The Hon’ble Minister-In-Charge and Chairman, Burdwan Development Authority took the Chair. He welcomed all the participants present and initiated the discussion. 2 The District Magistrate, Burdwan addressed the House by recalling previous efforts made on the part of the administration to mitigate the traffic congestion problem in the Burdwan town. He drew reference of the various suggestions which were received from various quarters in the last three months for this purpose. He referred to the Burdwan Development Authority’s commitment for getting the two new bus-stands ready at Nawabhat and Alisha and thanked it for the timely response. He drew attention of the House to the comprehensive Burdwan City Development Plan, as prepared by the technical experts of IIT, for the de-congestion of Burdwan town. He mentioned that the present development of the Burdwan town should effectively follow the perspective vision plan of IIT, Khargpur for long term benefit of the people of Burdwan. He also referred to the survey conducted by a District Level Team headed by Addl. District Magistrate (G), Burdwan with representatives from BDA, Traffic Police and RTO. The committee, before finalizing the report, had wide consultation with the stake holders like Bus Associations and Urban Local body. Important recommendations made by the Committee are: i. Operation of Tinkonia Bus Stand will be shifted to Alisha and Nawabhat. ii. Traffic Volunteers will be raised for smooth functioning of the Traffic within the Burdwan Town. iii. Unauthorized Rickshaw plying within the Municipal area shall be driven out in order to avoid heavy traffic congestion in the town. iv. FCI Go-down from Goods Shed Road, Burdwan Railway Station should be shifted to Talit Railway Station. Matter will be taken up at the appropriate level. v. Auto Manual traffic signal at important locations within the town will be installed. vi. Mandela Park will be demolished and will be converted into Passenger’s Waiting Area. vii. New Bus stoppage will be created at the important places within the town. viii. Inter-city bus service will be operated between Alisha and Nababhat. Thereafter, a power point presentation was given by the Executive Officer, BDA which consisted of the Vision 2025, as envisaged by the IIT, Kharagpur with respect to the development potential of the Burdwan town. It appeared from the presentation that the population of Burdwan town and its surrounding will increase by 3 lakh in the near future causing suffocation and near break-down of the existing transport facility of the town unless certain proactive anticipatory measures to release the constraints of traffic congestion are taken up immediately on a priority basis. It also transpired that the increasing trend of transport vehicles in the Burdwan town area has resulted in reduction of speed of movement of vehicles by over 20% over the years, resulting in unusual delay

3 and loss of valuable time as a resource affecting all walks of life. It emanated from the technical report submitted by IIT Kharagpur that the present centrally located bus-stand at Tinkonia is ill-equipped to handle the load capacity of buses from all parameters and needs to be re-located. Parallelly, two separate terminuses are to be designed and constructed on the outskirts of Burdwan to take care of the buses entering into & leaving the Burdwan town. The Executive Officer, BDA explained the schematic plan prepared and executed with respect to the two new bus-stands constructed at Nawabhat & Alisha . Latest pictures showing the readiness of the new bus-stands with civic amenities and passenger facility was also exhibited in the presentation. Lastly, the proposed realignment of buses using the new bus-stands was shown in the presentation. In the new scheme , the Tinkonia Bus-stand is to be closed for operation of buses. Instead the buses entering into the town are to operate from the nearest bus-stand located either at Alisha or Nawabhat. As per the said proposal, all buses of Dakshin Damodar section- Arambagh , Raina, & Eastern G.T. Road -Memari , Borshul, Shaktigarh & are to use the new bus stand at Alisha. On the other hand, buses from the Durgapur - Asansol section, Kalna, Nabadweep section, Katwa, Nadanghat section and Gushkara section are to use the new bus stand at Nawabhat . Proposed routes for the buses are enclosed in Annexure-A & B for Nawabhat and Alisha respectively.

The D.S.P. (Traffic), Burdwan explained to the House the perspective plan of movement of various buses, to & from, the new bus-stands at Alisha & Nawabhat , as per the proposed scheme highlighting the safety considerations made while preparing the said plan.

