IRAN EXECUTIVE SUMMARY The Islamic Republic of Iran is a constitutional, theocratic republic in which Shia Muslim clergy and political leaders vetted by the clergy dominate the key power structures. Government legitimacy is based on the twin pillars of popular sovereignty--albeit restricted--and the rule of the supreme leader of the Islamic Revolution. The current supreme leader, Ayatollah Ali Khamenei, was chosen by a directly elected body of religious leaders, the Assembly of Experts, in 1989. Khamenei’s writ dominates the legislative, executive, and judicial branches of government. He directly controls the armed forces and indirectly controls internal security forces, the judiciary, and other key institutions. The legislative branch is the popularly elected 290-seat Islamic Consultative Assembly, or Majlis. The unelected 12-member Guardian Council reviews all legislation the Majlis passes to ensure adherence to Islamic and constitutional principles; it also screens presidential and Majlis candidates for eligibility. Mahmoud Ahmadinejad was reelected president in June 2009 in a multiparty election that was generally considered neither free nor fair. There were numerous instances in which elements of the security forces acted independently of civilian control. Demonstrations by opposition groups, university students, and others increased during the first few months of the year, inspired in part by events of the Arab Spring. In February hundreds of protesters throughout the country staged rallies to show solidarity with protesters in Tunisia and Egypt. The government responded harshly to protesters and critics, arresting, torturing, and prosecuting them for their dissent. As part of its crackdown, the government increased its oppression of media and the arts, arresting and imprisoning dozens of journalists, bloggers, poets, actors, filmmakers, and artists throughout the year. -

I was born on August 11, 1949 in Eshkevar, which is near Roodsar in Gilan Province. Before the Islamic Revolution, I studied at the Islamic Seminary in Qom for fifteen years. I was a cleric for many years. In 2000 I was incarcerated, tried in the Special Clerical Court, and permanently defrocked. 2. I have not been a member of the clergy for some 14 or 15 years. Before the Revolution I was an activist cleric, and I was arrested twice. 3. After the Revolution, I remained active and travelled the country in 1979-80 and gave public talks. I was Shahsavar and Ramsar’s first elected representative in the [first] Islamic Consultative Assembly [Majles].1 But then I left politics, and I taught at the Allameh Tabataba’i University for four or five years. E-mail: [email protected] Abstract Some theories of revolution deny an independent role for ideology in the making of rev- olutions, whereas others grant it an indispensable role. I investigate the role of ideology in the Iranian Revolution by focusing on two periods of Iranian history that witnessed popular uprising: the early 1960's and the late 1970's. While the former uprising was aborted, the latter led to the Iranian Revolution. Contrasting these periods, I argue that the structural and non-agency process factors underwent the same dynamic in both periods, and hence are not sufficient to explain the variation in outcome. I propose that the change in the oppo- sition's ideology accounts for this variation. To establish the causal link, I investigate this ideological change, tracing its role in the actors' decision-making processes. I argue that: (1) Khomeini's theory of Islamic state expanded the set of alternatives to the status quo theory of state, and changed the Islamic opposition's \calculus of protest"; (2) an ideological change is an intellectual innovation/shock, the timing of which is intrinsically uncertain. Therefore, integrating ideology to the theory enhances its explanatory power; (3) an ideological change can serve as an observable intermediate variable that mediates the effect of unobservable cumulative and/or threshold processes. -

THE ROOTS OF FEMINIST INVOCATIONS IN POST-REVOLUTIONARY IRAN Nina Ansary Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of the Arts and Sciences COLUMBIA UNIVERSITY 2013 © 2013 Nina Ansary All rights reserved ABSTRACT The Roots of Feminist Invocations in Post-Revolutionary Iran Nina Ansary Studies of the transformation of Iranian society after the Islamic Revolution of 1979 and its impact on the position of the Iranian woman have revealed that three and a half decades of efforts by the Islamic Republic of Iran (IRI) to institutionalize an archaic image of the ideal Muslim woman have produced results contrary to what was intended. The expansion of women’s education in post-revolutionary Iran identified as an unintended consequence of the revolution has been empowering women against the IRI’s misogynistic ideology. A feminist movement based on the evolution of female consciousness and an unprecedented solidarity among previously divided secular and religious women has emerged as another medium of resistance. This study augments the research in this field by examining modifications in the education system following the revolution. A critical content analysis of elementary school textbooks issued by the Pahlavi and the IRI assesses the way in which each regime sought to impart its gender ideology to young girls. The eradication of coeducation and institution of single-sex schooling at the pre- university level is investigated as a factor in combating the constraints imposed by patriarchal laws on the female population. The conclusion is offered that the IRI may have unwittingly undermined its own agenda for women in promulgating such seemingly outdated decrees. -

