L _ - ^ ' r-yr <?• K-: %■ MINUTES OF MEETINGS OF THE PARLIAMENTARY COMMITTEE OF PUBLIC ACCOUNTS FORTY-SIXTH PARLIAMENT :C5 FIRST SESSION -OOOOOOOOOO- -MINUTES- A meeting of the Parliamentary Committee of Public Accounts was held in the Committee's Rooms, Level 6 of the Parliamentary Annexe on Thursday, 8 March, 1990 at 1.15 pm. Members Present: Mrs Bird, Dr Watson, Messrs Hayward, Elliott, Perrett, Davies and Heath. In attendance - Mr Bletchly, Clerk-Assistant (Committees) and Dr Lambkin , Project Officer. Opening of The Clerk-Assistant (Committees) opened the Meeting: meeting by informing Members of the provision of the Public Accounts Committee Act 1988 relating to the constitution of the Committee. Entry No. 13 from the Votes and Proceedings of the Legislative Assembly, No. 4 of Tuesday 6 March 1990 was also read. Election of The Clerk-Assistant (Committees) informed the Chairman: meeting that Section 9 of the Act provided for the election of a Chairman and Deputy Chairman and that Standing Order 190 prescribed that before proceeding to any Business the Committee was to elect its own Chairman. As Standing Orders do not prescribe the process for the election of a Chairman, the Clerk-Assistant (Committees) read to the meeting the process used in the House of Commons as detailed in Erskine May 21st edition as at page 621. Mr Elliott being senior Member was asked to call on the voice of the Members present for the election of a chairman. Mr Hayward being the only Member called assumed the Chair. Election of The Chairman thereupon called for nominations Deputy Chairman for Deputy Chairman. -

The demise of the Coalition and the Nationals governing alone, 1981–1983 In 1980, backroom plans had been already entertained for a stand-alone National Party government supplemented by a few Liberal ‘ministerialists’— opportunists who would cross over and side with whatever the next ministry turned out to be in order to remain part of the next government. Historically, ‘ministerialists’ were typically senior parliamentarians who, forgoing party loyalties, decided to collaborate as individuals in the formulation of a new government. After the 1980 election, however, any such musing was put on hold as the two conservative parties lapsed back into coalition. This time, the Nationals clearly imposed their dominance, taking the prime portfolios and consigning the ‘leftovers’ to the Liberals. Labor began to refer to the junior partners as ‘Dr Edwards and his shattered Liberal team’—the losers who were ‘now completely the captive of the National Party’ (QPD 1981:vol. 283, p. 7). Despite his vitriolic attacks against the Premier and the National-led government, Llew Edwards retained his position as Deputy Premier and Treasurer—positions he would keep until he was deposed by Terry White on the eve of the Coalition collapse in August 1983, although there was an unsuccessful attempt by dissident Liberals to remove Edwards in November 1981. When the Premier learned about the dissident Liberal plan to topple Edwards, with Angus Innes taking the lead, he declared Innes an ‘anti-coalitionist’ and someone with whom he would not work. Instead, Bjelke-Petersen began hatching plans to form a minority government with whomsoever among the Liberals who would give him support; and then to govern alone until mid-1982. -

The implosion of Joh Bjelke- Petersen, 1983–1987 The 1983 election ended the ‘constitutional crisis’ by providing the Nationals with exactly half the seats in the Parliament (41) and the opportunity to supplement their ministry with Liberal ministerialists who would agree to join the new government. The Premier had a number of options to secure his majority. Many of the surviving former Liberal ministers were not generally regarded as ‘anti-coalitionists’ in the previous government. The six potential ministerialists who might have been persuaded to change allegiances were: Norm Lee, Bill Lickiss, Brian Austin, Don Lane, Colin Miller and even Bill Knox. According to the Courier-Mail (15 July 1983), when two Coalition backbenchers, Bill Kaus and Bob Moore, had quit the Liberals and joined the Nationals in July, two Liberal ministers, Norm Lee and Bill Lickiss, already had indicated they would consider jumping ship. It was almost as if a race to defect was on. The two other Liberals to survive the 1983 poll, Terry White and Angus Innes, would not have been acceptable to the Premier and his senior ministers. In total, six of the eight Liberals had been ministers (although Miller had served for just 13 days after White was sacked and before the resignations of all the Liberals were accepted). Knox had been a minister since 1965 and Lee and Lickiss had been ministers since early 1975. They had some pedigree. Austin and Lane (and White) each had one parliamentary term as minister. Two Liberals, however, took the issue into their own hands. The day after the election, Austin and Lane had discussed the prospects of defecting and swapping parties, with Austin saying ‘I’m sick of this…I reckon we ought to give ’em the arse. -

9 Jul 1996 Privilege 1341 TUESDAY, 9 JULY 1996 PRIVILEGE Procedure for Raising Matters Mr SPEAKER: Honourable members, I Mr SPEAKER (Hon. N. J. Turner, Nicklin) wish to take this opportunity at the read prayers and took the chair at 9.30 a.m. recommencement of the session to make a statement about the correct procedure to be adopted when raising a matter of privilege. ASSENT TO BILLS Under Standing Order 115, any member Mr SPEAKER: Order! I have to inform may rise in the House at any time to speak the House that I have received from Her upon a matter of privilege suddenly arising. Excellency the Governor a letter in respect to The test applied in the House of Commons is assent to certain Bills, the contents of which that the matter raised requires the immediate will be incorporated in the records of attention of the House. Examples of this would Parliament— be obstruction to the business before the House, or a contempt committed in the 23 May 1996 House, which must be dealt with immediately. Political Chronicle 267 QUEENSLAND State Parliament State Parliament sat for 30 days during the period July to December 1985. In all, 66 pieces of legislation were introduced during that period, including 49 bills of an amending nature, 16 new pieces of legislation, and one private bill. Fifty-seven bills passed the third reading stage of treatment. The Premier, Sir Joh Bjelke-Petersen, brought down his second budget as state Treasurer on 5 September 1985. The framing of this particular budget had clearly been a difficult exercise. For a number of months the Queensland government's management of the state's economy had been under attack, and in a more general sense there were indicators that the Queensland economy was weaker than those of certain other states. Sir Joh and most of his ministers refused to acknowledge these criticisms, though the state's economic difficulties were reflected in the extremely cautious budget document which was presented by the Premier in September. That the government's budgetary options were significantly limited by the state of the economy was reflected in the fact that the budget itself included very few new initiatives, and was widely regarded as 'steady as you go' in its approach. The Premier himself presented the budget as one containing no increases in taxes or charges. He also pointed to the $20 million of support allocated to sugar-cane farmers, and $16 million in payroll deductions, as indications of his government's continued commitment to the support 268 Political Chronicle of the state's farming and business interests. As in previous years the budget also included provision for an increased number of school teachers, nurses and hospital staff, and police officers; in turn, those increases were regarded by the relevant unions as inadequate given demographic growth. -

Sir Walter Campbell Queensland Governor and his role in Premier Joh Bjelke-Petersen’s resignation, 1987 By Geoff Barlow and JF Corkery This is the first of three articles on the life and work of Sir Walter Campbell, Queensland jurist and Governor. This first article traverses Walter Campbell’s youth, academic training and early professional life, before embarking on a detailed discussion of the 1987 resignation of Premier Joh Bjelke-Petersen and Governor Campbell’s part in it. The legal career of achievement of Queensland Chief Justice and barrister Sir Walter Campbell (1921-2004) was overshadowed by his term as Queensland Governor. Campbell’s adroit handling of a famous 1987 political controversy was his most memorable if not his finest hour.
