CHAPTER 3 SECURING NUCLEAR ARSENALS: A CHINESE CASE STUDY Mark A. Stokes INTRODUCTION Nuclear warhead stockpile security has long been a concern of the major powers. Of particular concern is the potential theft of nuclear warheads and associ- ated materials, or a breakdown in command and con- trol authority over their use during periods of domes- tic instability. Since the inception of its program in the 1950s, the Chinese Communist Party (CCP) has granted nuclear warheads special political signifi- cance. The value of nuclear weapons resides not only in their international deterrent/coercive significance, but also in the domestic power and political legitimacy that a faction enjoys with control over the means of mass destruction. Domestic instability in the People’s Republic of China (PRC) during the initial stages of nuclear warhead production could serve as an illustra- tion of how one nuclear power has absorbed lessons from threats to the security of a warhead stockpile. China’s Great Proletarian Cultural Revolu- tion, which began in 1966 and ended by 1976, is the prominent case in which political instability could have resulted in the loss of control of China’s limited nuclear weapons stockpile. The domestic chaos that characterized this period coincided with a signifi- cant deterioration of relations with the former Soviet Union. Perceived domestic and external threats likely shaped the highly centralized approach to securing the 65 national nuclear warhead stockpile that the Chinese People’s Liberation Army (PLA) continues to employ until today. During the initial stages of China’s program, its system of storage and handling nuclear warheads was relatively integrated with its civilian nuclear research and development (R&D) and production complex. -

Email: [email protected] ABSTRACT Combining with Wu Guanzhong's learning experience, this paper analyzes Chinese oil painting art characteristics in different periods, and the method of integrating traditional Chinese ink and wash painting language with the western modern design language in the aspects such as modelling, colour and composition. Wu Guanzhong successfully used western painting method to show the Oriental artistic conception, and formed unique composition views and forms. With the use of concise and simple colors and free-writing lines, the painter's personal emotions, thoughts and standpoint and deep understanding of life can be expressed. On the basis of in-depth research on the essence, connotation and thought of Chinese and Western art, Wu Guanzhong found the "junction" of the integration of Chinese and Western art. Chinese and Japanese Theoretical Linguistics (CJTL) 第二回中日理論言語学研究会 2005 年 4 月 24 日(日) 14:00~17:30 関西学院大学大阪梅田キャンパス 空間移動表現のタイポロジーと限界性 Christine Lamarre (東京大学言語情報科学専攻) [email protected] 問題提起その1 Talmy (2000:214) は S-言語(satellite-framed language)と V-言語(Verb-framed language)を区別する ときに、前者の satellite が空間移動の経路のほかに、状態変化や実現を表示することを指摘し ている:the correlation between the encoding of the path in a motion event (‘the ball rolled in’) and the encoding of fulfillment in an event of realization (the police hunted the fugitive down’) or the encoding of the changed property in an event of state change (‘the candle blew out’) . これは中国語に関しても簡単にみつける関連性:空間移動の経路を表すいわゆる「方向補語」 は、このような状態変化を表す「派生的用法」を豊富にもっていることがよく知られている (たとえば:Path --- 球滚进去了 / fulfillment -- 把犯人抓起来了 / changed property 他昏过去了) 状態変化といえば、アスペクトのタイプとしては、「限界性」(boundedness)とリンクする。 しかし Talmy が自分の提示するタイポロジーのカギが限界性にあるとは明記していない(読んだ 限りでは)。そタイポロジーが有効であるとすれば、S-言語と V-言語の差を、S-言語の satellite と いう形式の存在にあるのか、あるいはその形式が動詞句限界性というアスペクト特徴を付与する ことがカギなのか?中国語のデータは後者を支持する。 問題提起その2 典型的な VO 言語であるタイ語とちがって、そして典型的な OV 言語である日本語とちがって、 中国語では場所名詞を動詞の前と動詞の後ろという二つの位置に置くことができる。その位置は 複数のパラメータによって決まるが、その一つは情報構造で、フォーカスは後ろという傾向がよ く知られている。動詞後に置かれる用言的要素(方向補語)や「x+場所詞」という体言的要素が 動詞句に限界性を付与する傾向を認めるなら、これは中国語のこのかなり変わっている類型的特 徴の束が整えた環境の中で発展した秩序であるかもしれない。しかし動詞後の位置と限界性を結 びつけるのにいくつか問題がある。標準中国語のほかに、その結びつきがより顕著である地域語 のデータを取り入れて検証する。 まず中国語が空間移動を表すときに用いる素材を紹介した上(I、英文)、II では方向詞がなぜ本 来動作の方向と縁のない「限界性」を帯びるようになるかを考えて、方向補語のいくつかの特徴 を取り上げる。III では、中国語をほかの S-言語と対照させて、S-言語と V-言語の決定的な差はな にかという問題にもどる。 日本語の資料(別紙)は主に中国語の方言データを補充するものである。 11 第二回中日理論言語学研究会 2005 年 4 月 24 日(日) -

Silica and cation geothermometers are applied to predict possible subsurface temperatures using chemical analytical data calibrated by chemical equilibrium calculations with the chemical speciation programme WATCH. In order to further confirm the reliability of the geothermometer temperatures, a great effort is made to study the equilibrium state of thermal waters by means of log Q/K diagram, Na K-Mg triangular diagram and by studying the equilibrium state of some species at the chalcedony and quartz reference temperatures. Finally, the possible subsurface temperatures are predicted in the scattered thermally anomalous areas after a careful consideration of the equilibrium state of all the water samples. The studies of aqueous chemistry in the Guanzhong basin show that the use of geothermometry is conditional. In other words, physical processes like conductive cooling, mixing with cold water and boiling during upflow may affect possible water·rock equilibria in the deep reservoir, and this can result in unreliable temperature predictions. Furthermore, it is very useful to employ different geothermometers and methods for the studies of equilibrium state to check each and to exclude the unreliable samples. -

It focuses on the following question: to what extent should the prevalent bimorphemic (nondeictic + deictic) structure of Chinese directionals be linked to its typological features as a satellite-framed language? We know from other satellite-framed languages such as English, Hungarian, and Russian that this feature is not necessarily directly connected to satellite-framed patterns. -

Dynamics of Disintegration: The Later Han Empire (25-220CE) & Its Northwestern Frontier Abstract As a frontier region of the Qin-Han (221BCE-220CE) empire, the northwest was a new territory to the Chinese realm. Until the Later Han (25-220CE) times, some portions of the northwestern region had only been part of imperial soil for one hundred years. Its coalescence into the Chinese empire was a product of long-term expansion and conquest, which arguably defined the egionr 's military nature. Furthermore, in the harsh natural environment of the region, only tough people could survive, and unsurprisingly, the region fostered vigorous warriors. Mixed culture and multi-ethnicity featured prominently in this highly militarized frontier society, which contrasted sharply with the imperial center that promoted unified cultural values and stood in the way of a greater degree of transregional integration. As this project shows, it was the northwesterners who went through a process of political peripheralization during the Later Han times played a harbinger role of the disintegration of the empire and eventually led to the breakdown of the early imperial system in Chinese history. -