A clamp-down on freedom of expression resulted in the arbitrary arrest and imprisonment of scores of journalists. Reports of torture and ill- treatment continued. At least 75 people were executed during 2000; the true number may have been considerably higher. Background Parliamentary elections held in two stages in February and April formed the background to the struggle concerning freedom of expression and association. The elections were decisively won by supporters of President Mohammad Khatami. The new authorities set out with an ambitious program of social and political reform although only a few such laws had been passed and implemented by the end of the year. New parliamentary commissions visited prisons and critically evaluated prison conditions, dealt with judicial reform and addressed implementation of constitutional guarantees concerning freedom of expression. The Press Law, passed in April by the previous parliament, introduced harsh measures that were used to limit freedom of expression. In August, new deputies introduced legislation to reform the Press Law, but the reform was halted by an unprecedented intervention into parliamentary affairs by the Leader. Scores of people were arrested and injured in provincial centres thoughout the year during civil unrest over social conditions, policing and the allocation of resources. -

IRANIAN WOMEN AND THE ISLAMIC REPUBLIC: A CHRONOLOGY Posted August 25th, 2009 | By Reyhaneh Noshiravani | 1979 February 11 – Ayatollah Khomeini and his followers take power after the revolution. 1979 February 26 – Khomeini announces that the Family Protection Law (1967) is abrogated. The state officially launches its cultural revolution, which involves the purging of all western influences from Iranian society. The Islamization of women’s status becomes the cornerstone of this program. 1979 March 3 – Khomeini announces that women cannot be judges 1979 March 6 – Khomeini announces that women are to wear hejab in the workplace. 1979 March 8 – Thousands of women demonstrate in the streets of Tehran against the state’s Islamic gender policy. The protests are violently disbanded by radical Islamic forces, calling themselves Hezbollah (party of God). Although they were ultimately unsuccessful, these protests constitute the first civil society demand on the IRI. 1979 March 29 – Khomeini announces that beaches and sports events are to be gender segregated. 1979 April 1 – The Islamic Republic of Iran (IRI) is proclaimed following a referendum. 1979 December – The Constitution of the Islamic Republic of Iran (IRI) is drafted. It designates Khomeini as the supreme leader with total control over judiciary, executive and legislative branches. Family matters become the central focus of laws on women. Article 3 of the Constitution gives women the right to free education, employment, and equality before the law. However, these rights are made contingent on the realization of women’s primary role as mothers. -

Stimson Summer 2016 Abstract The Constitutionalism of Ruhollah Khomeini’s Theory of Guardianship by Nura Alia Hossainzadeh Doctor of Philosophy in Political Science University of California, Berkeley Professor Mark Bevir, Chair In this dissertation, I study the political thought of a scholar and political actor who has long been viewed as a cultural Other: Ayatollah Ruhollah Khomeini. To understand Khomeini’s thought, or the thought of any other culturally unfamiliar author, I argue that it is essential to engage in a historical study of the traditions of thought that the author interprets and elaborates. Through a study of many of Khomeini’s political writings—written as early as 1943 and as late as 1989—I have determined that Khomeini was influenced by four traditions of thought: the Shi’a jurisprudential tradition of political theory, the Usuli legal tradition, the Islamic constitutionalist tradition, and more marginally, the Islamic mystical-philosophical tradition. As a scholar of the Shi’a jurisprudential tradition of political theory, Khomeini holds that Islamic jurisprudents must be granted a powerful role in government. The secondary literature fails to recognize, however, the way in which Khomeini’s Islamic constitutionalist ideas impact his theorization of the political role of the jurisprudent, and at times, it incorrectly presumes that the guardian is the mystic or philosopher depicted in the Islamic mystical-philosophical tradition. -

Also, this idea has benefited from some of the features of Iranian and Islamic political culture; therefore, it has been shown in a new form, called the tradition of freedom of Islam. One of the most important manifestations of this tradition can be seen in the formation of political thought after the victory of the Islamic Revolution. The main question of this research, after explaining the idea of libertarian Islam in the form of an intellectual tradition, is how this idea has been effective in shaping the constitution and the nature of the political system in contemporary Iran. The results of this study show that the main issue of liberal thought in Iran was freedom of the public and restrictions on the duties of the government. In this regard, the original "non" has been absolutism. Thus, at the same time as the formation of the constitution after the victory of the Islamic Revolution, in spite of the inability to achieve complete power and the hegemony in the field of thought, it tried to prevent the widespread extension of the functions of the political system by ormulating restrictive laws of political power.
