It looks purposefully at the ‘bright side’ of public policy in Australia and New Zealand, and provides detailed case studies of instances in which governments by and large got it right and made positive differences to the lives and wellbeing of countless citizens, to the strength of their economies and, sometimes, to their country’s standing in the world. In selecting the public policies to study as success cases, we sought advice from two panels—one in Australia and one in New Zealand. These panels comprised senior academics with deep knowledge of public policy and practitioners with many years of experience in and around government at the highest levels. We wish to thank Guy Beatson, Jonathan Boston, Jennifer Curtin, John Daley, Michael Di Francesco, Grant Duncan, Meredith Edwards, Derek Gill, Arthur Grimes, Brian Head, Ken Henry, Girol Karacaoglu, Terry Moran, Mark Prebble, Graham Scott, Peter Shergold, Gary Sturgess, Anne Tiernan and Sally Washington for generously sharing their thoughts. As well as providing initial nominations of success cases, many also offered further comments on our shortlists of cases and helped in the identification of potential chapter authors. AND most Australians are consumers of banking, superannuation and other financial services. The superannuation system alone has created more than a $2 trillion retirement savings pool. AND this superannuation continues to grow rapidly and compels all working Australians to defer income today for their retirement, which most may never see because of siphoning mentioned earlier. AND to fulfil the prophesied end of "the age of entitlement" all banking entities are being protected by Too-Big-To-Fail status, able to be propped up at all cost regardless of detriment to individual citizens (through 100% bail-in of 100% of financial instruments by APRA) and the collective Australian public (through bailout by the Australian Government) so that further the prophesy may be fulfilled that "the poorest people either don't have cars or actually don't drive very far in many cases".

Our goal is to achieve a fair outcome for all consumers. We conduct research across a range of consumer markets, with a focus in 2018 on consumer decision-making, housing, consumer data and the online marketplace. We work collaboratively with academia, industry, government and the community sector. Outlined below are two key reports produced this year to improve the performance of consumer markets. Five Preconditions of Effective Consumer Engagement Across a range of markets consumer trust has been eroding, with trust in Australian businesses falling another consecutive year in 2018 from 48 to 45 percent according to the 2018 Edelman Trust Barometer. In addition to the Financial Services Royal Commission, the Federal Government recently launched another Royal Commission into the aged care sectors, while the Australian Competition and Consumer Commission and Victorian Government both have completed separate reviews of electricity and gas markets in recent years. Practical, meaningful reforms to ensure consumers are empowered, protected and best- placed to exercise choice are key to rebuilding trust and securing positive outcomes for the community.

This has required public agencies to lead and direct the creation of new technological opportunities and innovations. The predictable response from bureaucrats and politicians steeped in economic liberalism (that industry policy is not an appropriate instrument of public policy) must face rebuttal as both economically ill-informed and unjustified by evidence. This paper provides an overview of the key issues exemplifying the development of industry policy in many of the advanced economies and draws an outline map of how they might be applied to the Queensland economy. Introduction The structure of the Queensland economy has changed significantly in the past decade. Manufacturing, as a component of Gross State Product, has declined from 10.4 per cent in 2004-5 to 7.2 per cent in 2014-5. The sector’s contribution to State employment has declined from 10 per cent to 7.2 per cent. Likewise, mining’s contribution to Gross State Product has fallen from a peak of 14.8 per cent in 2008-9 to 7.3 per cent in 2014-5 while its contribution to employment has increased only slightly from 2 per cent to 2.8 per cent.

Leadership is a complex concept, necessitating vast amounts of patience, determination, and passion to work with others towards a position of improvement in the chosen field of expertise or service. Leaders not only bear the burden of setting the direction of actions or inactions for their team, but are also often accountable to stakeholders, with varying degrees of accountability and size of the cohort to which a leader is accountable. However, there is no more complex job in existence than the leadership of a country like New Zealand — this burden falls squarely on the Prime Minister, in charge of policy both foreign and domestic, all the while totally accountable to each and every citizen in his or her realm. Unsurprisingly, some make a better fist of it than others, with the essence of this good leadership a highly sought commodity. Three areas are critical to ensuring a Prime Minister can effectively lead — a measurement of how ‘good’ they are at their job — these fall under the umbrellas of political, social, and economic leadership ability. Politically, Prime Ministers must have foreign credibility, alongside the ability to form a cohesive support team. Socially a Prime Minster must not only recognize and promote popular ideas, but must also be relatable in part to the people.
