2018 Public Art Committee

The Public Art Committee exists to provide expert community input on the City of Barrie’s public art policies and procedures, giving guidance and advice to City department and organizations from the earliest stages of public art projects proposed for City- owned lands. Specifically, the committee reviews and develops public art policies, develops competition guidelines for public art commissions; reviews and recommends proposed donations of artwork to the City of Barrie, and provides advice to City staff on the management and promotion of the City of Barrie public art collection.

The Barrie Public Art Committee promotes awareness and understanding of the importance of high-quality public art and works to educate and engage Barrie residents and visitors alike in this exciting art program. The committee is comprised of 2 City Councilors, local artists, individual with arts expertise and Department of the Creative Economy’s Culture Branch staff.

Chairperson, Ted Handy is the lead architect and principal of Ted Handy and Associates Inc., responsible for the overall direction of each project to its successful realization. Upon completing his education in architecture and environmental studies at the University of Waterloo in 1976, Ted Handy went out to work for the Chandler Kennedy Architectural Group, one of the largest architectural practices in the country. During this time, Ted was an associate partner and senior project administrator. He then moved to the Dover Park Development Corporation Limited, with the position of development manager. These positions provided a detailed background in planning, project development, construction, financing, and operation, which he applies today at Ted Handy and Associates. Ted has designed several award-winning facilities for a diverse group of loyal clientele from municipalities to school boards and commercial to residential.

Vice-Chairperson, Carol-Ann M. Ryan received an Honours B.A. in Art & Art History from the University of Toronto and Sheridan College and an M.A. in Art History from Western University. She works as an art collections manager, educator and writer. Carol-Ann has managed both private and public art collections in the greater Toronto area. She has instructed at Emily Carr University in Vancouver and was an Educator at the Art Gallery of and the Museum of Contemporary Canadian Art in Toronto. In 2011 she co- founded Art Wheelers, bicycle-led guided tours of public art in Vancouver. She has published reviews and articles in Border Crossings, Canadian Art, C Magazine and Magenta Magazine, contributed to catalogues, and produced didactic texts for public galleries in British Columbia and Ontario. Carol-Ann currently resides in Barrie, Ontario where she sits on the Art@RVH Acquisitions Committee and City of Barrie Public Art Committee.

John Bell is the principal of John D Bell Associates Ltd. practicing Landscape Architecture and Urban Design in the City of Barrie since 1988. Having graduated from the University of Guelph in 1983, John returned to Barrie his hometown. He was employed as a Landscape Architect until 1988, when he established his own private practice. John’s professional expertise involves the designing and development of outdoor spaces in the urban environment as well as the private sector. Notable projects include the Alumni Courtyard and the Cenotaph located in the main entry to the College, as well as numerous community and neighbourhood parks throughout Barrie. In addition, John is engaged in developing waterfront properties and country estates for private individuals throughout the Georgian Triangle and the Muskoka area. Current projects include the Urban Design of Meridian Plaza in downtown Barrie, formerly Memorial Square.

Marlene Hilton Moore is a self-educated visual artist who has been a recipient of numerous Public Art Commissions, having been awarded thirteen Commissions over the last dozen years. Her Commissions for the 100th Anniversary of Canadian Forces Base Borden and the Monument to William Berczy in Markham were installed in 2016. Her most current Commission, the WOW Monument, will be installed in Halifax in November 2017. Marlene also exhibits her sculpture, audio-visual installations and photography in solo and group exhibitions throughout Canada. Her work is in the collections of the Canada Council Art Bank, Sir Wilfred Laurier University, Agnes Etherington Art Gallery, the University of Winnipeg and other public and private collections. Marlene Hilton Moore was awarded the City of Barrie’s Excellence in the Arts Award in 2014. She resides in Hillsdale and in 2010 retired from teaching at Georgian College’s School of Design and Visual Arts in Barrie

Mike McCann is a first-term City Councillor representing Ward 10 in southeast Barrie. Mike was born and raised in Barrie, and he is very passionate about his community. Professionally, Mike is an entrepreneur specializing in risk management and new business development. Mike has brought his business skills to many industries from hospitality to alternative energy. An avid tennis player, Mike's personal life is filled with fitness and building companionship with friends. Having traveled through Europe, Africa, and Asia, Mike likes to explore new cultures and relax during his time off.

