The planning application is accompanied by a Design and Access Statement, an Environmental Statement, a Planning Policy Statement, an Economic Statement and a Statement of Community Involvement. The site occupies approximately 4ha of land within the Chilton Industrial Estate in a broadly rectangular area. It is bounded on the southern edge by estate road Avenue 1 and to the east by Chilton Way. Immediately to the north is a site containing large-scale industrial units. To the west are two industrial courtyards, one with small units and the other with 4 larger units. The application site is currently bounded by an area of mature tree planting along the southern, eastern and northern boundary of the site. The location of the site is illustrated below. Page 21 SEDGEFIELD BOROUGH COUNCIL PLANNING APPLICATIONS - TO BE DETERMINED ______________________________________________________________ Existing On Site Operations The application site is currently being used to manufacture wood pellets which are then transported for use off site. The existing operations are carried out in two portal frame buildings located along the western boundary of the application site. These buildings have a total length of 79 m and vary in width from 17.5 m - 18.0m. The eaves height and main ridge of the buildings measure approximately 6.2m and 8.2m respectively. A small office / welfare building with plant and external storage is located to the east of these buildings. Access to the site is currently taken from a single access point onto Chilton Way. Proposed On Site Operations Combined Heat and Power Plant The proposed development provides for a biomass fired heat and power plant and ancillary facilities. The plant will be designed to combust reclaimed and recycled wood, producing high- pressure steam for generation of electricity. The production of heat is a by-product of the electricity production. Page 22 SEDGEFIELD BOROUGH COUNCIL PLANNING APPLICATIONS - TO BE DETERMINED ______________________________________________________________ The proposed Combined Heat and Power plant (CHP) will provide approximately 15MW of electricity and up to 45MW of heat. Whilst the primary function of the proposed power station is to produce electricity which will then be fed into the National Grid it has, however, been stated that this facility also offers the potential to deliver electricity direct from the plant to existing and proposed residential properties, local businesses and community buildings at Chilton. The supporting documentation submitted with the planning application states that 115,000 tonnes of reclaimed timber would be imported to feed the proposed CHP operations.
