It also includes a large parade ground and underground parking facilities. The Ministry of Defence (MoD) is proposing to dispose of this site in 2007/8 and relocate to Woolwich. This will therefore releases this 5.18 ha. site for disposal and re-development. Chelsea Barracks occupies a significant length of the City’s boundary with the Royal Borough of Kensington and Chelsea (RBK&C). The site is bounded by Ebury Bridge Road, Pimlico Road, and with a long frontage onto Chelsea Bridge Road. The site is in a substantially residential area and abuts residential properties, many listed, on its north boundary. It is also flanked by two conservation areas and on its western boundary faces the Grade II registered Ranelagh Gardens, which is within RBK&C. The Chelsea Barracks Brief is part of a family of briefs for the Victoria Area. The other briefs currently being prepared for the Victoria Area are the Victoria Area Planning Brief, covering the Station, other related sites, and the Pimlico School Planning Brief. -

Title: Royal Hospital Road – Chelsea Bridge Road Subject: VISSIM modelling outputs of the proposed all-round pedestrian stage Date 31-07-2019 Attendance: Spencer Wilson (RBKC) Adam Greenland (TfL) The purpose of the meeting was to discuss the output of the revised traffic signal modelling with the reallocation of green time. Background: The previous modelling had excesses queuing on Chelsea Bridge Road southbound during the PM peak, due to arrival rate of traffic at Chelsea Bridge Road / Grosvenor Road junction. It is worth noting the introduction of the pedestrian phase at the junction only had a moderate impact on delays, but the additional platoon of traffic being discharged towards Chelsea Bridge Road / Grosvenor Road junction demonstrated the potential for traffic to block back to Royal Hospital Road junction. TfL have reallocated green time to Royal Hospital Road & Pimlico Road movements to minimise the amount of traffic heading southbound. Modelling: We reviewed the AM and PM peak models to see whether the traffic queued back past Franklins Row on Royal Hospital Road approach in the AM and Turks Row on Lower Sloane Street in the PM. Whilst there was a queue, it only appeared to queue back to these junctions on a couple of occasions. For the vast majority of the peaks, traffic cleared the junction during each green phase. To further understand the impact of the pedestrian crossings TfL advised splitting the journey time between two points, these are as follows: • Figure 1 - upstream of the junction on Lower Sloane Street to Chelsea Bridge Road • Figure 2 - downstream of the junction on Chelsea Bridge Road to Grosvenor Road Figure 1 - The red marks are show where the journey times are measured to and from Figure 2 - The red marks are show where the journey times are measured to and from Results: From the results its realistic to conclude the AM period has no real impact apart from additional queuing on the approaches due to the addition of the all round pedestrian stage. -

Introduction 1.1 I seek your approval of Transport for London’s detailed design proposals for Cycle Super Highway Route 8 on Chelsea Bridge and the Chelsea Bridge Road approach to Grosvenor Road. 2 Background 2.1 Transport for London (TfL) is creating twelve Cycle Super Highways (CSHs) between parts of outer London and key central London destinations. TfL has already opened the first two CSHs, running between Merton and the City and Barking and Tower Gate. TfL plans to implement the remaining ten by 2015. The CSHs have a distinctive identity with the use of blue markings and route signposting. 2.2 According to TfL, the CSHs improve conditions for cyclists already using the routes to commute to work, and will encourage more people to cycle. TfL claims that the first two routes have increased the numbers of cyclists using those particular roads by 25 per cent. TfL say that 60 per cent of cyclists they interviewed on the routes said they felt safer riding in the blue cycle lanes. TfL has promised to share with us the detailed data they have collected on the first two routes later this year. 2.3 Much of the CSH network is on TfL’s roads, but it also uses some borough roads. Chelsea Barracks Neighbourhood Forum Application Statement We are submitting this statement to confirm that we are capable of becoming a neighbourhood forum in the Chelsea barracks triangle, formerly the South Belgrave Ward. Having consulted locally, across the proposed neighbourhood area and the different sections of the community therein, we have established the required minimum of 21 representatives from a broad mix of residents and local businesses and other key stakeholders. We have met with the largest local land owner Qatari Diar and they are happy to get involved if we are successful. We have invited our Churchill Ward councillors to join us - as they are an important part of our relationship with Westminster City council. We have also extended an invitation to Grosvenor Estate, St James Homes and Peabody as land owners should they feel inclined to participate. Why this area is appropriate for designation? Mentally Those who live around the borders of the former Chelsea Barracks found themselves exposed to a controversial development on the old barracks site. As a result the residents united to object and this has formed a very strong sense of community locally. It has also made us very sensitive to being overruled by adjacent resident associations who contrary to local opinion took an opposing stance at that time.