The Superintendent of Police , Burdwan requested the House to consider the plan as proposed, in accordance with the recommendations of the IIT Kharagpur. He mentioned that the present traffic system in the Burdwan has long reached a stage of oversaturation and is on the verge of collapse at any moment. He also expressed his concern over the rising levels of pollution in the Burdwan town region and stated that certain steps are being taken to address this issue from the end of the police administration. He categorically mentioned that all stakeholders should participate in implementing the Executive plan & decision, in the larger public interest. Thereafter, the District Magistrate invited the floor of the house to deliberate on the subject. A) I.N.C. Sri Lakshmi Nayek supported the proposed shifting of bus-stand. He also stated that certain other relevant measures like taking legal action against plateless rickshaws & unauthorized motor vans, can contribute significantly towards mitigation of the traffic 4 hazards in the Burdwan town region. He suggested traffic signals at Telipukur more and Ullas more. B) C.P.I.(M) Sri Koushik Chakraborty stated that his party supports the motion with respect to the shifting of bus-stand. He mentioned that the survey report of RITES & IIT Kharagpur should be made available for widespread public dissemination & creating necessary awareness. He also stated that administration may explore the option of inviting suggestions from all quarters. He mentioned that bus stand shifting has got delayed despite completion six months back. C) B.J.P. Sri Sandip Nandi stated that his party supports the proposal of bus-stand shifting. He explained his reservations for introduction of new city rides like auto-rickshaws and also drew attention of the House regarding unhealthy competition of buses/mini buses in the Burdwan town .He requested the BDA to repair and widen certain narrow & congested roads in the town . D) A.I.T.C. Sri Khokon Das stated that his party supports the shifting of bus-stand. He stated that the proposed realignment of bus-routes , as proposed , will reduce the congestion in the Burdwan town. He also mentioned that action against un-authorized rickshaws entering into the Burdwan town will definitely help reduce the congestion in the town. E) A.I.F.B. Sri Moloy Mukherjee stated that his party supports the proposal regarding shifting of the bus-stand. He expressed his concern regarding connectivity for people who come to the Hospital in Burdwan town from rural areas. He also mentioned that serious congestion is created by the movement of trucks through the Goods shed road. He also opined that increasing competition among the town service buses is a cause of concern in the Burdwan town area. F) R.S.P. Sri Sankar Mukherjee stated that his party supports the proposal for shifting of the bus-stand in view of the fact that the proposal will definitely hold the Burdwan town in good state especially in the context of future projected population of Burdwan town. He suggested that construction of certain no. of underpasses at various crossings with the G.T. road and flyover at Birhata may be explored . He also emphasized the need to make alternative arrangement to solve the commuter’s problems through city rides and artery roads. He stressed the need for creating public awareness and also review the

5 implementation based on suggestions received after 6 months. He suggested that encroachments from Alamganj / Nutanganj area should be removed. G) C.I.T.U. Sri Tushar Majumder supported the motion regarding the shifting of the bus- stand. However , he expressed his concern with respect to the following:- i) the non- shifting of the Goods shed to the new truck terminus to Talit , ii) problem of loading & unloading of goods at Alamganj , iii) alternative rehabilitation of the hawkers at the Tinkonia Bus-stand, iv) Clarifications is required with respect to introduction of auto- rickshaw services in the Burdwan town region. H) I.N.T.U.C. Sri Abhas Bhattacharyya stated that his Union fully supports the proposed shifting of Bus-stand. However , he also expressed his apprehension that increasing local town service buses may create new congestion in the Burdwan town. He raised the need to address the pollution problem in the Burdwan town by replacement of ageing buses with modern vehicles. I) Representatives of Daily Passengers’ Association. Sri Sukumar Sarkar & Sri Gopal Chandra Thakur stated that they support the proposal for shifting of the bus stand provided no difficulty is faced by the commuters at large both in the town & outside rural belt. J) Representative of Babosayee Suraksha Samity. On behalf of the Babosayee Suraksha Samity, Sri Shirsendu Sadhu welcomed the proposal for shifting of the bus stand and proposals for decongesting the Burdwan town . He committed that his organization will support administrative action against illegal encroachment in the B.C. Road . He also suggested regulation with respect to movement of lorries through the goods shed road for relieving the traffic problem. He submitted that the people should be able to come to the Burdwan town easily even after the shifting of bus-stand for their personal business requirements as usual. K) Memari Bus Malik Samity. Sri Abdul Fattar Koyal, on behalf of the Memari Bus Malik Suraksha Samity, expressed his concern for curtailment of routes of buses with respect to Eastern G.T. road which would arise if the buses were to terminate at the Alisha bus-stand. He suggested that the buses in this route be treated as Town Service.

L) Representative of Bus Association: The representatives of various Bus Associations present during the meeting nominated Sri Sadananda Roy of All Bengal S.T.A. Confederation as their spokesperson.

