The purpose of this Phase I ESA was to research the past and current use of the subject site and study area as well as to identify any environmental concerns with the potential to have impacted the subject site. Based on a review of historical sources, the Phase I Property was vacant with the addition of a gravel parking lot constructed in the mid 2000’s. No historical concerns were identified regarding the historical use of the subject site. The historical use of the surrounding lands consisted of industrial and commercial lands. Two (2) former bulker petroleum storage facilities (175 meters southwest and 180 meters northwest), two (2) former fuel service stations and several automotive service garages (40 to 105 meters north) were identified. Based on their separation distance and cross- gradient orientation, the above listed PCAs do not results in APECs for the Phase I Property. Following the historical review, a site visit was conducted. The Phase I Property is currently vacant with a gravel parking lot and several storage sheds located in the southwest corner. No potentially contaminating activities (PCAs) were identified on the Phase I property at the time of the site visit. The surrounding land use consisted of industrial and commercial land. Eleven (11) offsite PCAs were identified surrounding the subject site. The offsite PCAs refer to the existing asphaltic tar bulk storage facility, automotive service garages, printing facility, rail tracks, former bulk petroleum storage facilities and former fuel service stations. Based on separation distance and cross-gradient orientation in respect to the subject site, only the asphaltic tar bulk storage facility represents an area of potential environmental concern (APEC). Recommendations Based on the results of this assessment, it is our opinion that a Phase II - Environmental Site Assessment will be required for the subject site. Paterson Group (Paterson) conducted a Phase I – Environmental Site Assessment (Phase I ESA) for the property addressed 144 Bentley Avenue, in the City of Ottawa, Ontario. The purpose of this Phase I ESA was to research the past and current use of the subject site and study area as well as to identify any environmental concerns with the potential to have impacted the subject site. Paterson was engaged to conduct this Phase I ESA by Frank Aiello of Danviwill Holdings Inc. Mr. Aiello can be reached by telephone at 613-724-8518. This report has been prepared specifically and solely for the above noted project which is described herein. It contains all our findings and results of the environmental conditions at this site. This Phase I ESA report has been prepared in general accordance with Ontario Regulation 153/04, as amended under the Environmental Protection Act, and also complies with the requirements of CSA Z768-01. The conclusions presented herein are based on information gathered from a limited historical review and field inspection program. The findings of the Phase I ESA are based on a review of readily available geological, historical, and regulatory information, as well as a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as local, provincial, and federal agencies, and was limited within the scope-of-work, time, and budget of the project herein. Property Identification Numbers (PINs): 04628-0169; 04628-0173 Location: The subject site is located on the south side of Bentley Avenue approximately 0.5 km east of Gifford Street, in the City of Ottawa, Ontario. Refer to Figure 1 – Key Plan for the site location. Latitude and Longitude: 45° 20' 12" N, 75° 42' 35" W Site Description: Configuration: Irregular Site Area: 0.80 hectares (approximate) Zoning: IH1 – Heavy Industrial Zone Current Uses: The subject site is currently a vacant lot part of which is used for parking and storage of equipment and materials. Services: The subject site is located in a municipally serviced area. Report: PE4998-1 August 21, 2020 Page 2 patersongroup Phase I - Environmental Site Assessment Ottawa Kingston North Bay 144 Bentley Avenue Ottawa, Ontario 3.0 SCOPE OF INVESTIGATION The scope of work for this Phase I – Environmental Site Assessment was as follows: Determine the historical activities on the subject site and study area by conducting a review of readily available records, reports, photographs, plans, mapping, databases, and regulatory agencies; Investigate the existing conditions present at the subject site and study area by conducting site reconnaissance; Conduct interviews with persons knowledgeable of current and historic operations on the subject property and, if warranted, neighbouring properties; Present the results of our findings in a comprehensive report in general accordance with the requirements of Ontario Regulation 269/11 amending O.Reg. 153/04 made under the Environmental Protection Act and in compliance with the requirements of CSA Z768-01; Provide a preliminary environmental site evaluation based on our findings; Provide preliminary remediation recommendations and further investigative work if contamination is suspected or encountered.
