produce opium gurn for export and extraction of alkaloids therefrom.

Farmers are licensed to grovv opiun∩ and the entire opium is procured by

the Central Bureau of Narcotics and transferred to the Government

Opiurn and Alkaloid Works at Neemuch and for processing.

Part of the opiun∩ is exported wh‖ e some opiurn is used to extract

alkaloids for rnedical use. raw materials are strictly contro‖ ed

internationa‖ y and only a few companies in the vvorld produce alkaloids

from opium。

2(i).Opium:‐ Opium Produced from legal cult市ation is processed in the Government Opium and Alkaloid Works at Neemuch and Ghazipur.

Before processing Opiunn is tested by the officers of Central Revenue Control Laboratory at Neemuch and Ghazipur to deterrnine the

Morphine content ava‖ able in the Opium.On the basis of the test results

raw opium is classified in′ good opiunl′ and′ inferior opiurn′ category.lf

the opium is having content less than 9° /。 on dry basis then it

is terrned as inferior opium. There is unutilised opiurn lying in the godown of Government Opium and Alkaloids Works Ghazipur and Neemuch therefore government intends to explore possibility of

extraction of alkaloids frorn opium with new technology。

Page 1 of 4 2 (ii). Unlanced Poppv:- The Government intends to explore the possibility of extraction of

alkaloids from the Unlanced Poppy of presently cultivated opium poppy

crop with the help of new technology.

2(iii). Lanced Poppv Straw:-

Earlier lanced poppy straw was allowed to be sold for the purpose of

de-addiction by state governments as per section L0 of the NDPS Act.

The sale of Lanced poppy straw for the de-addiction purpose has been stopped with effect from 1.4.20L6. The Government has decided to explore the possibility of extraction of alkaloids/APls from licitly produced lanced poppy straw in lndia.

3. Therefore Department of Revenue, Ministry of Finance seeks "Expression of lnterest" from lndian companies to demonstrate technology for extraction of Alkaloids/APls from (i) unlanced poppy of presently cultivated opium poppy crop (ii) lanced poppy straw and (iii)

Opium.

4. lnterested companies are required to submit the details of the technology they wish to demonstrate for extraction of alkaloids/APls from (i) unlanced poppy of presently cultivated opium poppy crop, (ii)

lanced poppy straw and (iii) opium within 7 days from the issue of this

'Expression of lnterest' in the prescribed format in Annexure-|.

5. Technology demonstration for the extraction of Active Pharmaceutical lngredients (APls) from unlanced poppy of presently cultivated opium poppy crop, Lanced poppy Straw and Opium will be shown to the

officers of CBN and CCF. The data of such extraction is to be submitted

Page 2 of 4 to the department as per details prescribed by Chief Controller of

Factories.

6. Purchase of Raw material:-

For technology demonstration following quantity of raw material will be allowed to be purchased by company at the rate specified by Narcotics Commissioner and Chief Controller of Factories as the case may be. (i) Unlanced Poppy:- maximum area of 2 hectares of cultivated opium poppy crop to be purchased through Central Bureau of Narcotics. (ii) Lanced poppy straw:- Maximum 1500 kgs (iii) Opium:- Maximum 50 Kgs.

7. Sale of Alkaloids:- The alkaloids and APls extracted in the process are required to be sold

back mandatorily to the government at the rate fixed by Chief Controller

of Factories.

8. The envelope containing the details shall be superscribed with "Expression of lnterest" and sent to the Shri Dinesh Bouddh, Deputy

Secretary, Narcotics Control, Department of Revenue, Room No. 48-C,
