The Current Situation in Anbar, Resultant Forced Displacement, IOM Response and Additional Capacity

Situation Update, Issue # 14 11th March 2014

Situation Summary:

 The total number of IDP families displaced within Anbar has increased from 29,203 to 39,829 (i.e. 10,626 additional IDP families, representing approximately 63,756 individuals) since the last update. This represents a 36% increase between the 25th February and the 7th March;

 Whilst numbers of IDP families located in the districts of and have remained static, reports from the Mission’s RART in Anbar indicate that ongoing clashes in Fallujah, and heavy fighting in Ramadi, have led to particularly high levels of displacement to the north, north-west and west of the governorate. The district of Al- Qa’im, in the north-west, and close to the Iraq/Syria border, has seen a 35% increase since the 25th February (the number of families increasing from 1,259 to 1,705). Similar levels have been seen in the districts of Ra’ua (40% increase) and Ana (18% increase) in the north of the governorate. However, the most extreme increases in displacement have been to the district of Al-Rutba (53% increase), located on the main route west from Ramadi towards the Syrian and Saudi borders, and to the districts of Heet (224% increase) and (91% increase), located on the route north-west from Ramadi in the direction of Ra’ua and Ana mentioned above. Displacement figures in Al-Rutba, Heet and Haditha can be seen in the below table:

 Displacement figures for Kirkuk have increased by 500, and there is now an extra district ‘Daquq’ in which 65 families displaced from Anbar are located;

 Whilst the number of IDP families displaced from Anbar to Erbil has remained static since the last update, displacement to Dohuk has increased from 344 families to 395 families, representing a total increase of approximately 306 individuals. In Sulaymaniyah, the total number of families displaced from Anbar has risen from 1,874 to 2,316 families, a total increase of 442 representing approximately 2,652 individuals;

 The total number of Non-Food-Item (NFI) kits distributed by IOM Iraq RARTs since the Mission’s response began on the 5th January has now reached 5,205 (representing approximately 31,230 individual recipients). The latest distributions were carried out by the Anbar, Babylon, Baghdad, Kirkuk, Ninewa and Salah Al-Din RARTs;

 RART teams have now also distributed 8,656 World Food Program (WFP) food parcels to vulnerable IDP families.

Displacement:

 The total number of IDP families assessed as displaced as a result of the ongoing Anbar crisis by IOM RARTs has now reached 63,510;

 The table below represents a breakdown of displacement within Anbar. These figures have been obtained by the IOM Iraq RART in Anbar, from local authorities and/or local councils, community leaders, mosques and/or religion leaders (increased displacement occurring since the last report is highlighted in yellow, whilst a reduction in the number of displaced families in a particular location is indicated in blue):

Response:

 The total number of NFIs distributed by IOM Iraq RARTs since the Mission’s response began on the 5th January has now reached 5,205 (representing approximately 31,230 individual recipients). The latest distributions were carried out by the Anbar, Babylon, Baghdad, Kirkuk, Ninewa and Salah Al-Din RARTs;

 On the 3rd March, the Babylon RART successfully distributed NFI kits to 50 IDP families displaced from Anbar to Babylon City Centre. On the same day, the Kirkuk RART delivered 200 NFIs to vulnerable IDP families displaced from Anbar to Hay Al-Uruba. The distribution was implemented in coordination with the Kirkuk Governor’s Office, the Provincial Council, the Ministry of Migration and Displacement (MoMD) and UNHCR;

 On the 4th March, The Anbar RART distributed 240 NFIs to the village of Kubisa within the district of Heet. The same team then delivered a further 260 NFIs to vulnerable IDP families in Heet City Centre. To date, 1,930 NFIs have been delivered within the governorate of Anbar, benefitting approximately 11,580 individuals located within the districts of Fallujah, Ramadi, Al-Karma, Al-Saqlawiyah, and Heet;

 On the 5th March, the RART in Ninewa successfully distributed 125 NFIs to IDP families displaced from Anbar to the city of Mosul. This was done in coordination with the Ninewa Disaster Management Cell and MoMD;

 On the 6th March, the Salah Al-Din RART distributed 500 NFIs, in coordination with the Governor’s Office, MoMD and Community Leaders to vulnerable IDP families located in Tikrit City;

 Also on the 6th March, the Mission’s RART in Baghdad successfully distributed 250 NFIs to IDP families displaced from Anbar to Al-Adhamiyah within the district of Al- Resafa;

 The Mission’s RART team in Anbar has now distributed 8,656 World Food Program (WFP) food parcels to vulnerable IDP families within the governorate. Since the resumption of distributions on the 25th and 26th February (distributions were put on hold from the end of January due to worsening security conditions), the Anbar RART has distributed 1500 WFP food parcels to the village of 7 Kilo in the district of Ramadi (750 on the 1st March and 750 on the 3rd March), 260 parcels to the village of Al-Mhamady in the district of Heet and 196 to the village of Al-Furat within the same district (on the 2nd and 9th March respectively), 700 parcels within the district of , and a further 700 within the district of Rawa. Ongoing coordination with WFP will continue to replenish stocks, and maintain the flow of emergency food items to the ever increasing number of vulnerable IDP families displaced by the conflict;

 IOM logistics and security staff continue to coordinate with the Iraqi National Operations Centre (NOC), in order to facilitate the transportation and distribution of NFI kits and WFP food parcels to areas of most immediate need.

Emergency Supplies in Stock and Available for Distribution:

 In addition to the 5,205 NFI kits thus far distributed in Anbar, Babylon, Baghdad, Karbala, Kirkuk, Najaf, Ninewa and Salah Al-Din, between the 5th January and the 6th March, a further 500 kits have been loaded into trucks and will be transported to Anbar once security clearance has been confirmed;

 The Mission has positioned a further 1,600 kits in its Erbil warehouse for immediate transportation and delivery. The loading of 250 kits destined for Baghdad, and a further 50 kits for Karbala will be carried out on Tuesday;

 An additional 500 kits are currently in the Mission’s Supply Chain Management procurement pipeline, the completion of full kits only pending vendor delivery;

 The submission of further NFI purchase requests is dependent on the confirmation of further funding.

IOM Iraq Funding Requirements:

To provide Iraqi IDPs with immediate emergency relief, IOM Iraq has launched an appeal to raise 11 million USD in the next six months. This funding will be targeted toward the following activities:

 The distribution of 20,000 Non-Food-Item (NFI) kits;  The assessment of locations, needs and vulnerabilities of IDPs in affected regions of Iraq, using IOM’s Displacement Tracking Matrix (DTM);  The distribution of 2,000 tents to IDPs in order to meet emergency housing needs.
