Hollis, Redcliffe) read prayers and took the chair at 9.30 a.m. PRIVILEGE Berri Ltd Mr SEENEY (Callide—NPA) (9.31 a.m.): On Monday, 11 March a number of media outlets carried reports claiming that I had lied to this parliament when I asked a question of the Minister for State Development on 8 March. This is a very serious accusation and it has been repeated a number of times by both the Premier and the Deputy Premier. The claim is demonstrably wrong. I did not lie to this parliament, nor did I mislead this parliament on 8 March or at any other time. The question that I asked referred to concerns that had been raised with me by a constituent relating to state government grants. Mr Speaker, I wish to table some documents pertaining to that issue. I table a copy of a telephone log from 8 August last year from my electorate office and a copy of my diary from 9 August last year, both of which record the initial contact that I had on this issue with my constituent. One is in my secretary's handwriting and one is in mine. Mr Speaker, I also table a document supplied by the Australian Securities and Investments Commission which is a current and historical search on Berri New South Wales Ltd, the corporate entity which received the grant. Under sections 168 to 171 of the Corporations Act, Berri Ltd has a statutory responsibility to ensure that this public record is correct. -

9. The slide towards uncertainty, 1969–1972 The Parliament resumed after a break of seven and a half months—a relatively long intermission but by no means unusual in those days. When an election was due in the new year (from March to June), it was common practice for the Parliament to adjourn in late November or early December (before Christmas) and to not reconvene for another six to eight months. This was the pattern followed throughout the 1940s to the mid-1950s and again from 1962 to 1972. The thirty-ninth Parliament would run from 5 August 1969 to 10 December 1971 (202 sitting days in the three-year term or 67 days a year) and not meet again before the May 1972 election. It was the last Parliament to meet with 78 members and, for the first time since winning government, the Coalition governed with a reduced majority. Under Nicklin, the Coalition’s majority had risen from nine in 1957 to 10 in 1960, to 14 in 1963 and 16 in 1966, but fell back to just 12 after the 1969 election—Bjelke-Petersen’s first electoral test as leader. With the benefit of hindsight, it is clear the 1969–72 Parliament was to become Labor’s high-water mark in its period in opposition, when for a few years it posed a credible challenge to the government. It was also a period when the Premier was at his most vulnerable politically—a condition deeply troubling to his own party colleagues, who would eventually be incited to rebel against his leadership. -

49TH PRESIDING OFFICERS AND CLERKS CONFERENCE WELLINGTON 8 – 13 JULY 2018 ** Paper to be presented by Neil Laurie Clerk of the Parliament, Queensland Moving towards the entrenchment of parliamentary committees Moving towards the entrenchment of parliamentary committees 2018 celebrates the 30th anniversary of the re-introduction of parliamentary committees in the Queensland Parliament. Committees went into abeyance in the Queensland Parliament from 1922 when the Legislative Council was abolished and it became unicameral until 1988 with the introduction of a Public Works Committee. The Committee system was overhauled in 2011 into a comprehensive, modern system. Further reforms in the 55th Parliament have moved Queensland closer to entrenching committees as an integral part of the parliamentary process; especially as regards the consideration of legislation. Some history re the Queensland committee system From its commencement in 1860 the Queensland Parliament had a very active committee system. Bills were regularly considered by committees and other issues, such as state development projects, were the subject of extensive inquiry.1 From the commencement of the 20th century, coinciding with the rise of political parties, committees went into decline. Only a handful of select committees (excluding domestic committees) were established after 1904 (apart from a brief period of increased committee use from 1912 to 1914, during the 19th Parliament). There were no select committees established after 1915. In 1922 the Legislative Council was abolished. This was also the effect death-knell for committees. Apart from domestic committees (the Library Committee, Refreshment Room Committee, Privileges Committee and Papers Committee etc.) there was not a single select committee established between 1915 and 1974. -

