Farmers are licensed to grovv opiun∩ and the entire opium is procured by the Central Bureau of Narcotics and transferred to the Government Opiurn and Alkaloid Works at Neemuch and Ghazipur for processing. Part of the opiun∩ is exported wh‖ e some opiurn is used to extract alkaloids for rnedical use. Opiate raw materials are strictly contro‖ ed internationa‖ y and only a few companies in the vvorld produce alkaloids from opium。 2(i).Opium:‐ Opium Produced from legal cult市ation is processed in the Government Opium and Alkaloid Works at Neemuch and Ghazipur. Before processing Opiunn is tested by the officers of Central Revenue Control Laboratory at Neemuch and Ghazipur to deterrnine the Morphine content ava‖ able in the Opium.On the basis of the test results raw opium is classified in′ good opiunl′ and′ inferior opiurn′ category.lf the opium is having Morphine content less than 9° /。 on dry basis then it is terrned as inferior opium. There is unutilised opiurn lying in the godown of Government Opium and Alkaloids Works Ghazipur and Neemuch therefore government intends to explore possibility of extraction of alkaloids frorn opium with new technology。 Page 1 of 4 2 (ii). Unlanced Poppv:- The Government intends to explore the possibility of extraction of alkaloids from the Unlanced Poppy of presently cultivated opium poppy crop with the help of new technology. 2(iii). Lanced Poppv Straw:- Earlier lanced poppy straw was allowed to be sold for the purpose of de-addiction by state governments as per section L0 of the NDPS Act. The sale of Lanced poppy straw for the de-addiction purpose has been stopped with effect from 1.4.20L6. The Government has decided to explore the possibility of extraction of alkaloids/APls from licitly produced lanced poppy straw in lndia. 3. Therefore Department of Revenue, Ministry of Finance seeks "Expression of lnterest" from lndian companies to demonstrate technology for extraction of Alkaloids/APls from (i) unlanced poppy of presently cultivated opium poppy crop (ii) lanced poppy straw and (iii) Opium. 4. lnterested companies are required to submit the details of the technology they wish to demonstrate for extraction of alkaloids/APls from (i) unlanced poppy of presently cultivated opium poppy crop, (ii) lanced poppy straw and (iii) opium within 7 days from the issue of this 'Expression of lnterest' in the prescribed format in Annexure-|. 5. Technology demonstration for the extraction of Active Pharmaceutical lngredients (APls) from unlanced poppy of presently cultivated opium poppy crop, Lanced poppy Straw and Opium will be shown to the officers of CBN and CCF. The data of such extraction is to be submitted Page 2 of 4 to the department as per details prescribed by Chief Controller of Factories. 6. Purchase of Raw material:- For technology demonstration following quantity of raw material will be allowed to be purchased by company at the rate specified by Narcotics Commissioner and Chief Controller of Factories as the case may be. (i) Unlanced Poppy:- maximum area of 2 hectares of cultivated opium poppy crop to be purchased through Central Bureau of Narcotics. (ii) Lanced poppy straw:- Maximum 1500 kgs (iii) Opium:- Maximum 50 Kgs. 7. Sale of Alkaloids:- The alkaloids and APls extracted in the process are required to be sold back mandatorily to the government at the rate fixed by Chief Controller of Factories. 8.     MANUAL I PARTICULARS OF THE ORGANISATION, ITS FUNCTIONS AND DUTIES The organization 1. The organization of the Chief Controller of Factories was established in the year 1976, in order to have a better control and management over the two Government Opium and Alkaloid Works. Prior to this, the Narcotics Commissioner of India was the Head of this Organization with Deputy Narcotics Commissioner stationed at Kota (Rajasthan), Neemuch (Madhya Pradesh) and Ghazipur (Uttar Pradesh). The said Bureau controlled the cultivation of licit opium and was an enforcement agency to check the illicit trafficking of narcotic drugs. The Deputy Narcotics Commissioner, in addition to their own work was also looking after the Govt. Opium and Alkaloid factories. In the year 1976, the duties of the Narcotics Commissioner were split in order to improve the production of Opium and Alkaloid Works. The Chief Controller of Factories was appointed to control and supervise all functions of the factories. Likewise the responsibilities of the Deputy Narcotics Commissioner to run the opium factories ceased and the General Manager took over as Chief Executive in the factory reporting to the Chief Controller of the Factories. 2. The Head of the Organisation is the Chief Controller of Factories with its offices at Gwalior and New Delhi. The Marketing and Finance Cells of the Factories are located at 27 Saraswati House, Nehru Place, New Delhi New Delhi. The Chief Controller is responsible for exercising overall supervision on the functioning of the Government Opium and Alkaloid Works, as well as the Finance and Marketing cell at New Delhi. The two Factories – one located at Ghazipur in Uttar Pradesh at a distance of 76 kms from Varanasi and the other at Neemuch in Madhya Pradesh located 120 kms away from Udaipur, comprise of two units, the Opium Factory and the Alkaloid Works.

