1.1 Aim: The West Tripura District is a multi hazard prone district to Flood, Cyclone, Hailstorm, Earthquake, Forest Fire and Epidemic. The entire State of Tripura is situated in seismic zone – V which is prone to moderate to high intensity earthquakes. So the disaster management planning of this district may be referred to the inevitable plan, strong administration unit of linkup between the top & bottom of administrative unit and to the grass root level transmission link. It is no doubt that the formulation of disaster plan is for preparedness and commitment for its positive implementation at the hour of crisis.

The DDM plan is viable because it envisages the following factors critically from a practical point of view:-

➢ Risk assessment & vulnerability analysis. ➢ Culture of quick and effective response. ➢ Maintaining cohesiveness & uniformity in the formulation of a strategy taking a wide range of heterogeneous factors posed by a Disaster and climate change factors. ➢ Taking up disaster risk reduction issues in development process.

1.2 Objective: -

The West Tripura District Disaster Management Plan formulated with a view to create an effective and realistic strong fail proof communication, authentic and accurate data base, full proof documentation and rehearsal in the community in the shortest possible time with minimum simple orders and procedures so that the people will get maximum benefit. The plan document envisages and ensured that the Community shall actively participate in all levels with optimum utilization of men, materials available resources etc. with no gaps or no overlaps to prevent loss to lives and minimize loss to property. The purpose of the present document also meant for ensuring quickest approach for rescue, rehabilitation and to avert further miseries of the calamity stricken people. The DDMP would act like a true friend, which will guide the entire administration machinery, provide courage to the community to face the eventuality bravely and boldly.

• How to use the plan At the time of occurrence of any incident / disaster like situation, the DDMA shall hold an emergent meeting in a short period of time at the DEOC to inform the stakeholders about the gravity of the situation and responsibility & task of each deptt./agencies to be performed immediately to face the situation.

• Approval Mechanism of the Plan: Authority for implementation (State level/District level orders)

The DDMP is prepared on the basis of information received from the different line dept. and in accordance with the prescribed model supplied by the Govt. in Revenue Dept. The draft DDMP is discussed in brief in the meeting of the DDMA / DDMC and then sent to the Govt. in Rev. Dept. (Nodal Dept. for Disaster Management) for approval/suggestion if any to make the plan more effective. • Plan review and updating: Periodicity Every year plan is reviewed / updated on the basis of the information collected from the line dept. / CPMS, etc. by the month of May. The Plan is also updated 6 monthly in case of need. A Disaster Management Plan Preparation Committee has been formed for updating of the plan.

District is prone to severe Earthquake and other Natural Hazards like Floods, Cyclones, Hailstorm, Lightening, Fire and Manmade Disaster like Road Accident, Ethnic Violence etc.

Vulnerability to Earthquake

The District is a part of the most severe seismic zone in the country namely Zone-V of seismic zoning map of India. Several number of moderate to large magnitude earth quake occurred within the District. In 1897 and earth quake took place in the state where the State’s only one building that is the king palace which was damaged completely. Several landslide and liquefaction took place in the district.

The District has 9. Population and among them 4.5 Lakhs nos of populations are residing in Agartala Municipality and other Nagar Panchayat. Agartala City has now 4.00 Lakhs nos of population with 60 thousand nos buildings. If there is an earth quake of magnitude six and more about 30% of urban populations will be severely affected. As the District has the state capital or public building and infrastructure are concentrated in Agartala City. Hence the provability of building damage expected to be more than 50%.

Vulnerability to Wind/Cyclone

The District is completely prone to cyclonic zone and the probability of damage is very high. The seasonality cyclone occur in the District during April & May and during October & November in terms of Kalbaisakhi . Sometimes the cyclonic wind the risk the state after pressing Bangladesh.

In such events weekly built houses suffer the damage. Cyclone also disrobed power supply, telecommunication, surface communication and if damages agricultural crops and greenery in the District.

Vulnerability to Flood

The District faces flash flood annually during the monsoon season i.e. June to September. The District has now Howrah and Kathakhal rivers are the major rivers draining flood water from Bangladesh. Now a days due to change of climates there are on timely rains un subsequent temporary flooding occur in the low lying area in District. Particularly Agartala City if facing frequent floods due to blockage of drainage system and free out let of rain water through Kathakhal and Howrah rivers.

Other Hazards like Landslide, Fire are very frequent. There are few identified placed in Sadar, Mohanpur and Jirania Sub-Division where both fire and landslide occur during rainy season.

Road accidents- with the increase in no. of public, private and Govt. conveyance road accident have become a regular phenomena resulting in loss of lives and or causing severe injuries. Page | 20

5) Forest Dept. • Promotion of shelter belt plantation. • Publishing for public knowledge details of forest cover, use of land under the forest dept the rate depletion and list causes. • Keep saws( both for power manual ) and other tree cutting and road clearing equipment in working conditions. • Provision of seeding to the community and encouraging plantation activities, promoting nurseries for providing seeding in case of destruction of tree during natural disasters. • IES activities for grater awareness regarding the role of trees and forest for protection during emergency and also to minimize environmental impact which result as a result of deforestation like climate change, soil erosion etc. • Increasing involvement of the community NGOs and CBOs in plantation , protection and other forest protection ,rejuvenation and restoration activities. • Plan for redacting the incidence, and minimize the impact of forest fire.