The demise of the Coalition and the Nationals governing alone, 1981–1983 In 1980, backroom plans had been already entertained for a stand-alone National Party government supplemented by a few Liberal ‘ministerialists’— opportunists who would cross over and side with whatever the next ministry turned out to be in order to remain part of the next government. Historically, ‘ministerialists’ were typically senior parliamentarians who, forgoing party loyalties, decided to collaborate as individuals in the formulation of a new government. After the 1980 election, however, any such musing was put on hold as the two conservative parties lapsed back into coalition. This time, the Nationals clearly imposed their dominance, taking the prime portfolios and consigning the ‘leftovers’ to the Liberals. Labor began to refer to the junior partners as ‘Dr Edwards and his shattered Liberal team’—the losers who were ‘now completely the captive of the National Party’ (QPD 1981:vol. 283, p. 7). Despite his vitriolic attacks against the Premier and the National-led government, Llew Edwards retained his position as Deputy Premier and Treasurer—positions he would keep until he was deposed by Terry White on the eve of the Coalition collapse in August 1983, although there was an unsuccessful attempt by dissident Liberals to remove Edwards in November 1981. When the Premier learned about the dissident Liberal plan to topple Edwards, with Angus Innes taking the lead, he declared Innes an ‘anti-coalitionist’ and someone with whom he would not work. Instead, Bjelke-Petersen began hatching plans to form a minority government with whomsoever among the Liberals who would give him support; and then to govern alone until mid-1982. -

Stories about my Knox Ancestors Bruce Fairlie December 20, 2015 1 2 1 Introduction While researching the details of my mother’s lineage, I became in- terested in the the fascinating stories associated with a number of her ancestors. I have chosen several of them to look at in rather greater detail, and their stories are presented in here. 3 2 Knoxes in London William Knox was one of my great-great-great-grandfathers. He was born about 1782 or 1793, perhaps in Scotland, perhaps in a foundling hospital in London. In any case, he was in London in 1820 when he married Dorothy (Dorothea) Fleming. Dorothy was born in Scotland, in about 1795. They wasted no time in starting a family, their first child, William, being born in August 1820 and a second, Margaret Janet, in February 1822. At about the same time, the congregation of the struggling Cale- donian Chapel at Cross Street, Hatton Garden in London were in need of a new minister. A Mr Laurie, one of the Elders of the Chapel, while on business in Glasgow ’talent spotted’ Edward Irving, who was at that time an assistant to the pre-eminent Dr Thomas Chalmers at the Tron Church. He asked Edward to undertake a four-week trial as minister at the Chapel in London. The trial was a success, and Irving was offered the job. Indeed, so keen were the Elders to have him that the obligatory need for the pastor to preach in Gaelic was removed, the Elders getting a Bill passed to annul this requirement. -

Tate’s 50 Epic Fails (2012 – 2020) In the true spirit of rigorous investigative journalism, the Gold Coast Advocate shines a spotlight on "TATE'S 50 EPIC FAILS" from 2012 – 2020, in a Five-Part series of articles. The following is a summary of the main points. PART ONE 20/03/2020 FAIL 1 -Tate told Surfers Paradise Bowling Club members he would do a ‘Crackerjack’ and save their ailing club (2010). He and business associates acquired the Club and its bowling greens and shut it down completely. The elderly members have not been able to bowl on it since and some of the site is earmarked for a highrise apartment block development, “Waterglow” (2010 – 2020). FAIL 2 - Mayor Tate in his first term refused to meet with NBN reps for more than a few minutes with the potential loss of 150 jobs & the saving of millions of dollars in ratepayers’ funds by not negotiating the laying of NBN cable at same time as Light Rail track (2012). FAIL 3 - Tate promised in his 2012 pre-election policies to introduce free parking on weekends & public holidays. In fact, more paid parking, greater restrictions, less parking options and shorter parking times have proliferated across the Gold Coast under Tate’s ‘watch’ (2012). FAIL 4 -The “Red Dot” re-branding of the GCCC (Feb 2013) involved a red dot on all GCCC correspondence, logos etc. It cost over $750,000 of ratepayer funds for the design and promotion of the ‘red dot’. A substantial amount of that money went to Tate’s 2012 mayoral campaign advisor, Simone Holzapfel of SHAC Communications, who was then employed by Council in the GCCC Economic Development Dpt. -

COMMISSION TO OPEN PARLIAMENT Mr SPEAKER: Honourable members, I have to inform the House that I have received from His Excellency the Administrator of the Government a Commission appointing me and Mr C. B. Campbell, Chairman of Committees, or either of us, Commissioners to open this session of Parliament. I now call on the Clerk to read the Commission. CRIMINAL JUSTICE COMMISSION Report of Investigation into Complaints of Mr J. G.
