Nevertheless, significant progress has been made in the past 6 to 8 months. The contracts for the wastewater collection and treatment infrastructure of the , and Youssoufia centers have been signed. The contract for the Ouaouizeght pumping station is expected to be signed soon. Works under these three centers are expected to start in May 2013. The bidding process is on-going for El Brouj and . Therefore, centers planned in the first tranche of implementation are ready to start physical implementation, with the exception of Afourer / Beni Ayat. Public Disclosure Copy

Centers planned for the second tranche of implementation are also showing progress, especially on aspects under the direct control of ONEE (Studies, bidding documents, EIAs and

land survey). Detailed studies or bidding documents have been finalized for Echemaia and Belanouare and are underway for the other sub-projects. However, the satisfaction by the communes of the prerequisites necessary for ONEE to start project implementation (financing agreement, land acquisition) is uneven and is a major source of concern. The mission carried out a detailed review of the progress of each sub-project, and held several meetings after the mission to monitor progress and advise on the next steps.

The sub-projects in and Afourer - Beni Ayat have encountered lasting opposition by a portion of the respective populations who have expressed concern with the location of the wastewater treatment plant. Such opposition are inherent to sanitation projects, and ONEE has experience solving them, when the reasons of the opposition are technical. Several attempts by ONEE to provide support to the communes in addressing the issues were unsuccessful. ONEE recommended canceling these two sub-projects, unless the last attempt by ONEE to salvage them is successful. The Bank will support ONEE’s request to cancel, provided the reasons of the opposition are non-technical and all actions to trying solving the oppositions are recorded and properly documented.

Both technical assistance contracts are experiencing significant delays and continue to prevent ONEE to leverage on these consultants to speed up implementation. The contract for the technical assistance to the first tranche of implementation has been finalized and signed and the consultants will be mobilized quickly. The bidding document for the technical assistance to the second tranche of implementation has been finalized and will be submitted for review to the Bank shortly. Public Disclosure Copy

The other consultants’ services contract also experience significant delays. The terms of reference for the twinning arrangement for knowledge exchange on non-conventional technologies pilots have not been finalized yet. The convention for odor-control pilots has been signed only recently.

Key Decisions Regarding Implementation The mission encouraged ONEE to launch the bidding process expeditiously in El Brouj and Hattane centers; to settle the situation of the Demnate and Afourer - Beni Ayat sub- projects as quickly as possible; and to significantly accelerate the preparation process (by ONEE but more importantly by the respective communes) in order to keep the risk that works may not be completed by the Project closing date to a minimum. The mission also advised ONEE to ensure a speedy mobilization of the first TA and accelerate the finalization of the remaining TA sub-components. It advised ONEE to make the necessary adjustments expeditiously to replace possibly cancelled sub-projects, as they would have to be implemented in the current project implementation period.
