    Decision Memo Rio Costilla Habitat Improvement Project USDA Forest Service, Southwestern Region Questa Ranger District, Carson National Forest Taos County, New Mexico (Sections 1, 2, 11, 12, 14, and 15 of Township 30 North, Range 15 East) Background An interdisciplinary analysis on this project was conducted and is documented in a project record. Source documents from the project record are incorporated by reference throughout this decision memo by showing the document number in brackets [PR #]. Please refer to Appendix A for the project record index. The Questa Ranger District of the Carson National Forest, in partnership with the New Mexico Department of Game and Fish (NMDGF) and the U.S. Fish and Wildlife Service, proposes to improve in- stream habitat conditions within the Rio Costilla [PR #77, 128]. The Valle Vidal Unit of the Carson National Forest attracts hundreds of anglers annually. The Rio Costilla is the largest stream in the Valle Vidal and a favorite among anglers. Anglers travel to this area in large part to pursue the native Rio Grande cutthroat trout. Long-term operations of the Costilla Reservoir and Dam have channelized the Rio Costilla, which has become inadequate for holding fish during low-flow conditions and through the winter. The Rio Costilla has become shallow and wide in many spots, and future efforts to re-establish self-sustaining populations of Rio Grande cutthroat trout may not be successful without active management. Since 2001, Rio Grande cutthroat trout and other native fish population restoration efforts have been ongoing within the upper Rio Costilla watershed. Restoration efforts in this section of the Rio Costilla have included the construction of the Rio Costilla terminal fish barrier in October 2016.

    The Dallas Sierra Club invites you for a Pecos Wilderness Backpacking Trip July 3 - July 9, 2012 Trip Coordinator: Mark Stein, [email protected], 214.526.3733 Hike, camp and explore the mountains and meadows of high northern New Mexico on an extended Fourth of July weekend! When do we go? We’ll leave the Walmart parking lot (northeast quadrant of I-635 and Midway Road) at 7:00 PM on Tuesday, July 3. Arrive by 6:30 PM to load your gear. We’ve chartered a sleeper bus that converts from aircraft seating to bunks. Leave a car at Walmart if you wish. Neither the Sierra Club nor Wal-Mart assumes responsibility for your car or its contents, but Walmart is open 24 hours, the lot is lighted and we’ve not experienced a problem with parked vehicles. We’ll returns by 6:00 AM on Monday, July 9. Cost is $295 per person if your check and forms arrive by June 4. The price includes transportation, hike leadership by trained, experienced Sierra Club volunteers, beverages on the bus and Forest Service fees. For Trip 1, add $60 for a night’s lodging at the Santa Fe Sage Inn. Registration after June 4 is $325. Any receipts in excess of actual expenses will be applied to leader training and other Dallas Sierra Club activities. The activities below are divided into eight main categories identified in the range-wide agreement. The following is a brief summary of those activities that occurred in 2013. Population Inventory In 2013, 58 waters (87 individual surveys) were inventoried within the historic range of RGCT. The purpose of the inventories was to survey potentially occupied RGCT waters (11), monitor known populations (13), assess the genetic status of RGCT populations (17 AFLP tests; 10 ND2 tests), collect disease information (4), and collect habitat information within the historic range (3). Two new RGCT populations were identified in Colorado. Population Maintenance Sympatric non-native fish were mechanically removed from five miles of habitat in the Rio Cebolla. A culvert barrier was also installed on Beaver Creek and funds were secured to replace 2 culverts on East Pass Creek. STATE OF COLORADO John W.     Section 319 NONPOINT SOURCE PROGRAM SUCCESS STORY Controlling Sediment ImprovesNew a Native Cutthroat Mexico Trout Stream Historical overgrazing by cattle and elk herds damaged riparian Waterbody Improved areas and streambanks along Comanche Creek. Water quality surveys in 2000 and 2002 prompted the New Mexico Environment Department (NMED) to add the creek to the state’s Clean Water Act (CWA) section 303(d) list of impaired waters for sedimentation and temperature. Reducing the number of cattle and implementing grazing management practices have improved water quality and habitat for the native cutthroat trout. In 2008 NMED removed sedimentation as a cause of the impairment of Comanche Creek on the state’s list of impaired waters. Although the creek is still impaired because of temperature, data show improvements. Problem Comanche Creek is a scenic trout stream in the Valle Vidal unit of the Carson National Forest in northern New Mexico (Figure 1). The 10.3-mile-long creek drains a 43-square-mile watershed and emp- ties into Rio Costilla (Costilla Creek), which flows into the Upper Rio Grande watershed in southern Colorado. The major land uses in the Comanche Creek watershed are forest (66 percent) and rangeland (33 percent). Today, the Forest Service manages the entire watershed.
