ADJOURNMENT RECOMMENDATIONS February 16th, 2021 REFER TO: RECOMMENDATION 9. (a) That Marcy Rudyk be appointed to the Environmental Advisory Committee for a first, three-year term, commencing February 17, 2021 and ending February 16, 2024. (b) That the City of Brooks enter into a Memorandum of Understanding with Elemental Energy for the creation of a Community Benefit Fund (CBF) and that the matter of the CBF Committee be referred to the Joint Services Committee for further discussion regarding the parameters that would apply to the formal establishment of the CBF Committee. (c) That the City of Brooks enter into the Regional Assessment Review Board Clerk Agreement with the County of Newell, Town of Bassano, Village of Duchess and Village of Rosemary. (d) That Amy Rommens, Cathy Slaney and Shannon Biette be appointed as Regional Assessment Review Board Clerks for a one-year term, as per the Regional Assessment Review Board Clerk Agreement. (e) That the February 2021 Financial Variance Reports be accepted as information. (f) That the City of Brooks request the Province of Alberta to consider easing COVID-19 restrictions on a regional basis, where warranted. (g) That the COVID-19 Updates and Initiatives and Other Updates be accepted as information. 11. (a) That Bylaw No. 21/05, being a Bylaw of the City of Brooks, in the Province of Alberta, to amend Bylaw 14/12, being the Land Use Bylaw be introduced and read a first time. That Bylaw No. 21/05 be read a second time. That Bylaw No. 21/05 be given three readings at this meeting. That Bylaw No. 21/05, being a Bylaw of the City of Brooks, in the Province of Alberta, to amend Bylaw 14/12, being the Land Use Bylaw be read a third time and adopted. (b) That Bylaw No. 21/06, being a Bylaw of the City of Brooks, in the Province of Alberta, to regulate and control the use of flashing warning lights and stop arms on school buses be introduced and read a first time. - 2 - That Bylaw No. 21/06 be read a second time. That Bylaw No/ 21/06 be given three readings at this meeting. That Bylaw No. 21/06, being a Bylaw of the City of Brooks, in the Province of Alberta, to regulate and control the use of flashing warning lights and stop arms on school buses be introduced and read a third time and adopted. (c) That Bylaw No. 21/07, being a Bylaw in the City of Brooks in the Province of Alberta, to amend Bylaw 14/12, being the Land Use Bylaw be introduced and read a first time. MOTION CARRIED 21/041 MOVED BY COUNCILLOR GERESTEIN that “Bylaw No. 21/04 be read a second time”. MOTION CARRIED 21/042 MOVED BY COUNCILLOR GOODNOUGH that “Bylaw No. 21/04 be given three readings at this meeting”. MOTION CARRIED ADJOURNMENT 21/044 MOVED BY COUNCILLOR NESBITT that “the meeting adjourn at 5:21 p.m.” MOTION CARRIED _________________________________ Mayor _________________________________ Chief Administrative Officer BROOKS RCMP DETACHMENT City of Brooks Report February 2021 The attached statistical report has been generated from the PROS Database (Police Reporting & Occurrence System). Feb 10/21 In January, 2021 Brooks Detachment members responded to 289 municipal calls for service. A total of 17 prisoners were lodged in the Detachment Cells. There were 81 municipal criminal records completed. SIGNIFICANT EVENTS – Miscellaneous calls from January 2021 ‐ January 1, 2021 – A resident called Police to report that he noticed footprints in the snow around his property. Time delay was 20‐30 min.
