistance for summer school aid is not automatically funded, and if available, shall only be awarded with approval of the head coach and the Athletics Fiscal Officer. Applications must be filled out with the Student Support Office. Each situation will be reviewed on a case-by-case basis. Summer school aid is a privilege, not a given. The following priorities are considered in awarding of summer school assistance:

 Student-athletes who need the hours to be eligible for fall competition;  Fifth-year student-athletes who will graduate that summer;  Fourth-year student-athletes who will graduate that summer;  Student-athletes who will be eligible in the fall but need hours to stay on schedule for graduation.

Summer school aid will not be awarded to those who are making up classes that were avoided or dropped during the regular school year. Financial aid will be based upon the existing athletic department budget, the number of requests, the applying student-athletes previous award during the academic year, and the previous academic performance as evaluated by the academic counselor. The amount of aid available to the student-athlete will be granted at the equivalent value or less of the scholarship awarded during the previous academic year. Full financial awards will be on a limited basis.

Student-athletes who are receiving an athletic grant-in-aid, and who have excessive absences in a course(s) during the previous fall and spring semester may be denied financial assistance for the summer session(s). Student-athletes dropping classes shall be responsible for the repayment of their award back to the athletic department and/or denied further summer school assistance.

Note: NCAA legislation requires student to get prior written approval by the appropriate academic officials at ISU prior to enrolling in summer school courses at another institution. Ask your academic counselor about the Summer School Approval Form.

Equipment Retrieval: The retrieval of athletic apparel and equipment from the student-athletes must occur no later than 10 business days following the completion of the athletic competition (End of season, player leaves team, etc.).

Retention of Shoes: The legislative services staff determined that although shoes are considered equipment under NCAA legislation, a student-athlete is permitted to retain such items if they are no longer reusable at the end of the institution’s playing season.

Summer Equipment: A student-athlete may use institutional athletics apparel (per the institution’s normal issuance and retrieval policy) during a summer vacation period.

NCAA Banned-Drug Classes 2008-09

The NCAA list of banned-drug classes is subject to change by the NCAA Executive Committee. Contact NCAA education services or www.ncaa.org/health-safety for the current list. The term “related compounds” comprises substances that are included in the class by their pharmacological action and/or chemical structure. No substance belonging to the prohibited class may be used, regardless of whether it is specifically listed as an example. Many nutritional/dietary supplements contain NCAA banned substances. In addition, the U.S. Food and Drug Administration (FDA) does not strictly regulate the supplement industry; therefore purity and safety of nutritional dietary supplements cannot be guaranteed. Bylaw 31.2.3. Banned Drugs The following is a list of banned-drug classes, with some examples of substances under each class. No substance belonging to the banned drug class may be used, regardless of whether it is specifically listed as an example.

(h) Definitions of positive depends on the following: 1for caffeine—if the concentration in urine exceeds 15 micrograms/ml. 2for testosterone—if the administration of testosterone or use of any other manipulation has the result of increasing the ratio of the total concentration of testosterone to that of epitestosterone in the urine to greater than 6:1, unless there is evidence that this ratio is due to a physiological or pathological condition. 3for marijuana and THC—if the concentration in the urine of THC metabolite exceeds 15 nanograms/ml.

31.2.3.4.1 Drugs and Procedures Subject to Restrictions. The use of the following drugs and/or procedures is subject to certain restrictions and may or may not be permissible, depending on limitations expressed in these guidelines and/or quantities of these substances used: (Revised: 8/15/89)

(a) Blood Doping. The practice of blood doping (the intravenous injection of whole blood, packed red blood cells or blood substitutes) is prohibited, and any evidence confirming use will be cause for action consistent with that taken for a positive drug test. (Revised: 8/15/89, 5/4/92)

(b) Local Anesthetics. The Executive Committee will permit the limited use of local anesthetics under the following conditions: (1) That procaine, xylocaine, carbocaine or any other local anesthetic may be used, but not cocaine; (Revised: 12/9/91, 5/6/93) (2) That only local or topical injections can be used (i.e., intravenous injections are not permitted); and (3) That use is medically justified only when permitting the athlete to continue the competition without potential risk to his or her health.

(c) Manipulation of Urine Samples. The Executive Committee bans the use of substances and methods that alter the integrity and/or validity of urine samples provided during NCAA drug testing. Examples of banned methods are catheterization, urine substitution and/or tampering or modification of renal excretion by the use of diuretics, probenecid, bromantan or related compounds, and epitestosterone administration. (d) Beta 2 Agonists. The use of beta 2 agonists is permitted by inhalation only. (Adopted: 8/13/93)

(e) Additional Analysis. Drug screening for select nonbanned substances may be conducted for nonpunitive purposes. (Revised: 8/15/89)
