NATIONAL ACTION PLAN FOR ARTISANAL AND SMALL-SCALE GOLD MINING SECTOR IN ZIMBABWE in accordance with the Minamata Convention on Mercury November 2019 FOREWORD The environment cuts across all sectors of the economy, and society at large, directly or indirectly affecting by providing a range of goods and services. The use of natural resources and environment in general should not unduly impair the productive and assimilative or regenerative capacities of the environment. The Government is aware of socioeconomic benefits of ASGM activities and the associated impacts on the environment. ASGM. The need for development of a National Action Plan (NAP) for ASGM is a requirement under the Minamata Convention. It is designed to protect human health and the environment from anthropogenic emissions and/or releases of mercury and mercury compounds. The NAP allows the Government to be practical in dealing with mercury emissions while guided by baseline information of Mercury use practices in the ASGM Sector. The NAP development started in October 2016. Baseline information on mercury use practices was sought through field measurements and consultations with stakeholders and the public. Consultations were meant to canvas people’s perceptions on key issues to be addressed by the NAP and highlight what the Government should adopt. The NAP document fully and accurately reflects the interests, concerns and preferences of all key stakeholders on the issue of Mercury use, environmental degradation, and social vices associated with ASGM activities. It also recognises the pivotal role played by ASGM Sector in the economy. The overall thrust of NAP is to “reduce, where possible eliminate the use of mercury in the ASGM Sector”. -

SITUATION REPORT NO. 11 4th March: MAJOR INCIDENTS / ISSUES ASSOCIATED WITH THE RAINFALL SEASON 1. Zimbabwe Hydrological Update as at 4th March 2013 - Zinwa Flows in the country’s major rivers have been increasing and decreasing in response to the rainfall activities in the country. A decrease in dam levels was recorded during the past week. There are moderate chances of flooding in the flood prone areas of Muzarabani, Gokwe, Middle Sabi, Tsholotsho and Chikwalakwala at the moment. The Zambezi River flows have been increasing as a result of the rains being experienced within the country and the Zambezi upstream countries. As of today (4 March 2013) the flows are averaging 3490m3/s which is above the expected flows of 2018m3/s at this time of the year. The Limpopo River levels remain low (2m) at the moment. Lake Kariba is now at 72.2% full after gaining 1.3% volume since the 25th of February. The current lake level is well above the 45.3% level expected at this time of the year. A Press Release notifying stakeholders of the intention to spill the dam in March was issued two weeks ago and the exact dates of spilling would be notified in due course. The national dams have decreased by 0.3% on average since the 25th of February 2013. The current level stands at 64.6% full on average. In the Gwayi Catchment which covers greater parts of Matabeleland North Province, there has been a decrease in dam levels by 0.4% since the 25th of February 2013. -

ANNEX B TO ARTICLE 7 REPORT DATED…… MARCH 2019 ZIMBABWE`S REVISED MINE ACTION WORK PLAN FOR 2019-2025 INTRODUCTION Zimbabwe was granted an eight (8) year extension period 2018-2025 during the 16th Meeting of States Parties (16MSP) in Vienna. In granting the request, the 16MSP requested that Zimbabwe submit to the Fourth Review Conference (4RC) an updated work plan for the remaining period covered by the extension period. The meeting requested that the work plan should contain an updated list of all areas known or suspected to contain anti-personnel mines, annual projections of areas that would be dealt with each year during the remaining period covered by the extension period and by which organisations and a detailed budget. Also in granting the requested extension period, the States Parties noted that: a. The Convention would benefit from Zimbabwe submitting to the Article 5 Implementation Committee by 30 April 2019 an updated detailed work plan for the remaining period covered by the extension period. b. States Parties requested Zimbabwe to provide an update on the relocation of Zimbabwe Mine Action Centre out of a military cantonment area. 1 This document is a detailed revised work plan for the period 2019-2025. The work plan includes an updated list of all areas known or suspected to contain anti-personnel mines, annual projections of areas to be dealt with each year during the remaining period of the extension period and a revised detailed budget. The document also provides an update of concrete steps that Zimbabwe has taken in line with the recommendations of the Committee on Article 5 Implementation.
