Introduction It has been commissioned by Clare County Council, Kerry County Council, Limerick City and County to the Plan Councils, Shannon Development and the Shannon Foynes Port Company. The project is being overseen by a multi-agency steering group comprised of the above and other key stakeholders with an interest in the Estuary. 1.1 INTRODUCTION The Shannon Estuary is an immensely important asset and one of the most valuable natural resources in Ireland and the Mid-West Region in particular – the The Shannon Estuary is fringe lands and the marine area both provide space and location for development, activities and opportunities to progress economic, social and environmental growth an immensely important within the Region. This submission seeks to concentrate on ports, harbours and shipping and in particular the need to consider the influential and positive impact that a Tier 1 commercial port can have on the wider city-region economy. The inter-relationship between land and sea ‘planning’ needs to be enhanced, particularly having regard to infrastructure investments and transport connectivity. The National Planning Framework (NPF) needs to better understand this inter-relationship and use this understanding to guide spatial planning throughout the country. A tiered system of ports has been introduced in Ireland to facilitate more competitive and effective market for maritime transport services.

The Minister said, “This Government has provided €1 billion for investment in flood risk management measures over the coming decade. The Flood Risk Management Plans published today allow the Government to build on significant investment on flood defence schemes, since 1995, which has delivered 42 major flood relief schemes around the country. These schemes successfully provide protection to 9,500 properties and the economic benefit to the State in damage and losses avoided are estimated at €1.9 billion. There are currently also 9 major schemes under construction and a further 24 at design/development which together will provide protection to a further 12,000 properties”. Through the Office of Public Works’ (OPW) Catchment Flood Risk Assessment and Management (CFRAM) Programme, detailed engineering analysis, assessment and extensive public consultation has been undertaken for those 300 identified communities, including 90 coastal areas, that in 2012 were, at that time, considered most likely to be impacted by future flooding.

    Chapter 11 Clarecastle – Port & Fishing The Port of Clare, Clarecastle Port Shipping Records,Clarecastle Quay,a Clarecastle Sailing Ship Eric Shaw Fishing on the Fergus Boland’s Rock Fish-traps – located about five miles down-river from Clarecastle. photograph taken by Eric Shaw As long as the River Fergus has flowed through the parish and that people have populated its banks, the river has been a source of transport and a source of food in the form of fish. In 2004, a uniquely well-preserved complex of medieval fish-traps at Boland’s Rock* was investigated by a team from Galway University. Local fishermen had been aware of these traps that became visible at low tide but this was the first time that the wooden traps were scientifically examined. Radiocarbon dating of the timber used in the traps showed that they dated back to the late 11th to late 12th century AD. These traps may have been set by Augustian monks from Clare Abbey and Canon Island to provide food for the large number of monks and students that are linked to the abbeys. *shown on maps as Boorland’s Rocks but known locally as Boland’s Rock Net-fishing on the Fergus The boat used by the Clarecastle net-fishermen for many years was known as a gandalow, a boat design used in the Fergus and Shannon Estuaries. The drawing above of the Quay shows a gandalow on the river. The boat is keelless and with the spring in the floor, it is ideal to manoeuvre in shallow water or over the mud flats.

The Scheme sets out a Polling Place or Polling Station for the townlands for electoral purposes. The Register of Electors is then produced in accordance with the districts defined within the Scheme. The making of a Polling Scheme is a reserved function of the Elected Members of the Council. County Clare consists of Two Dàil Constituencies, which are where the voters in County Clare democratically elect members to Dáil Éireann : 1. Constituency of Clare and the 2.