K M Madyastha'v'", G V B Reddy" & G R Sridhar" a Department of Organic Chemistry, Bioorganic Section, Indian Institute of Science, Bangalore 560 012, India B Chemical Biology Unit, Jawaharlal Nehru Centre for Advanced Scientific Research, Bangalore 560 064, India Received 18 December 1997; accepted 6 May 1998 A bacterial strain belonging to the genus Bacillus islolated by enriclunent culture technique using morphine as a sole source of carbon transforms morphine and codeine into 14-hydroxymorphinone and 14- hydroxycodeinone as major and 14-hydroxymorphine and 14-hydroxycodeine as minor metabolites, respectively. When the N-methyl group in morphine and codeine are replaced by higher alkyl groups, the organism still retains its ability to carry out 14-hydroxylation as well as oxidation of the Cs-hydroxyl group in these N- - variants, although the level of metabolites formed are considerably low. The organism readily transforms dihydromorphine and dihydrocodeine into only dihydromorphinone and dihydrocodeinone, respectively; suggesting that the 7,8-double bond is a necessary structural feature to carry out 14-hydroxylation reaction. The cell free extract (20,000 x g supernatant), prepared from morphine grown cells, transforms morphine into 14- hydroxymorphinone in the presence ofNAD+, but fails to show activity against testosterone. However, the cell free extract prepared from testosterone grown cells contains significant levels of 17p- hydroxysteroid dehydrogenase but shows no activity against morphine. n view of the difficulties associated with the synthesis of Materials and Methods morphine alkaloids based pharmaceutically important Microorganism.

He started his discussion on various Acts prior to NDPS Act: The Opium Act, 1878 The Dangerous Drugs Act, 1930 In his presentation he stated that there were few backdrops in the old Act The punishment for drug offences was inadequate Enforcement powers were only with a few agencies – No investigative powers to important Central Agencies India’s obligations under various International Conventions were not fulfilled by the provisions of these Acts. The psychotropic substances were not adequately covered by these Acts. He stated that it is not suffice to continue with old laws, while cases of narcotic substance are increasing day by day. He then highlighted the key points mentioned in the NDPS Act, which was passed in the year 1985. The NDPS Act clearly mentioned the prohibited narcotic substances for example, cultivation of coca, opium or cannabis plants without license. Manufacture of narcotic drugs and psychotropic substances without license and for uses other than meant for medical or scientific. In addition to that the Act will also provide for licensed cultivation of opium poppy and licenced manufacture of various narcotic drugs and psychotropic substances, forfeiture of properties in drug trafficking cases.

However, only a small percentage of the total domestic cultivation of opium is utilized to meet the medical needs of patients in India, an issue which lies at the core of the opioid paradox facing the country. This paper explores the delicate balance between ensuring availability of and access to opioids for medical usage, primarily for pain relief, and regulating their diversion for illicit trade, consumption and abuse. | PRODUCTION AND CONSUMPTION OF OPIOIDS IN INDIA Being one of the few countries in the world where the cultivation of opium poppy for medicinal and scientific purposes is legal, India is a top producer of opium for the legal medical market globally.1 In 2017, India accounted for 98.4% of the total opium production in the world. In the same year, India was also the only licit exporter of raw opium, with 91.4% of all global exports coming from India (International Narcotics Control Board 2018: 24).
