Eligibility to participate in tender :- a) Intending tenderer will produce along with his application, Clearance Certificates of current validity issued by the P.Tax authorities, PAN card and valid 15 digit Goods and Services Taxpayer Identification Number (GSTIN) under GST Act, 2017 to be accompanied in absence of which no tender paper will be issued. All the certificates should be in the name of Agency applied for, otherwise it will not be entertained as valid. b) Permission for submitting tender papers, will be given in addition to the registered Labour Co.-Op. / Engineers’ Co-Op. Societies only on production of (i) Registration certificate (ii) By laws (iii) Last three years audit report (iv) Last AGM copy. c) Validity certificate from the authority concerned for Engineers’ Co-Op. / Labour Co-Op. Societies must be enclosed. d) Permission shall not be issued against any application send by post. Intending tenderer or his representative must produce credentials as per the notice to the authority inviting tender. e) The Application of the intending tenderer who is already working but whose performance is found unsatisfactory and / or Clause – 2 or 3 of tender agreement imposed upon him under any Division within Central Circle, PHE. Dte. will not be entertained. f) The relevant eligible photocopies of document in support to have the desired qualified as stated above duly attested / authenticated by self-attested should be submitted along with the application. g) The notice inviting authority reserves the right not to issue the tender paper to any applicant, if in the opinion of the authority; the applicant fails to fulfill the above requirements. h) The eligibility conditions may be relaxed by the tendering authority, if required. i) Undersigned reserves right to reject all tender/s under compelling situation, if secrecy of tender is hindered and or any unlawful situation takes place. j) Tender paper will be downloaded from departmental website at free of cost. (www.wbphed.gov.in) k) No tender documents will be sold from this office. Mode of deposition of earnest money:- a) Earnest money to accompany the tender shall be in the form of Bank Draft on State Bank Of India or any Nationalised Bank both drawn in favour of the Executive Engineer, Burdwan Division, PHE Dte. Earnest Money should be purchased by the concerned Agency applied for, otherwise, it will be treated as informal. F Last date & time for receiving of application for issue of tender Up to 2.00 P.M. on 19/02/2018 documents. G Date of permission Up to 2.00 P.M. on 20/02/2018 H Date & time upto which tender paper will be issue. From 2.00 p.m. to 4.00 p.m. on 20/02/2018 from the office of the undersigned. Tenderer or J Date & time for opening tender his authorized representative will be allowed to be present during opening of tender. 1 K. Arbitration for any dispute on the work will not be entertained as per rule-19 in part-IV of P.W. Rules, 1987. Clause-25 of WBF 2911/(i)/(ii) may be treated as deleted. L. If any schedule date falls on holiday or office remain close for any unavoidable circumstances next working day will automatically be considered as schedule date. No corrigendum will be issued in this purpose. M. The contractor will be solely responsible for payment of pay and wages of Staff, Mistri & Labourers to be engaged by him as per Minimum Wages Act. The successful tenderer should also furnish certificate as per labour licence act in force before commencement at the work to the tender accepting authority. N. After opening the tenders the undersigned may decide instantaneously to hold bid for lower down the rate than the tendered available lowest rate in the same sitting for which no separate notice will be served (or as the tendering authority feel deem fit). Hence all the participant tenderers are hereby requested to remain present during the opening of the tenders positively. Claim of the participant Tenderers remained absent during bid call will not be entertained at any cost thereafter. Decision of the tendering authority in this regard is final if the available lowest rate (by conducting table bid) seems favourable to the Government. As such presence of each Tenderer at the time of opening and conducting bid of Tender of particular work’s serial of this N.I.T. is compulsory considering urgency towards execution of work. O. Contract documents will consist of :- a) This Notice Inviting Tender (b) W.B.F. No. 2911/(i)/(ii) (c) Schedule (d) Specification (e) Special Condition (f) Drawing. The contractor will remain liable for complying with W.B. Contract (Labour Regulation & Abolition) Rules in force. The tenderer shall quote rates in overall percentage basis : Above / At Par / less on total estimated amount of tender both in WBF 2911/(i)/(ii) & on the last page of schedule of tender all inclusive of taxes & other charges both in figures and in words. The successful tenderer will have to deposit 10% of the tendered amount as security deposit. This will be realized by (a) converting 2 / 2.5% earnest money as security deposit and (b) the balance 8 / 7.5% from progressive bills so that the total security deposit at any stage amounts to 10% of the total value of the work actually done. All other taxes like Income Tax, GSTIN will be deducted as per Government Rule. The contractor, whose tender is accepted shall within seven days of issue of an intimation to that effect by this office obtaining in two sets except original of contract documents as mentioned in clause-3 above on payment of usual charges, shall enter into an agreement on signing those documents under his seal & signature. Failure to perform these formalities within the specified period, will make the tender liable to automatically cancellation and forfeited of earnest money without further correspondence by this office. Before submitting any tender, tenderer shall inspect the site of work and ascertain all information full, about the site condition and availability of water, power, road transport and conveyance etc., which are the governing factors of rates to be quoted in the tender. The acceptance of tender will rest with the accepting authority and does not bind himself to accept the lowest of any tender and reserves the right to reject in part or in full, any or all tenders received or split up the work in different groups without assigning any reason thereof. Indian Geographers Social Implication of Arsenic Pollution in Eastern Barddhaman Mahamaya Laha, Arambagh, Hooghly, West Bengal Abstract Ascending demand for irrigation and non-availability of water from the tail ends of canals together make the use of groundwater irrigation imperative in the blocks along Bhagirathi (Kalna-I, II, Katwa-I, II, Purbasthali-I, II) in district Barddhaman. Overuse of groundwater and consequent depletion of groundwater level has unfortunately invited arsenic pollution in groundwater through oxidation of arseno-pyrites. Arsenic occurs at 15m-60m depth and is often found along the existing or abandoned river course, bils etc. Long continued consumption of arsenic-contaminated drinking water gives rise to arsenicosis, a health hazard which may cause skin lesions to cancer. Victims are mainly undernourished, poor people of remote villages in Purbasthali-I,II blocks deprived of minimum transport, education, medical and marketing facilities. Among them Mandra, Kalyanpur, Phaleya villages are mention-worthy. Once affected by the health hazard, economic condition of a family deteriorates further and sometimes it turns to a social hazard. To the women it’s more pathetic because ugly skin lesion of arsenicosis and declined working capacity make them burden to their families either at their parents’ house or at their in-laws’ house.
