VACANCY DEPUTY HARBOUR MASTER

Cattewater Harbour Commissioners seek to recruit a Deputy Harbour Master to support the Harbour Master/Chief Executive in all matters concerned with harbour operations and pilotage.

The Cattewater is located in the mouth of the and is a conservancy. Wharves and leisure facilities, apart from approximately 200 yacht moorings, are privately owned. The port handles over 2 million tonnes of cargo per annum. Significant leisure activity takes place in the port.

The successful candidate will assist the Harbour Master/Chief Executive with all of the following and assist in developing the new role of Deputy Harbour Master:

• Managing marine operations and functions including Port Emergency Plans, O.P.R.C., SMS, Waste, Risk Assessments/Risk Management, Standard Operating Procedures etc. as required by the Port Marine Safety Code. • Responsibility for the Competent Harbour Authority function held by the Commissioners. • Liaison with stakeholders and their Agents, Local Authorities and Government Agencies. • Overseeing port marine activities. • Supervising Harbour Operations staff • Assisting with the ongoing management, development and training of team members.

Skills and Experience Required • A STCW CoC as Master or Chief Mate and experience in ship handling, together with a Harbour Master Certificate is desirable. • Knowledge of Port Operations. • Knowledge of mandatory, regulatory and safety responsibilities relevant to the main duties. • Strong leadership and communication skills. • A flexible and committed approach to working within a small team. • Full UK Driving Licence.

ABOUT CATTEWATER HARBOUR COMMISSIONERS Located on the south coast of , Plymouth is the largest city on the southwest peninsular and is home to the largest naval base in western Europe. The primary harbour authority is the MoD who operate the port under the 1865 Dockyard Ports Regulation Act and the associated Dockyard Port of Plymouth Order 1999. Three separate statutory harbours (ABP Millbay: Authority and Cattewater Harbour Commissioners) operate within the Dockyard Port. In 1988 the Pilotage Act followed by the Cattewater Harbour (Pilotage) Revision Order gave the Commissioners responsibility as Competent Harbour Authority for Pilotage within the Plymouth Pilotage District, acting as pilotage authority on behalf of all three civil harbour authorities.

The Port handles over 2 million tonnes of cargo each year. Cargoes handled include petroleum products, fertiliser, animal feed, aggregates, salt, RDF, and cement.

Ships up to 150 metres in length are handled in the Cattewater.

Ships up to 250 metres in length are handled in the CHA district lying outside the Cattewater.
