The virtual reception for Losar, the Tibetan New Year, streamed live today, Feb. 12, 2021, on Zoom and YouTube. The Bureau of Democracy, Human Rights, and Labor and the Office of International Religious Freedom co-organized the gathering with help from the International Campaign for Tibet. The State Department has held the reception every year since 2015. Blinken is the first secretary of state to participate in it. “Tibet’s cultural legacy has thrived for more than 2,000 years, and the Biden administration is committed to preserving, protecting and honoring this linguistic, religious and cultural heritage,” Blinken said. “Your rich traditions live on in those who celebrate today, not only in Tibet, but around the world. “Just as they have for centuries,” Blinken added, “your traditions continue to symbolize notions of love, compassion, justice, forgiveness, tolerance and peace. We look forward to celebrating these traditions with you during Losar and on many other occasions for years to come.” Losar celebration The reception featured musical performances, video greetings and recited verse for Losar, which is one of the most important dates on the Tibetan calendar. -

The concept of creating and regulating time in vedic ritual The Concept of Creating And Regulating Time In Vedic Ritual Maitreyee Deshpande Maitreyee Deshpande, Department of Sanskrit, University of Pune, Pune - 411 007, Maharashtra Time is an important factor that governs the life of man. Numerous speculations have been put forth by various thinkers about ‘time’. These speculations are based upon numerous philosophical systems. ‘Time’ is interpreted differently by a Physicist as compared to an Archaeologist or even a Philosopher. Thus attempts have been made in each field to interpret and understand this very important factor. They all interpret time according to their Weltanschauung. There also have been numerous theories about the creation of time. In this paper an effort is made to show how time could be created and regulated with the help of vedic rituals. Time is often accepted to be created by Prajaapati by many ritual texts. Shatapatha Braahmana (S B) (XI.1.6.12ff) explains the two terms samvatsara and prajaapati. It says Prajaapati created the deities and he thought that he had obtained everything (atsaarisham). Therefore he became sarvatsara, which is doubtless the same as samvatsara. Also there are four syllables in the word ‘samvatsara’ as well as in the word ‘prajaapati’. Therefore samvatsara is the image of Prajaapati. (S B) (VI.1.2.18), while referring to the creation of the year, says that Prajaapati who became relaxed is the year, and his five bodily parts too became relaxed and they are the seasons in a year. In (SB) (XI.1.6.1ff), regarding the creation of seasons by Prajaapati, we read as follows : In the beginning there was water. -

The years would be named according to the order in which the animals finished the race. The animals were very excited. They all believed that they would win – although the pig wasn’t quite so sure. During the race there were many changes in position, with different animals taking the lead. As they approached the river bank ox was in the lead with rat a very close second. Rat was determined to win but he was getting very tired. He had to think quickly. He managed to catch the ox’s tail and from there he climbed onto his back. Ox could see that he was winning but just as he was about to touch the bank, rat jumped over his head and landed on dry land. -

LXVIII, Z. 2, 2015, (s. 180–205) KRISZTINA TELEKI Introduction to the Tibetan and Mongolian Inventories of Urga’s Temples Abstract In the present article are listed forty eight Mongolian and twenty one Tibetan inventories which are kept in the collections of the National Library and the National Archives of Mongolia. The inventories written in the 19th century and at the beginning of the 20th century give an account of the sacred objects of about thirty temples of Urga, the monastic capital city of Mongolia which existed until 1938. The author made an attempt to reveal the history and describe the general features of the inventories as well as to indicate their differences from the Tibetan dkar chag texts. It has appeared that from time to time the inventories were subject to revision and update, and the most prominent temples possessed both the Mongolian and Tibetan inventories. However, many questions regarding the authors and original location of the inventories remain still unanswered. Since its first foundation in 1639, Urga or Örgöö, also known as Ikh Khüree, Daa Khüree, Ariin Khüree, Niislel Khüree, and Bogdiin Khüree, had been one of the main centres of Mongolian Buddhism being the residence of Öndör Gegeen Zanabazar (1635–1723) and his reincarnations, the lineage of the Bogd gegeens or Javzandamba khutagts (Tib. rje btsun dam pa).1 This monastic town became the official capital city of Mongolia in 1912 called Niislel Khüree, and existed until 1938 when it was almost completely demolished to give space to new buildings of Ulaanbaatar, now the capital of a state with a Soviet type non-religious ideology. -

2014 - THE CHINESE NEW YEAR OF THE HORSE IN THE CLOUDS It takes a remarkable person to change the course of world events. To be first, to be daring, to have a superlative vision, and to have the energy needed to push changes through to their fulfillment—these are the marks of the noble and valiant Wood Horse, or ‘Horse in the Clouds’. The Horse is one of the most respected of the Chinese animal signs, notable for their persistence, strength, indomitable spirit and their ability to inspire others, rallying them to their cause. Wood Horses are especially notable for their flair and bold expression in all types of media, especially in the visual arts. While other types of Horses are noted for their political and military abilities and persuasions, the Wood Horse changes the trends of the times through the media. They write large the stories that shape society’s destiny. And of all the five types of Horses, the Wood Horse is in many ways the most beloved, because they have a way of touching the hearts of people that stirs one to action, inspires reflection and creates an impression that does not fade as does the passing fad or latest trend. The Wood Horse carves the paths that set the benchmarks toward which others aspire. Wood Horses are a presence on stage and screen. In art they are innovators, with bold colors but yet extreme care with detail. In every media they excel at movement and portray it to perfection. Forum planned for early March The Mongolian Economic Forum 2012 will run on March 5-6. At a February 10 press conference, organizers of the forum reported about the preparations and measures for the forum. As of information given by MP S. Oyun; Deputy Finance Minister Ch.Gankhuyag; Ch.Khashchuluun, head of the National Development and Innovation Committee; and P.Tsagaan, senior advisor to the President, the forum that is to be organized for the third time, will run this year under the motto ‘Together for Development’. The forum will have sub-meetings under themes on economic development, social policy and competitiveness, and bring together over 1000 foreign and domestic participants. During the forum, it is planned to publicly introduce Mongolia’s development forum until 2021 issued by Open Society. MP S. Oyun said, “In reality, why isn’t poverty decreasing while the economy has grown over the past five or six years. We believe that issues on how to decrease poverty and what should be done for the fruits of economic growth to improve livelihoods will develop into hot discussions during the forum. For instance, the statistical figures on poverty percentages are very confusing. The National Statistical Committee evaluates the poverty rate at 39 percent while the World Bank says it is lower using a different methodology to evaluate poverty. Therefore,
