    Hitler, Born at Versailles June 18, 2012 1 Introduction For most Americans the globe-girdling catastrophe that we call the Second World War is now a matter neither of personal experience nor of memory, but of wood pulp and celluloid, books and films. Larger still is the majority for whom the cataclysmic First World War - once spoken of as "The Great War" - is ancient history, an antic prelude to what those who participated in it sometimes like to call "The Big One." For most of us, perhaps, the two wars compare as do contrasting movies from the two eras. Our image of the First World War is brief, grainy, silent, with black-and-white, herky-jerky doughboys "going over the top"; we picture the Second as panoramic, technicolor, reverberating with stereophonic sound and fury, armadas of ships and planes and tanks sweeping forward to destiny. A further disparity may be found in the popular historical and political as- sessment, such as it is, of the two wars. The majority of Americans doubtless still believes that the key to the Second World War is a simple one: a.demonic megalomaniac, Adolf Hitler, rose up to lead Germany to world domination and instead led his people to well-deserved ruin. Yet the view of the First World War held by the Americans of today, it is safe to say, is rather more tepid than the white-hot feelings of many of their grandparents in 1917, when "100- per-cent Americans" agitated to "Hang the Kaiser!" and mobs sacked German newspaper offices and presses in the worst outbreak of ethnic bigotry in our country’s history.

    THE LUXEMBURG QUESTION AT THE PARIS PEACE CONFERENCE AND AFTER by Sally MARKS At the Paris peace conference of 1919, the French and, to a lesser extent, the British considered the several questions concerning the western frontier of Germany as a single problem but historians have never done so, perhaps because work upon these questions at the conference was administratively scattered. There has been some historical examination of the minor territorial transfers from Ger- many to Belgium and exhaustive analysis of the Saar and Rhineland settlements but no attention whatsoever to the fourth piece of the puzzle, the problem of Luxemburg. British diplomatists at the con- ference well realized the potential connection between the Luxem- burg settlement and that of the Saar, while Belgian leaders were pain- fully aware of its relationship to the Rhineland regime but historians, for all their intensive study of the voluminous documentation of the conference, have neglected to trace the British failure to link the Luxemburg question to the other German frontier problems and the consequences of this failure. The oversight has probably occured be- cause Luxemburg's fate was ultimately, to the relief of the French and the dismay of senior British officials, examined independently of all other considerations and because most of the interest in Luxem- burg at the conference was generated by the Belgians who of course looked at the problem from a purely Belgian point of view. The chief Belgian objective at the peace conference was extensive revision of the 1839 treaties which had defined Belgium's borders and her international status.

I cannot match the range of learning and scholarship that has gone into the fascinating work edited by Italo Pardo and Giuliana B. Prato (2019); and, therefore, I have concentrated on Giuliana Prato’s illuminating chapter ‘On the Legitimacy of Democratic Representation: Two case studies from Europe’ (2019), which takes a ‘turning point’ in European history: the post-1989 collapse of the Soviet Union and its client state empire in Eastern Europe. The collapse represented a crisis of legitimacy not only of the Soviet Empire as a political entity but also a crisis for the revolutionary ideology of Marxism and the various Communist Parties of Western Europe and, especially, in Italy. We are probably familiar with Francis Fukuyama’s, The End of History and the Last Man (1992) which suggested that the fall of the Berlin Wall marked a final stage in the evolution of liberal democracy and the ‘end point of mankind’s [sic] ideological evolution’ (see also Fukuyama (1989). Such optimism now seems hollow as even Western European states struggle to eliminate corruption and electorates have in some states turned to populist-nationalist political programmes. In this sense, however, Giuliana Prato’s fieldwork illustrates that the processes of change are more complex and drawn-out than the political headlines of the journalist and even sometimes of historians and political scientists.

Previous generations of French citizens had settled their accounts with their immediate past history by either going to war, or by getting involved into absurd coups d'Etat, however, they never knew why they were doing so. My generation of Bohemian Bourgeois (BoBos) has not done that; it didn't care to do anything for history, nor for the future generations. It was only interested in lying and in taking care of "Me, Me, Me!" The problem that the youth of today are face with is that the truth about the French Revolution, about Napoleon Bonaparte, about the Synarchy, about the destruction of the Third Republic, or about Vichy has never been told.
