    The First Bailout – The Financial Reconstruction of Austria 1922 – 1926 Submitted for the degree of Ph.D By Barbara Susan Warnock Birkbeck College University of London 2015 1 I declare that this thesis is all my own work ……………………………………………………………………………. 2 Abstract This thesis examines the League of Nations’ project for Austrian financial reconstruction 1922- 1926. By 1922, the First Austrian Republic (1918-1938) was experiencing enormous problems, including hyperinflation. Little confidence existed that the country could survive as a unified and independent entity. In this context, the Economic and Financial Organisation (EFO) of the League designed a financial reconstruction scheme for Austria. The scheme was the first such project carried out by an international institution and this thesis explores its genesis, attributes and impacts. This thesis argues that this programme came into existence less, as is sometimes argued, because of the work of idealistic internationalists at the League of Nations, and more because the governments, diplomats and officials of certain powers, particularly France, but also Britain and others, wished to see Austria survive because they regarded its continued existence to be an important part of upholding post-war European order, and furthering their interests and diplomatic strategies. Furthermore, the support of financial elites was crucial in successfully launching the scheme, and representatives of these groups were centrally involved in the design and implementation of the programme via the EFO’s Financial Committee. The programme reflected their beliefs about the proper operation of finance and economics, and introduced to Austria orthodox financial measures that had a mixed, in many ways negative, effect on the Austrian economy and on Austrian prospects for stability.

Ein Bericht von Gerald Netzl. nossin Thekla Schwantner präsentierte unsere seit einem Jahr bestehende Facebook-Seite, die bereits 844 Follower zählt. Das zeigte Ihre politische Wirkung, besonders an unserer Mo- bilisierung gegen Rot-Blau (mehr als 11.000 Interaktionen!). Bewegend war ein Telefonat mit unserem Besonders erfreulich: Unter den Delegierten langjährigen Funktionär und Ehrenmitglied waren auch viele junge Genossinnen und des Bundesvorstands Peter Lhotzky. 'Red Vienna' aimed at a profound, lasting improvement in the living conditions of the population and especially of the workers. The leadership of the Social Democratic Workers' Party consisted largely of atheist bourgeois individuals of Jewish heritage. If we talk about During the era of 'Red Vienna', about 9.1 per cent persons of Jewish faith lived in Vienna. This was a very heterogeneous group, all social classes and professions, different beliefs and political views. In a local inn, he was insulted by a right-wing alpinist, who accused him of being a traitor to the Emperor. The man claimed that Deutsch, along with other “Jewish Revolutionaries”, played a part in overturning the old order and helping to “stab” the Empire’s army “in the back”. Deutsch brought his opponent to trial, in an attempt to present his actions both in the World War and as a State Secretary for Military Affairs in the new Austrian Republic in a better light. However, the provincial courts acquitted the defendant on appeal, following the anti-Semitic arguments of his defending lawyer. Like other trials in the interwar years, the lawsuit unfolded into a “court of injustice”, with contested concepts of “Jewish difference” being performed. In the courtroom, Deutsch, who left the Jewish religious community as a young man, was forced to engage with his Jewish family background. The article focuses on Deutsch’s retrospective narration of the Austro-Hungarian Empire in his courtroom speech and the insights that can be gained about Jewish difference and the antagonistic political arena of the new nation-state of (Deutsch-)Österreich.
