European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits. -
Criticism of “Fascist Nostalgia” in the Political Thought of the New Right

However, it emerged relatively early that fascism was not a defi nitively closed chapter in the political and social life of Italy. As early as June of 1946, after the announcement of a presidential decree granting amnesty for crimes committed during the time of the Nazi-Fascist occupation between 1943 and 1945, the country saw a withdrawal from policies repressive towards fascists.1 Likewise, the national reconciliation policy gradually implemented in the second half of the 1940s by the government of Alcide De Gasperi, aiming at pacifying the nation and fostering the urgent re- building of the institution of the state, contributed to the emergence of ambivalent approaches towards Mussolini’s regime. On the one hand, Italy consequently tried to build its institutional and political order in clear opposition towards fascism, as exemplifi ed, among others, by a clause in the Constitution of 1947 that forbade the establishment of any form of fascist party, as well as the law passed on 20th June, 1 Conducted directly after the end of WW II, the epurazione action (purifi cation) that aimed at uprooting fascism, was discontinued on 22nd June 1946, when a decree of president Enrico De Nicola granting amnesty for crimes committed during the Nazi-Fascist occupation of Italy between 1943–1945 was implemented. -

Centre of Attention: Liberalism and the Politics of Cold War Strategy Benjamin Martill, University of Oxford Abstract Common to existing work on ideology and foreign policy is the use of the left-right model to structure underlying partisan differences. An exclusive reliance on this model is problematic, however, because it precludes the possibility of operationalizing the distinct values of the political centre ground. Understanding the centre is important because on many foreign policy issues the most salient partisan divides are between the centre and competitors on the left and the right, rather than between the left and right themselves. In this article I offer an alternative conceptualisation of ideology based around the ‘horseshoe model’ commonly used in European studies and Comparative Politics. This allows us to distinguish the values of the political centre from those shared by both left and right. The five distinguishing elements of the centre’s approach to foreign policy, I argue, are: (1) interdependence, (2) supranationalism, (3) particularism, (4) deterrence, and (5) free trade. I test the argument by examining the changing Cold War strategies of Euratlantic states vis-à-vis both superpowers. The center-right in a search for unity and the re-emergence of the neo-fascist right Elisabetta De Giorgi a and Filippo Tronconi b aPortugese Institute of International Relations (IPRI), Universidade Nova de Lisboa, Lisbon, Portugal; bDepartment of Social and Political Sciences, University of Bologna, Bologna, Italy ABSTRACT In 2017, the parties of the centre-right camp – Silvio Berlusconi’sForza Italia, Matteo Salvini’s (Northern) League and Giorgia Meloni’sFratelli d’Italia – faced the puzzle of deciding whether to participate in the imminent general elections as allies or as rivals. On the one hand they had partially different aims (especially in relation to the European Union issue) and the problem of choosing the leadership of the alli- ance; on the other, the new electoral system, partially based on single- member districts, forced them to present common candidates in order to maximize their chances of reaching a majority of seats in parliament. In this article, we outline the stages through which the centre-right parties attempted to solve this puzzle over the course of the year, finally reaching an agreement to make a formal electoral alliance. In the final section of the article, we focus on one additional political actor of the right wing: the neo-fascist movements, notably Forza Nuova and CasaPound, which received significant media coverage during 2017. We describe how these movements were able to gain center stage and what this implied for the mainstream centre-right parties. In a way, the year 2017 began for the center-right on January 21 in Koblenz. On that date the leaders of the main extreme right parties in Europe came together in the German city for an event showcasing the visions and political aims that they shared. -

