I I.1 I I SYNOPSIS NOT FOR FU~LIC l{ELEASJ Raton Mesa near Trinidad, Colorado, about 200 miles south of Denver, I is the highest, most scenic, impressive and accessible of a scattered group of lava-capped mesas straddling the eastern half of the Colorado- I New Mexico boundary. It and its highest part, Fishers Peak, are well I known landmarks dating back to the days of the Santa Fe Trail which~ traverses Raton Pass on its southwest flank, today crossed by an interstate high- I way. Three distinct, easily recognized vegetative zones, mostly forest, lay on its slopes; the Mesa top is a high mountain grassland. I Ancient lava flows covered portions of this region, the Raton I section of the Great Plains physiographic province, millions of years ago when the surface was much higher. These flows protected the mesas from subsequent erosion which has carried away the surrounding territory, • leaving Fishers Peak today towering 4,000 feet above the City of Trinidad. I Lavas at Capulin Mountain, a National Monument located nearby in New I Mexico, though at a lower elevation, are thought to be much more recent. Raton Pass was a strategic point on the Mountain Branch of the I Santa Fe Trail during the Mexican and Civil Wars, and to travelers past and present a clima~~ gateway to the southwest. -

August 2011 DRAFT FINDING OF NO SIGNIFICANT IMPACT (FONSI) INTRODUCTION -The Air Force is interested in obtaining public and agency comments on this revised proposal to designate a low altitude training area for training Air Force Special Operations Command (AFSOC) aircrews. This Draft FONSI is provided as part of the attached Environmental Assessment for public and agency review. NAME OF PROPOSED ACTION - Establishment of Low Altitude Training for Cannon AFB, New Mexico. DESCRIPTION OF THE PROPOSED ACTION AND NO ACTION ALTERNATIVE - The United States Air Force (Air Force) proposes to designate a low altitude training area in northern New Mexico and southern Colorado where 27 Special Operations Wing (27 SOW) aircrews operating from Cannon AFB would train for worldwide operations under their global response commitment. Cannon AFB based MC-130J and CV-22 aircraft rely on darkness, terrain, and low altitude to provide masking during missions. 27 SOW aircrews are required to maintain flight proficiency in varying terrain including mountainous terrain, varying threat levels, different climatic conditions, and low altitude after dark missions to support Special Operations Forces. -

ROCKY MOUNTAIN RAIL REPORT JULY 2000 NO. 490 ROCKY MOUNTAIN RAILROAD CLUB Steam in China at The Broncos By Dave Gross and Ron Bill 2000 Events Schedule July 11, 2000 • 7:30 PM August 5 Event: Palmer Lake Picnic and Join us for the two part, July 11th program at Broncos headquarters. First will be the Colorado Springs Dave Gross video, “Steam in China.” Dave was in China in 1995 just after the new Jing Trolley Tour Ping Pass Line opened. The new line features heavy concrete bridges and a well located right of way. 2-8-2 and 2-10-2 steam locomotives built as late as 1995 operate in China. August 8 Meeting: Denver Nights Dave has been shooting steam since the Club took a trip to Cheyenne in 1954. Dave changed to video in 1987 and formed W.C. Productions. We will tour areas not open to the public like the weight room and equipment room.
