Power and Silence: Australian Media Portrayal of Israeli and Palestinian Casualties during the Gaza War of 2014 Mayyada Mhanna, Edith Cowan University, Australia Debbie Rodan, Edith Cowan University, Australia The Asian Conference on Media & Mass Communication 2015 Official Conference Proceedings Abstract At one stage of the long-lasting Israeli–Palestinian conflict, Israel launched a military operation, Protective Edge, on the Gaza Strip in July–August of 2014. As a consequence, approximately 2,280 people died and over 11,000 people were injured, the majority of them Palestinian civilians (including children and women). These numerous casualties resulted in a pronounced interest in this particular event by international media such as CNN and the BBC, as well as other Western media including the Australian media. This paper investigates how Australian print and online media portrayed the Israeli and Palestinian casualties during the 2014 Israeli war on Gaza. Specifically, through using critical discourse analysis, it examines how the casualties were represented by four Australian news sources: The Australian, The Sydney Morning Herald, ABC and Crikey. Based on the concept of framing theory (a technique used to shape an event or issue, reflecting the power embedded in media texts), the paper analyses news items published in Australian mainstream media during the 2014 Israeli war on Gaza to identify the frames employed in reporting Israeli and Palestinian casualties. The conflict frame was dominant in the Australian print and online media coverage of casualties during the Gaza War of 2014. As a result, this coverage did not provide the contexts of news stories about casualties who were portrayed in a statistical frame. -

Defence Policy-Making
Chapter 1 The Road to Russell A career in the Public Service which closed after a decade as Secretary to the Department of Defence started from what might seem an unlikely origin. In 1942, aged 28, I was brought to Canberra from a wartime reserved occupation to work on analysing Australia's interests in the international economic and financial regulations being proposed for Australia's responses by the British and American planners who were preparing for a better world system after the war had been won. For a short period I was made responsible to Dr Roland Wilson (later Secretary to the Treasury), but in 1943 the Labor Government created the Department of Post-War Reconstruction, with J.B. Chifley as its Minister (and concurrently Treasurer) and Dr H.C. `Nugget' Coombs as its Director-General. I worked under Coombs for several years, preparing papers and advice for several of Australia's most senior economists on the problems to be expected, and the safeguards needed, to protect Australia in the impact of these post-war plans of the two major economic powers. Over the years, I attended several international conferences arranged to discuss and to amend and endorse these plans, beginning with the 1944 Bretton Woods International Monetary Conference. External Affairs 1945 I was seconded into the Department of External Affairs in 1945. That Department, under the urging of Dr J.W. Burton, was seeking a role in policy in these economic fields, particularly with the prospect of the United Nations and other institutions being set up with various regulatory powers. -

As academics, we are interested in limitations to free speech when it serves the inter- ests of powerful dominant interests. We are also concerned about the concomitant right of academic freedom that purports to enable scholars to speak publicly and stridently about issues facing contemporary society, including those that are con- tested and where debates are heated. We do not limit our interest to the academic sphere as pervasive institutional barriers extend to other domains such as media and parliaments. Our paper specifi cally focuses on free-speech constriction in the Israel-Palestine confl ict of ideas. We examine this constraint in three ways in the Australian context: academic freedom, media freedom and freedom of political representation and expression. We confi ne our exploration to an Australian per- spective, while recognizing that similar patterns occur in other nations. 14 LINDA BRISKMAN, SCOTT POYNTING What makes Israel-Palestine a compelling exemplar is that what endures is not just active and polarized debates, but deliberate attempts by powerful sectors of societies to stifl e the voices of those who dissent from dominant discourses. The irony is that the universally enshrined human right to free speech is removed from those who speak out for human rights. -

However the right wing-dominated Labor Opposition is merely better than the appalling present Coalition Government and is just as bad as a pro-Apartheid Israel, pro- Apartheid, and pro-war US lackey. Now pro-Apartheid Israel Labor has blatantly revealed its pro-Apartheid degeneracy by scrapping an outstanding, anti-Apartheid, anti-nuclear weapons and pro-human rights candidate,Melissa Parke, in the forthcoming Federal election. 1. Outstanding anti-Apartheid Labor candidate Melissa Parke forced to withdraw by pro-Apartheid Israel Australian Labor Party. It is relatively common for candidates to be scrapped just before Australian Federal elections because they have been found to have made racist, homophobic or other offensive comments, have been found to be legally ineligible because of having dual citizenship of Australia and another country, or have been alleged to have committed some offence from alleged bullying to alleged sexual assault. Indeed in relation to the present Federal election, an excellent female Labor candidate withdrew candidacy last year over allegations of bullying but was not re-instated as a candidate after the allegations were dismissed [1]. Three Coalition candidates have had to withdraw because of dual citizenship that is prohibited under Section 44 of the Australian Constitution [2, 3] (however while a Jewish Hungarian-origin Greens candidate for the seat of Canberra has requisitely expunged his Hungarian citizenship, the fervently pro-Zionist, Jewish Hungarian-origin, Coalition Government Treasurer, Josh Frydenberg, has apparently declined to legally expunge his Hungarian citizenship in an example of outrageous Zionist exceptionalism) [3-6]. -

5. the Winds of Change
5 The winds of change This chapter traces the changing external conditions evolving from the second half of the 1960s that politically distanced Australia from its close engagement with Asia, which was at its deepest in the years 1966 to 1968. The contextual factors occasioning this shift were the British withdrawal from east of Suez; the formation of the Association of Southeast Asian Nations (ASEAN) in 1967 and its consolidation in the early 1970s as the leading regional organisation; the de-escalation and gradual American withdrawal from Vietnam signalled by President Johnson in March 1968; the Nixon Doctrine of 1969 that United States (US) allies in Asia must take up more of the burden of providing for their own security; and the US rapprochement with the People’s Republic of China (PRC) in 1972. These external factors, which were largely beyond Canberra’s capacity to control or influence, carried a range of implications for Australia’s position in the world. The results of these changes, which were felt throughout the 1970s and 1980s, were profound. From being an integral part of Southeast Asia’s decolonisation process and a core non-communist East Asian country, Australia’s position was transformed into a peripheral South Pacific state, looking ‘in’ at Asia, with its engagement premised increasingly on a transactional economic basis, rather than the deeper political and normative ties of responsibility and solidarity evident from 1944 through to the late 1960s. This historical trajectory explains Canberra’s periodic strategies and initiatives since the 1980s to again ‘deepen’ Australia’s engagement with Asia. -

During the late 1960s, the effects of British decolonization, Southeast Asian nationalism, and American foreign policy changes created a situation on Australia’s doorstep, which the government in Canberra could not ignore. After World War II, strategic planning in Canberra emphasized the importance of British and American presence in the Asia-Pacific region to ensure Australian security. The postwar economic challenges facing Great Britain contributed to the decision in July 1967 to withdraw forces from ‘east of Suez’ by the mid-1970s. -
