Introduction Earthquake near Indonesia The Indian Ocean region was gripped by panic when another massive underwater earthquake on 28 March 2005 devastated the Indonesian island of Nias. The death toll is said to be in the region of 1,000. Tsunami warnings were issued in the region, including in Sri Lanka, India and Malaysia and the people in coastal areas were quickly evacuated to safer places. On hearing the news about the earthquake over the BBC and from international agencies, members of the Tamil community living abroad and community organisations immediately contacted organisations and individuals throughout the north-east region and southern areas, to pass on the warning.

    DECLARATION OF URBAN AREAS AND APPROVED DEVELOPMENT PLANS WHAT IS URBAN DEVELOPMENT PLAN “Urban Development Plan is a document which sets out the integrated development plan of a given urban area which has been formulated by the application of a rational criteria and methodology. It has two dimensions – a physical dimension concerned with the location and the layout of the area and an investment or funding dimension concerned with project implementation over time….” WHAT URBAN DEVELOPMENT DECLARATION MEANS 1. Where the Minister is of opinion that any area is suitable for development, the Minister may, by Order under Section 3(1) of the U.D.A. Law No. 41 of 1978 to be published in the Gazette, declare such area to be an Urban Development Area. 2.