6 (I) Sri Roy addressed the House by submitting that the Bus Associations are willing for bus stand shifting. However, he raised some issues. He recalled an earlier Notification of 2009 and stated that it appeared to the Bus Associations that the administrative decision taken earlier has been reversed. He mentioned that if the present scheme of alteration of routes of the buses in various sections, as proposed on this day, is enforced, it would lead to financial unavailability for a large no. of buses. He expressed deep concern that if buses on the western G.T. road were made to terminate at the Nawabhat bus-stand it would certainly discourage passengers to avail buses who will instead opt for train service. Sri Roy requested that the Central nature of Tinkonia bus-stand should not be dispensed with. (2)Sri Roy raised the issue that shifting of bus-stand of Tinkonia located in an has been proposed with respect to two new bus-stands at Nawabhat & Alisha, which are located in rural areas. He also submitted that in the proposed scheme of altering the alignment of routes of buses , the character of permits of the operators would change due to the shifting of the bus-stand , which would mandatorily necessitate appropriate endorsement in the individual permits issued by all Transport Authorities. The arrangement may create technical difficulty with respect to permits issued by STA and other RTAs. (3)Sri Roy concluded his submission by putting forward the proposal of movement of all buses through the Burdwan town in a crisscross manner with the condition that no passengers will be lifted in the stoppages in the town and the buses will enter and leave the town via Tinkonia bus-stand. The District Magistrate, Burdwan referred to the above proposal submitted by Sri Sadananda Roy and it was informed that this was not a viable option for the Burdwan town since crisscross movement of the buses through the town would have a multiplier effect in increasing the congestion to an even high level than what is being presently experienced. He requested the Bus –Association to reconsider their proposal in public interest. Hon’ble M.I.C agreed with this suggestion of the District Magistrate , Burdwan.

Sri Kuldip Singh, President B.D.B.A came forward and gave certain suggestions for de-congestion of the town e.g. development of the bridge over canal connecting Dewandighi - Nadanghat road to Gangpur ; construction of a foot – bridge connecting Bhavan to Goods shed Rd. with a connection towards the Railway station; and development of the road from more to Suri road leading to 108 Shib Mandir as an alternative route .

M) I.N.T.T.U.C.

Md. Selim Khan, on behalf of the INTTUC supported the shifting of the bus-stand proposal and he also stated that the loading /unloading of Railway Goods should be shifted to the new terminus at Talit at an early date for ensuring decongestion of the town. He also welcomed the proposals relating to construction of underpasses as a part of the long term planning for decongestion.

The District Magistrate, Burdwan thanked everybody for their active participation and summed up the proceedings of the meeting.

• He mentioned that the political parties have expressed their unanimous support in favour of the proposal for shifting of the bus-stand from Tinkonia to Nawabhat & Alisha. It was noted that the Bus Associations have expressed their willingness to co- operate but have differed on the mode of operation of the buses in the changed circumstance specially with respect to realignment of routes. It was also recorded that the crisscross movement of buses through the G.T. road is unacceptable because it would aggravate the congestion problems in the Burdwan town even further.

• He also mentioned that administration is exploring alternative arrangements for city ride/town service, as suggested by IIT Kharagpur report, so as to ensure that no inconvenience is caused to the public for entering or leaving the Burdwan town region, for any work or medical reasons. He noted that the suggestions given by the House to repair /restore old bridges for alternative road is accepted for follow up action from the end of the administration. He reiterated that adequate precaution will be taken for reinforcing the transport service in the town with city rides in parity with the technical parameters suited to the town. He noted that the suggestions given by the House to repair/restore old bridges for developing alternative roads has considerable merit and are accepted for moving forward the said proposals.

• He also requested the Bus Associations to put forward location for interim halting en route to Nawabhat from Railway Station to Nababhat for buses of Kalna-Katwa route for the benefit of passengers. The District Magistrate acknowledged the concern of the House and accepted the suggestion for putting in place a check on the movement of rickshaws into the town area from surrounding rural & Panchayat areas. It was also decided that a movement against plateless and unauthorized rickshaws would be taken up by the district administration in due course. The District Magistrate

8 clarified that the administration would implement the proposed shifting of bus-stand after maintaining legal formalities. He urged the bus-associations to put forward their suggestion within 7 days in line with the spirit of the meeting.

• The House accepted the above submission of the District Magistrate, Burdwan unanimously.

The Hon’ble M.I.C. thanked everyone for active participation in the meeting and making their valuable suggestions to the House. He drew reference to the expert findings of IIT Kharagpur on the issue of decongestion of Burdwan town and stated that the House, too, has correctly identified the problem area of congestion in the Burdwan town as the section between Burdwan railway station to Birhata. He said that the House has agreed that the shifting of bus stand from Tinkonia to Nawabhat & Alisha was inevitable in view of serious congestion in the town area. In this context, he stated that all opinions, view points and suggestions expressed by the participants have been duly noted. He clearly mentioned that long term public interest of the town should prevail even if it means that some sacrifice will have to be made from various affected stakeholders. He requested the Bus association to review their stand and come up with suggestions within 7 days. He assured that even after shifting of bus-stand from Tinkonia to Nawabhat & Alisha is effected, a constant feedback mechanism will be put in place to understand the genuine problems faced and address the same at the earliest. He drew attention of the House that the Burdwan will soon acquire a unique status as a “Health City” and shifting of bus-stand and decongestion of the town augurs well for the future of the people in this town. He also welcomed creative ideas from all concerned for development and beautification of the Burdwan town.