Barry Ward is a member of since the year 2000. Barry currently chairs the Simcoe Muskoka District Health Unit and the City’s Development Services Committee. He is also a member of several other boards and committees, including the Lake Simcoe Region Conservation Authority and the Barrie Municipal Non-Profit Housing Corporation. Barry is a past member of the boards of the MacLaren Art Centre, the Gryphon Theatre and Downtown Barrie. He is a member of the Kempenfelt Rotary Club and a past president of that service club. A resident of Barrie since 1984, Barry is a former city editor for The Barrie Examiner and bookstore owner. He is currently a freelance writer and an editor for publications across Canada. He and Marg live in Barrie and have two teenage sons. They enjoy reading, skiing, exploring new and familiar places and spending time at the cottage.

Janet Lougheed has been a Barrie resident since 1987. She has volunteered over the years at Maycourt Club, YMCA, MacLaren Art Centre, Talk is Free Theatre, the United Way and more. Janet chaired the fundraising campaign for the new MacLaren Art Centre in 1997, subsequently, she was hired as a fundraising professional by the MacLaren and worked there for 8 years finishing in the position of Director of Development. Following that Janet was Director of Development of the Georgian Bay Land Trust for 10 years. Janet likes adventure and fun of all kinds, she is an avid skier, hiker, walker, and kayaker.

Sean George is an artist, writer, and art educator. He was born in Brooklyn, NY, raised in Trinidad, Los Angeles, Vancouver and Toronto, he presently resides in Barrie, ON. From 1995 – 2010 he worked at

the Vancouver Art Gallery in the Public Programs and Education Department. This afforded him an unprecedented opportunity to access some of the finest contemporary art in Canada. Much of this work inspired and enabled him to construct talks, and workshops for the general public. He has been exhibiting art, from photography to installation since 1996, and now collaborates with various community groups to further their knowledge of contemporary artistic practice. Since 2015 he has been working at the MacLaren Art Centre doing family and youth programming. In 2016 the Ontario Arts Council (OAC) contracted Sean as a Cultural Animator to assist artists, arts organizations and non-arts organizations in applying for community art grants. Sean has received six grants through the OAC to do community art projects, and a residency in New York City.

Susan Green was born in and grew up in Toronto, ON where she attended York University and completed a BA in sociology. She moved to Barrie in 1973 and is married to Marshall Green. They raised 3 children in Barrie all of whom are established in their own careers. They currently have 4 grandchildren. In her personal life, Susan has supported the Maclaren Art Centre as well as many other cultural undertakings in the Barrie community. She is Interested in art and theatre and loves to travel. Susan previously worked briefly for the federal government, and spent 23 years serving as Program Director for Immigrant Services, YMCA Simcoe/ Muskoka. she retired in 2013.

Ex-officio, Ted Fullerton is a practicing artist who works in painting, printmaking and sculpture. Ted is a former professor of Fine Art at Georgian College’s School of Design and Visual Art and was the Coordinator of the Fine Art Program. He is active as a curator of contemporary art and has written critical essays on the work of artists Eric Fischl, Frederick Hagan and Tom La Pierre, among others. A graduate of the Ontario College of Art, Ted has exhibited across Canada, as well as internationally. His works are in private, corporate and public collections, and he has completed several major public art commissions. Ted Fullerton is a member of the Royal Canadian Academy and the recipient of numerous awards, including the City of Barrie’s 2010 award for Excellence in the Arts and the Georgian College Board of Governors 2012 Award of Excellence.
