Evidence Synthesis Briefing Note
EVIDENCE SYNTHESIS BRIEFING NOTE TOPIC: IMPACTS OF NIGHTTIME CURFEWS ON MOBILITY AND TRANSMISSION OF COVID-19 Information finalized as of April 14, 2021.a This Briefing Note was completed by the Research, Analysis, and Evaluation Branch (Ministry of Health) in collaboration with members of the COVID-19 Evidence Synthesis Network. Please refer to the Methods section for further information. Purpose: This document summarizes the scientific evidence and jurisdictional information on the impacts of nighttime curfews on population mobility and on the transmission of COVID-19, including when they are implemented with other non-pharmaceutical interventions (NPIs)/public health measures. Key Findings: • Impact of Curfews on Mobility: A curfew in Quebec was associated with an immediate reduction in nighttime mobility (31% relative reduction) compared to that of Ontario, which did not have a similar curfew. The government lockdown period in Thailand reduced distances that citizens traveled by more than 90%. Even without strict enforcement, curfews imposed in Kenya limited citizens’ needs for travel outside their neighbourhoods for. In France, curfews led to citizens’ increased mobility, suggesting that curfews should be imposed based on an analysis of the local situation. • Impact of Curfews on Transmission: Research suggests that curfews reduce COVID-19 transmission, particularly when they are implemented alongside other public health measures. In 54 countries and four epicenters of the COVID-19 pandemic that used stay-at-home orders, curfews, or lockdowns, the percent increase in daily new cases reduced to <5% within one month. However, two studies suggest that containment measures including curfews may not be effective at the household level (i.e., among family members). -

For more information, please contact [email protected]. 1 Passing for Black: Coon Songs and the Performance of Race Until recently, scholars exploring blackface minstrelsy or the accompanying “coon song craze” of the 1890s have felt the need to apologize, either for the demeaning stereotypes of African Americans embedded in the art forms or for their own interest in studying the phenomena. Robert Toll, one of the first critics to examine minstrelsy seriously, was so appalled by its inherent racism that he focused his 1974 work primarily on debunking the stereotypes; Sam Dennison, another pioneer, did likewise with coon songs. Richard Martin and David Wondrich claim of minstrelsy that “the roots of every strain of American music—ragtime, jazz, the blues, country music, soul, rock and roll, even hip-hop—reach down through its reeking soil” (5). -

In a Las Vegas engagement early the next year at the Sands Hotel, he made much of this fact, turning the entire performance—captured in the classic recording Sinatra at the Sands (1966)—into a meditation on aging, artistry, and maturity, punctuated by such key songs as “You Make Me Feel So Young,” “The September of My Years,” and “It Was a Very Good Year” (Sinatra 1966). Not only have few commentators noticed this, they also haven’t noticed that Sinatra’s way of negotiating the reality of age depended on a series of masks—blackface mostly, but also street Italianness and other guises. Though the Count Basie band backed him on these dates, Sinatra deployed Amos ‘n’ Andy shtick (lots of it) to vivify his persona; mocking Sammy Davis Jr. even as he adopted the speech patterns and vocal mannerisms of blacking up, he maneuvered around the threat of decrepitude and remasculinized himself in recognizably Rat-Pack ways. Sinatra’s Italian accents depended on an imagined blackness both mocked and ghosted in the exemplary performances of Sinatra at the Sands. Sinatra sings superbly all across the record, rooting his performance in an aura of affection and intimacy from his very first words (“How did all these people get in my room?”). “Good evening, ladies and gentlemen, welcome to Jilly’s West,” he says, playing with a persona (habitué of the famous 52nd Street New York bar Jilly’s Saloon) that by 1965 had nearly run its course. -

Global protests are evoking long-awaited conversations regarding Black lives and the oppression that marginalized communities still face today under the eyes of the law. Throwing tear gas and shooting rubber bullets at protestors is adding fuel to the furious cries to defund police. We have tried reform: body cameras, de-escalating training programs and anti-bias training. These attempts at police reform are not enough. We can and should defund the police and put that money into services that can prevent the lives we are losing. Daniel Prude. Atatiana Jefferson. Aura Rosser. Say their names. Despite the abolishment of slavery with the ratification of the 13th amendment to the American constitution in 1865, Black lives are still being denied their rights as U.S. citizens (“The Senate Passes the Thirteenth Amendment.”). Isaac Bryan, the director of UCLA’s Black Policy Center, explains that the police system in the United States was established around the purpose of capturing escaped slaves; he says, “That history is engrained in our law enforcement” (Andrew). Yes, slavery was abolished, but the Jim Crow laws enforcing racial segregation in Southern United States took its place. In 2017, police departments received approximately $114.5 billion nationwide from state and local governments. $111 billion (97%) of that budget went towards paying the police officers their salaries and their benefits (“Defund the Police - Top 3 Pros and Cons.”). Do we, the community they serve to protect, deserve only 3% of their funding? “To Serve and Protect” is a motto that remains unfulfilled (“The Origin of the LAPD Motto”). -

Joining protests and making donations to organizations like Know Your Rights Camp, the ACLU, or the National Bail Fund Network are good steps, but many anti-racist educators and activists say that to truly be anti-racist, we have to commit ourselves to the ongoing fight against racism — in the world and in us.
