THE OFFICE OF THE QUEENS BOROUGH PRESIDENT Strategic Policy Statement 2014 Melinda Katz Queens Borough President The Borough of Queens is home to more than 2.3 million residents, representing more than 120 countries and speaking more than 135 languages1. The seamless knit that ties these distinct cultures and transforms them into shared communities is what defines the character of Queens. The Borough’s diverse population continues to steadily grow. Foreign-born residents now represent 48% of the Borough’s population2. Traditional immigrant gateways like Sunnyside, Woodside, Jackson Heights, Elmhurst, Corona, and Flushing are now communities with the highest foreign-born population in the entire city3. Immigrant and Intercultural Services The immigrant population remains largely underserved. This is primarily due to linguistic and cultural barriers. Residents with limited English proficiency now represent 28% of the Borough4, indicating a need for a wide range of social service support and language access to City services. All services should be available in multiple languages, and outreach should be improved so that culturally sensitive programming can be made available. The Borough President is actively working with the Queens General Assembly, a working group organized by the Office of the Queens Borough President, to address many of these issues. Cultural Queens is amidst a cultural transformation. The Borough is home to some of the most iconic buildings and structures in the world, including the globally recognized Unisphere and New York State Pavilion. Areas like Astoria and Long Island City are establishing themselves as major cultural hubs. In early 2014, the New York City Council designated the area surrounding Kaufman Astoria Studios as the city’s first arts district through a City Council Proclamation The areas unique mix of adaptively reused residential, commercial, and manufacturing buildings serve as a catalyst for growth in culture and the arts. -

2016 COMMUNITY HEALTH NEEDS ASSESSMENT EXECUTIVE SUMMARY Community Health Needs Assessment, 2016 Update Purpose of the Community Health Needs Assessment This 2016 Community Health Needs Assessment (CHNA) updates the CHNA completed in 2013 to meet the requirements of Section 9007 of the 2010 federal law, The Affordable Care Act (“ACA”). The ACA requires that any tax-exempt, IRS- designated 501(c) (3) hospital complete or update a publicly-available, comprehensive CHNA every three years in order to document the extent to which it understands the unique characteristics and needs of the local communities it serves, and responds to these needs by delivering meaningful and effective community benefit through clinical services and other programming. Required Components A CHNA report has five required components: 1) Definition of community served 2) A prioritized description of the significant health needs of the community 3) Transparency in the process and methods used to conduct the CHNA, including how it took into account input from the community served and prioritized community health needs 4) A description of the resources potentially available to address the identified significant prioritized community health needs 5) An evaluation of the impact of actions taken to address the significant health needs identified in the previous CHNA report (June 2013). A CHNA report is considered complete when it is adopted by a governing body of the facility and made widely available to the public. Community Served NYC Health + Hospitals serve all New Yorkers in every neighborhood in New York City regardless of their ability to pay. Addressing disparity throughout New York City, NYC Health + Hospitals is the safety-net for the uninsured and underserved in New York City. -

Federal Railroad Administration Record of Decision For the East Side Access Project September 2012 SUMMARY OF DECISION This is a Record of Decision (ROD) of the Federal Railroad Administration (FRA), an operating administration of the U.S. Department of Transportation, regarding the East Side Access (ESA) Project. FRA has prepared this ROD in accordance with the National Environmental Policy Act (NEPA), the Council on Environmental Quality’s (CEQ) regulations implementing NEPA, and FRA’s Procedures for Considering Environmental Impacts. The Metropolitan Transportation Authority (MTA) filed an application with the FRA for a loan to finance eligible elements of the ESA Project through the Railroad Rehabilitation and Improvement Financing (RRIF) Program. The ESA Project is the MTA’s largest system expansion in over 100 years. The ESA Project will expand the Long Island Rail Road (LIRR) services by connecting Queens and Long Island with East Midtown Manhattan. With direct LIRR service to Midtown East, the LIRR will further increase its market share of commuters by saving up to 40 minutes per day in subway/bus/sidewalk travel time for commuters who work on Manhattan’s East Side. The ESA Project was previously considered in an environmental impact statement (EIS) prepared by the Federal Transit Administration (FTA) in May 2001 and subsequent FTA reevaluations and an environmental assessment of changes in the ESA Project. Construction of the ESA Project has been ongoing since 2001. FRA has reviewed the environmental impacts for the ESA Project identified in the FTA March 2001 Final EIS, subsequent FTA Reevaluations, and the 2006 Supplemental EA/FONSI (collectively, the “2001 EIS”) for the ESA Project and adopted it pursuant to CEQ regulations (40 CFR 1506.3). -

August 27, 2020 SUBJECT: REQUEST FOR PROPOSALS FOR THE PERFORMANCE OF EXPERT PROFESSIONAL ARCHITECTURE, AND ENGINEERING DESIGN SERVICES FOR THE FLUSHING BAY PROMENADE ON BEHALF OF THE LAGUARDIA AIRPORT AIRTRAIN PROGRAM DURING 2021 THROUGH 2026 (RFP # 61763) Dear Sir or Madam: The Port Authority of New York and New Jersey (“Authority”) is seeking Proposals in response to the subject Request for Proposals (RFP) for the performance of expert professional architectural and engineering design services to design improvements to the Flushing Bay Promenade of the LaGuardia Airport (LGA) AirTrain Program, during 2021 through 2026. The Authority reserves the right to extend the Agreement (as hereinafter defined) for an additional one (1) year, through 2027, at its sole discretion. As part of the federal environmental review of the project, the Port Authority has committed to providing additional, specific mitigation to the Promenade area based on public comments to the Federal Aviation Administration’s Draft Environmental Impact Statement and through a community outreach program. To guide the vision for the upgrades promenade, the Port Authority, working closely with NYC Parks, will hold a series of workshops for community members and local stakeholders to discuss the promenade upgrades beginning in October. The agency and the Parks Department will also create a Flushing Bay Promenade Community Advisory Council (CAC) as part of this effort. The Port Authority is seeking a consultant to provide engineering and architectural expertise to assist the Port Authority in developing a concrete plan that improves the Promenade, including (1) alleviating disruptions to park resources, enhancing the full length of the Promenade and providing amenities to the local community, and (2) improving the Ditmars Boulevard entrances to the two pedestrian bridges located at 27th Avenue and 31st Drive. -

As a long term resident of Jamaica, NY, residing along the Grand Central Parkway, I do believe that there is a great need for these proposed improvements. Connecting the LaGuardia Airport to the LIRR and NYCT No. 7 Line is a great idea, but it does not go far enough! Both of these proposed connections are Manhattan centric, that is supporting more ridership between the Airport and the City. This does absolutely nothing to relieve or ease local traffic congestion we experience in Queens on the Long Island Expressway and the Grand Central Parkway with inbound and outbound Long Island traffic. It also does not reduce heavy traffic congestion on the Van Wyck Expressway between JKF and LaGuardia. It would be helpful if the proposed plan included plans to extend the Airtrain light rail service Train which ends at the Jamaica LIRR Station to LaGuardia Airport with a stop at the NYCT No 7 Line. Having lived here for over 40 years and having travelled extensively on business out of both airports, I believe that extending the Airtrain from the Jamaica Station to LaGuardia Airport would be a tremendous improvement and provide many more benefits for the greater NYC area.
