CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

Bank Chartering and Political Corruption in Antebellum New York: Free Banking as Reform Howard Bodenhorn Lafayette College and NBER bodenhoh @ lafayette.edu Revised April 2004 Current revision September 2004 Abstract: One traditional and oft-repeated explanation of the political impetus behind free banking connects the rise of Jacksonian populism and a rejection of the privileges associated with corporate chartering. A second views free banking as an ill-informed inflationist, pro-business response to the financial panic of 1837. This essay argues that both explanations are lacking. Free banking was the progeny of the corruption associated with bank chartering and reflected social, political and economic backlashes against corruption dating to the late-1810s. Three strands of political thought -- Antimasonic egalitarianism, Jacksonian pragmatism, and pro-business American Whiggism -- converged in the 1830s and led to economic reform. Equality of treatment was the political watchword of the 1830s and free banking was but one manifestation of this broader impulse. Prepared for NBER Conference on Corruption and Reform. Racism in Antebellum Vermont Neither Vermont’s constitutional prohibition of adult slavery nor Judge Theophilus Harrington’s famous application of that provision ever really precluded the Green Mountain State from those expressions of racism that existed all over New England and beyond. By John M. Lovejoy wo historical events appear to have established Vermont’s re- sponse to questions about slavery and the existence of racism Tin the state. The first occurred in Windsor in July 1777, when the Vermont Constitution was adopted. It was the first state constitution to declare adult slavery unlawful within its borders. The second event took place in Middlebury at the Addison County Court House in June 1804, when the Honorable Theophilus Harrington, junior member of the three- judge Supreme Court panel, speaking for the court, declared that slave ownership in Vermont could only be proved by the production in evi- dence of a bill of sale for the slave signed by Almighty God, Himself. The court’s practical application of the law prohibiting slavery set for- ever the height of the “bar” over which challengers would have to jump. From that day forward no jumpers applied. The original thirteen colonies had a substantial accumulation of laws on their books, as well as spoken and unspoken codes, relating to ne- groes, mulattos, and Indians and, in several instances, to slavery itself.1 Vermont patterned a substantial portion of its constitution after that of Pennsylvania.2 However, because Vermont lawmakers were relatively unburdened by an existing legal history and its accompanying tapestry of laws, codes, and precedent-setting opinions, the drafting of the Ver- mont Constitution was a simpler process than in most of the other states. -

Einhorn, Chair This dissertation reintegrates abolitionism into the main currents of U.S. political history. Because of a bifurcation between studies of the American antislavery movement and political histories of the sectional conflict, modern scholars have drastically underestimated the significance of abolitionist political activism. Historians often characterize political abolitionists as naïve idealists or separatist moral purists, but I recast them as practical, effective politicians, who capitalized on rare openings in American political institutions to achieve outsized influence in the face of a robust two-party system. Third-party abolitionists shaped national debate far beyond their numbers and played central roles in the emergence of the Republican Party. Over the second half of the 1830s, political abolitionists devised the Slave Power concept, claiming that slaveholder control of the federal government endangered American democracy; this would later become the Republicans‘ most important appeal. Integrating this argument with an institutional analysis of the Second Party System, antislavery activists assailed the Whigs and Democrats—cross-sectional parties that incorporated antislavery voices while supporting proslavery policies—as beholden to the Slave Power.