Appendix List of Challenger Parties Operationalization of Challenger Parties A party is considered a challenger party if in any given year it has not been a member of a central government after 1930. A party is considered a dominant party if in any given year it has been part of a central government after 1930. Only parties with ministers in cabinet are considered to be members of a central government. A party ceases to be a challenger party once it enters central government (in the election immediately preceding entry into office, it is classified as a challenger party). Participation in a national war/crisis cabinets and national unity governments (e.g., Communists in France’s provisional government) does not in itself qualify a party as a dominant party. A dominant party will continue to be considered a dominant party after merging with a challenger party, but a party will be considered a challenger party if it splits from a dominant party. Using this definition, the following parties were challenger parties in Western Europe in the period under investigation (1950–2017). The Power of Images in the Age of Mussolini Abstract The year 1937 marked the bimillenary of the birth of Augustus. With characteristic pomp and vigor, Benito Mussolini undertook numerous initiatives keyed to the occasion, including the opening of the Mostra Augustea della Romanità , the restoration of the Ara Pacis , and the reconstruction of Piazza Augusto Imperatore. New excavation campaigns were inaugurated at Augustan sites throughout the peninsula, while the state issued a series of commemorative stamps and medallions focused on ancient Rome. In the same year, Mussolini inaugurated an impressive square named Forum Imperii, situated within the Foro Mussolini - known today as the Foro Italico, in celebration of the first anniversary of his Ethiopian conquest. The Forum Imperii's decorative program included large-scale black and white figural mosaics flanked by rows of marble blocks; each of these featured inscriptions boasting about key events in the regime's history. This work examines the iconography of the Forum Imperii's mosaic decorative program and situates these visual statements into a broader discourse that encompasses the panorama of images that circulated in abundance throughout Italy and its colonies. -
The German Center Party and the League of Nations: International Relations in a Moral Dimension
InSight: RIVIER ACADEMIC JOURNAL, VOLUME 4, NUMBER 2, FALL 2008 THE GERMAN CENTER PARTY AND THE LEAGUE OF NATIONS: INTERNATIONAL RELATIONS IN A MORAL DIMENSION Martin Menke, Ph.D.* Associate Professor, Department of History, Law, and Political Science, Rivier College During the past two decades, scholarly interest in German political Catholicism, specifically in the history of the German Center Party has revived.1 As a spate of recent publication such as Stathis Kalyvas’s The Rise of Christian Democracy in Europe and the collection of essays, Political Catholicism in Europe, 1918-1965, 2 show, this renewed interest in German political Catholicism is part of a larger trend. All of these works, however, show how much work remains to be done in this field. While most research on German political Catholicism has focused on the period before 1918, the German Center Party’s history during the Weimar period remains incompletely explored. One of the least understood areas of Center Party history is its influence on the Weimar government’s foreign policy. After all, the Center led nine of the republic’s twenty cabinets. Karsten Ruppert, for example, relies almost exclusively on Peter Krüger’s Die Außenpolitik der Republik von Weimar,3 which emphasizes the role of Foreign Minister Gustav Stresemann almost to the exclusion of all other domestic decision-makers. Weimar’s foreign policy largely consisted of a series of responses to crises caused by political and economic demands made by the victors of the First World War. These responses in turn were determined by the imperatives of German domestic politics. -

The victory of PSOE and interesting readings in between rallies The success of the Socialist Party (PSOE) in the Spanish general election is without a doubt very good news for European social democrats, who have been in recent times in an almost chronic state of discouragement due to the poor electoral results of the last years. Proof of this is the uncontained joy with which its adherents have welcomed the results of Sunday’s election, starting with their candidate to lead the European Commission, Frans Timmermans. It may be true that a victory in one single country doesn’t necessarily mean a change of trend in the broader European Union, especially if it isn’t met with other countries that back the hypothesis that the winds are changing in various places at the same time. However, the reality is that since last September we have started to observe signs that support the existence of this trend, among which it is worth highlighting the victory – albeit by a small margin – of the Swedish Social Democratic Party, corroborated later by their capacity to converge with part of the centre-right in order to stop the extremists from reaching a government-enabling majority, as well as the first-place (again by a small margin) obtained by the Social Democratic Party of Finland which will lead a coalition government, to which we may add the positive results expected in Denmark and Portugal, who will hold elections over the course of this year. In this particular case, the social democrats have won clearly, by a large margin, and they have done so in one of the ‘big four’ countries of the Eurozone. -

MEA06 Tutor: Bo Bjurulf Characters: 88,574 Department of Political Science Far-Right Identities in Italy An analysis of contemporary Italian Far-Right Parties Michele Conte Abstract The (re)appearance of different Far-Right parties in Italy during the last decades brought me to the decision to write my Master’s thesis about this topic. Due to the fact that in this country, together with a long tradition of support for Far-Right ideologies, more than one tipology of Far-Right party exists, an interesting scenario is open for the analysis. I will study the cases of Lega Nord and Forza Nuova-Alternativa Sociale. As a first step, I will explain the differences that exist between different ideologies in order to classify these political groups, representing the two cases of analysis in the Italian Far-Right spectrum. I will then build a theory for the formation of Far-Right identities departing from a social constructivist approach. This theory will be tested in the empirical analysis applied to the two study cases. Finally, I will concentrate on the symbolic resources and the discursive strategies that these political actors use in order to construct shared collective identities and to persuade their audience. The results that I will obtain show that while Lega Nord is a Neo-Populist party, Forza Nuova-Alternativa Sociale can be considered as Neo-Fascist. Both the two study cases confirm the theory used to describe the process of Far-Right identity formation in Italy. Regarding the symbolic resources and the discursive strategies of the two political actors, the interesting result is that Lega Nord has shown the tendency to modify its rhetoric, as well as the way it communicates its political messages in order to take advantage of the political situation and increase consensus.
