Please explain your reasons and add any additional comments you wish to make : We support the general principle that the initial amount devolved should be the amount paid to operators in the current financial year for supported services operating within the relevant Local Transport Authority area. However: • We believe that all funded services need to be brought into the calculation, not just those that have been procured by tender. A consistent approach needs to be taken to services which operate on a part- commercial/part-supported basis, including where individual journeys are supported in part, for example through a de-minimis payment to cover a diversion of an otherwise commercial journey. -

Transport and Women’s Social Exclusion in Urban Areas in Pakistan A thesis presented in partial fulfilment of the requirement for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatu. New Zealand Waheed Ahmed 2018 i Abstract This thesis explores women’s everyday experiences of transport-related social exclusion, factors responsible for this, and how women negotiate restrictions on their mobility in urban areas of Pakistan. Although there is an emerging realization in the transport literature about the importance of studying social exclusion and marginaliation, little research has been carried out focusing on women’s social exclusion in transport, especially with regards to urban areas in developing countries. The present study fills this research gap by analysing the case studies of Islamabad and Rawalpindi, in Pakistan. These cities have been selected to explore how the highly contrasted urban form of planned and unplanned cities, as well as socio-cultural norms and institutional arrangements, impacts on women’s mobility and transport choices. The theoretical framework combines rights-based and empowerment approaches to identify constraints and opportunities for change to women’s mobility. The right-based and empowerment approaches have been selected over other theoretical lenses because they see women as active agents of change rather than portraying them as passive victims. In doing so, the emphasis is placed on rights, accountabilities, and structural injustices in society, which are imperative to study women’s transport issue in developing country contexts. -

Board 19.5.09 Secretariat Memorandum Agenda Item 8 b) LTW 307 Author: Tim Bellenger ‘Dead mileage’ and contracting arrangements for the London bus network. 1 Purpose of report 1.1. To report to members the conclusions of the report commissioned by London TravelWatch from JMP consultants on the potential for running ‘dead’ or out of service mileage in passenger service and inform London TravelWatch’s response to the review by Transport for London (TfL) of its procurement and operating practices in relation to the bus network. 2 Recommendations 2.1. Members are recommended to accept the consultants recommendations in relation to ‘out of service’ mileage that a ‘Value for Money’ test should be adopted by TfL when implementing bus contracts in order to secure additional passenger benefits. 2.2. Members are recommended to accept the consultants’ recommendation that in relation to bus contract procurement and operating practices that:- 2.2.1. The use of net cost tendering is not suited to the intensive nature of the London bus network, because of the difficulties in making accurate revenue projections on a route by route basis, and that there is no clear passenger benefit from reintroducing this method of tendering. 2.2.2. TfL should continue to encourage smaller operators to enter the contracted bus market in London, particularly on low frequency local routes where a smaller operator may be able to give added value in terms of personal service to the passenger. 2.2.3. The quality of ‘back office’ systems such as iBus, bus lane enforcement cameras, ticketing systems and closed circuit television within vehicles has an impact on passengers. -

This study concludes that deviation from proposed transport policies is one of the factors that lead towards the failure of urban transport system in Lahore. Government did not pay proper attention to the recommendations proposed in different transport studies conducted by JICA and other transport institutions. The Lahore BRT has failed to receive gold, silver or bronze standard as it only achieved “Basic BRT” status. Lahore BRT is experiencing swear maintenance and operational issues that may lead towards the failure of Lahore BRT system in terms of passengers discomfort and reliability of the system may get affected in future. Key Words: Lahore BRT evaluation, BRT scoring, performance evaluation, bus rapid transit system, gap between standard and actual Lahore BRT. 1 INTRODUCTION Lahore is capital of Punjab province with population of 9.25 million according to Punjab development statistics 2014. The increased population needs more educational institutions, health facilities, and employment opportunities. To access these facilities an efficient, safe and comfortable urban transport system is vital. For poor public transport is often the only means of transportation. Without public transport, people would not be able to consider work opportunities at a far distance from their homes. So work opportunities would be limited for them. -

Notification of Committee for Boundary Modification 32 EXECUTIVE SUMMARY Lahore Fort & Shalamar Gardens were inscribed on the World Heritage List of monuments in 1981. These properties were placed on World Heritage in Danger list in year 2000. However, with concerted efforts of the Government of the Punjab these monuments were removed from World Heritage in Danger List. The state of Conservation of the Shalamar Gardens and Lahore Fort were discussed in the 40th Session of the World Heritage Committee in July 2016 at Istanbul, Turkey. In that particular session the Committee took various decision and requested the State Party to implement them and submit a State of Conservation report to the World Heritage Centre for its review in the 41st Session of the World Heritage Committee. The present State of Conservation Report consists of two parts. In the first part, progress on the decision of the 40th Session of the World Heritage Committee has been elaborated such as preparation of a comprehensive Plan for the revitalization of Pakistan Institute of Archaeological Training and Research.