During and post Disaster Management • Assist in road clearness. • Provider of tree cutting equipment. • Unites for tree cutting and disposal to be put under the control DM& Collector SDM during emergency. • Provider • of building materials such as bamboos etc for construction of shelters. • Take up plantation to make good the damage caused to tree cover.

Advance preparedness • Identify hazard prone zones. • Skill up gradation training for the officers/supporting staff & volunteers. • Formation of team & delegation of areas. • Plan for emergency accommodation for agriculture staff & other officers from outside area. • Equipment /machines etc upgraded & are in working condition. • List of alternative safe routes. • Important telephone /contact details available. • Keeping close contact with administration. • Encourage & ensure crop insurance by farmers. • Determine the quantity type of seed/plants/medicines/tools and equipment etc which will be required per district /sub-divn./block /village incase of an emergency. • Ensure people/ farmer take the advantage of new schemes, technology and facilities provided by the government. • List of possible storage godowns. • Pre-contact with suppliers( seed/plants/medicines/manure/tools/equipments). • Estimate & maintain register of type of agriculture practices ,amount of cultivated area, insured crops etc keep it updating. • Monitors pest & disease control. • Generate awareness on community level preparedness.

Post Disaster Management • Establish linkages with District control Room. • Ensure available of staff and teams( extension officers and other) visiting /stationed respective disaster sites with necessary equipment ,medicines, logistic support and authority as planned and establish communication links. • Assess the extent of damage to soil, crop ,plantation ,micro-irrigation systems, storage facilities and the required intervention ( estimate the requirement of seed , fertilizers, pesticides, labour, tools and equipments etc) • Ensure stock of seed /plants /medicines/ manure/tools/equipment ,which are needed and to supply immediately.

10) PWD (DWS) • To provide immediate sully of clean drinking water in the disaster affected areas and in the relief camps and hospital etc.

Post Disaster Management • Establish linkage with district control room. • Close contact with administration. • Deployment of teams and with necessary equipments/tools, logistic support & authority as planned and establish communication links. • Immediately undertake inspection of intake structures, pumping stations, water sources, treatment plants, storage tanks (hospital etc) sewerage lines and of other equipments and review extent of damage. • Undertake chlorination bacteriological analysis, determination of chlorine residue & restoration of water work. Daily determination of the chlorine residual in public water to avoid the presence of Escherichia coli & other contamination in public water supply. • Recruit casual labours on and emergency basic for cleaning damaged pipes blocked sewerage and salvage of important equipment and accessories. • Check the condition contamination level of private water sources including water from streams, well tube well etc if any and use scientific methods of determination fo make in edible/ use of worthy. • Restore and ensure uninterrupted water supply to all vital installation, facilities and sites (life line building, relief camps, feeding centers, godowns hospital etc) • Assist health authorities to identify appropriate sources of potable water. • Encourage public for economic use water. • Make provision to acquire tankers and establish other temporary means of distributing water on and emergency basis. • Requisition of equipments etc as per the pre-contact with the suppliers. • A minimum level of stock should be maintained for emergencies and should include extra length of pipes, connections, joint, hydrants and disinfectant/ bleaching powder. Adequate tools should be on hand to carry out emergency repairs. • Arrangement of alternative power/energy sources, as planned to operate PHE centers. • Cover and guard the pumps/motors with adequate protection so that it is not damaged or stolen. • Regular reporting to higher authorities about the situation including expenditure statement etc.

13) (DDMA) District Disaster Management Authority, of West Tripura District. Task: • Share information and coordination with the Rev. Dept .Govt. of Tripura on daily basis. • Immediate strengthening of DEOC on emergent situation/ receipt dissemination of important messages among the important line dept. and to act as per IRS (Incident Response System) provision. • See that Sub Divisional Disaster Management Task Force has been formed under the leadership of concerning SDM. • See that Sub- Divisional Disaster Management Task Force has been sent by the SDM to the spot of incident for quick response on the event of any disaster /emergent situation. • Formation of District Disaster Response Force involving all line dept./CPMF/NGO’s etc and their movement at the time of need. • Periodical meeting of DDMA/DDRF. • Arrangement of Awareness programme, Training programme, Evacuation, Mock drill programme from dist. Level to GP level. • Arrangement of Shelter House. • Acquisition of Disaster Management related equipment. • Damage Assessment /finalization of report. • Financial mobilization as per SDRF/ FC etc • Information Management The objective of information management is to provide the right information to the right person at the right time in the right format. During emergency response activities, all participating agencies, persona affected and the wider community needs information. Dissemination of critical information required during emergencies through use of display boards, etc can minimize confusion can be voided through regular press briefings. • Media Liaison Media management during a disaster is an important aspect .The DDMA will ensure that up-to –date and accurate information is made available.

A media centre should be established with the involvement of PRO in the district affected. The office of the DDMA will also establish a media centre attached to the State EOC to be operated by the Team leader Media Team and regular media briefing should be arranged as per the SOP for media briefing. • Post –operational Debriefing. The DDMA/DM & Collector is responsible for convening a debriefing conference as soon as practicable after cessation of response activities. All agencies that participated in those activities will be represented with a view to assessing the adequacy of the response and to recommend any changes to the relevant (plan)s.
