LAST WORDS . 104 F o r e w o r d The 7th Panchayat General Elections, 2008 for electing the members of the 3 tier Panchayati Raj System of West Bengal is just round the corner. Though being associated with the conduction of Panchayat Elections is altogether a unique experience, being completely different from the Parliamentary and Assembly Elections, yet, this year’s Panchayat Elections is specially different leaving very little time for preparations at various levels of administration, our district being in phase I of the programme. There has been some modification in the instructions issued by the State Election Commission since the last election in 2003 which has necessitated many changes in our arrangements for the conduct of polls. Holding of a smooth Panchayat Election requires a distinctly different outlook & attitude, preparation and methodology as well as strategy and planning. There are thousands of constituencies, seats and also a large no candidates who are into fray. Votes for three tiers are to be caste at 3923 Polling Stations including 751 Auxiliary Polling Stations Preparatory works at various steps require to be considerably decentralized and bringing about an adequate level of uniformity and standardization is thus correspondingly difficult, particularly in a large district like Burdwan. However, the District Administration has pulled out all stops to ensure that the arrangements are made full proof. This has been done through meticulous planning, regular monitoring and above all co-operation and sincere participation of all concerned. This handbook is being brought out to highlight some of the arrangements made for the ensuing election. We hope that a booklet of such nature will be put to use by all the election officials involved at various level and also by the election observers appointed by the State Election Commission helping us in better monitoring and supervision. I would like to place on record my sincere appreciation to Dr. Archana, IAS, ADM (Election), Sri Hindole Dutta, DPRDO, Burdwan, Smt. Sonali Dutta (Ray), W.B.C.S. (Exe), Smt. Soma Shaw W.B.C.S. The western part of the district is industrialised while the eastern side is mainly dependent on agriculture. The district of Burdwan is spread over about 7024 sq. km. with a population of about 69 lakh (2001 census). The district is divided into 6 sub- divisions. These sub-divisions are comprised of 31 Development Blocks (i.e. 31 Panchayat Samities), 9 Municipalities and 2 Municipal Corporations. The CD Blocks are further sub-divided into 277 Gram Panchayats. There are 26 Assembly Segments in this district. These 26 Assembly constituencies are within 6 Parliamentary Constituencies some of which have assembly segments in the neighbouring districts of Hooghly, Bankura, Birbhum and Murshidabad. It includes: ? Adherence to the fixture of election as laid down by the State Election Commission. ? To review the previous election results so as to have an idea of trends of voters, sensitivity etc. ? To know the accurate number of voters and distribution position of EPIC. ? Number of polling booths including auxilliary booths and premises. To check the condition of booths and approach roads through physical verification and to take up the minor repair works as and when necessary. ? Preparing the polling personnel through exhaustive training. ? Assessment of requirement and stock position of polling material and procurement as per need. ? Selection of DC&RC and Counting Venues and erection of temporary structure as per necessity. ? Ensuring full proof communication strategy through establishment of required no. of sector offices in consultation with police and identification of booth specific telephone nos. as far as practicable. ?
