La Commissione era stata istituita da Paolo VI, il 19 marzo 1970, con il Motu Proprio Apostolicae Caritatis.2 Quell’organismo ereditava, tra altri, anche i compiti dell’Ufficio Migrazione, stabilito in duplice sezione presso la Segreteria di Stato, nel 1946, e l’Uffi- cio del Delegato per le opere d’emigrazione, creato dalla Costituzione Apostolica Exsul Familia, del primo agosto 1952.3 Questo, a sua volta, aveva preso il posto dell’Ufficio del Prelato per l’emigrazione italiana, costituito con una Notificazione della Concistoriale del 23 Ottobre 1920,4 sotto il pontificato di Benedetto XV. Prima ancora, San Pio X aveva creato presso la Concistoriale l’Ufficio Speciale per l’Emigrazione con il Motu Proprio Cum Omnes Catholicos, del 5 Agosto 1912.5 Ma l’intuizione di istituire un organismo unitario e centrale per l’assistenza ai migranti di ogni nazionalità risale al Beato Vescovo Giovanni Battista Scalabrini. Egli ne espose il progetto a San Pio X in una lettera del 22 luglio 1904 e, più dettagliatamente, in un memoriale del 4 maggio 1905.6 Nell’arco di questa appassionante storia, la Rivista “On the Move. Migrazioni e turismo” uscì con il suo primo numero nel mese di settembre 1971 e mantenne tale tito- lo fino al numero 47. There are two paths, which overlap and overlay one another: a person is never alone when travelling – alongside migrants are those they left behind at home and those they meet. Migrants are represented by a family seen from behind, which has the characteristics of complete normality because, in essence, migration is deeply rooted in the historical fabric of humanity and cannot be ignored. The family casts a shadow on the road: a symbol of their future, which they see and tread upon at the same time, as it is always in the making. We really never have left nor have we arrived definitely (“I came back the place / where I have never been. / Nothing, how it was, has changed” – G. Caproni, Ritorno). In the background, we see the

    NRVC chose to take a closer look at our future, challenges, and hopes... Dear Friend of NRVC, In preparation for the 2008 presidential election, Americans around the country examined their values and priorities, and compared them with those of our two presidential candidates, so that they would be well-informed about the country’s present challenges and their own hopes for the country’s future. In a similar fashion, last year NRVC chose to take a closer look at our future, our challenges and our hopes so that we can be well- informed about what lies ahead. Our first priority was to launch a major study on vocations to religious life, in collaboration with the Center for Applied Research in the Apostolate (CARA), which we did in the fall. When the results are finally released later this year, the “best practices” gleaned from this study will serve as a guide for religious insti- tutes to develop their future, vocation strategies. Complementing this project, the annual VISION survey from VocationMatch.com in- dicates a rise in the number of inquiries to religious life for the third year in a row—another hopeful sign for our future! Our Executive Board is also looking to secure the future of NRVC by identifying our major priorities for the coming three years as our previous strategic plan will be completed in 2010. The need, the energy, and the passion to promote new membership in religious life are there. I felt it in Louisville, KY, where approximately 450 vocation ministers processed through the downtown streets raising vocation awareness.

The Global Common Good: Towards a More Inclusive Economy “No” to an economy of exclusion […] Human beings are themselves considered consumer goods to be used and then discarded. We have created a “throw away” culture which is now spreading. It is no longer simply about exploitation and oppression, but something new. Exclusion ultimately has to do with what it means to be a part of the society in which we live; those excluded are no longer society’s underside or its fringes or its disenfranchised – they are no longer even a part of it. The excluded are not the “exploited” but the outcast, the “leftovers”. In this context, some people continue to defend trickle-down theories which assume that economic growth, encouraged by a free market, will inevitably succeed in bringing about greater justice and inclusiveness in the world. This opinion, which has never been confirmed by the facts, expresses a crude and naïve trust in the goodness of those wielding economic power and in the sacralized workings of the prevailing economic system. Meanwhile, the excluded are still waiting. To sustain a lifestyle which excludes others, or to sustain enthusiasm for that selfish ideal, a globalization of indifference has developed. Almost without being aware of it, we end up being incapable of feeling compassion at the outcry of the poor, weeping for other people’s pain, and feeling a need to help them, as though all this were someone else’s responsibility and not our own.

    Vatican’s first woman undersecretary discusses her first year on the job, Advent and the pandemic Last January, Pope Francis appointed Dr. Francesca Di Giovanni as undersecretary for the multilateral sector of the Vatican Secretariat of State’s Section for Relations with States, making her the first woman to hold a managerial role in the Secretariat of State. As she nears the anniversary of her appointment, Our Sunday Visitor spoke with Di Giovanni earlier this month in an exclusive interview, during which she offered the following reflection, saying it inspires her to remember how God is among us all the year, not only at Christmas. She said: “The gift that God gives us by becoming a child is something that always amazes me, moves me. It is an immense gift, and receiving this gift prompts me to live in a way that God can always be among us. It is wonderful that God wanted to be born into a family — a normal family, but in which God was present.” With the highest diplomatic role ever entrusted to a woman at the Vatican, the accomplished 67-year-old Palermo native’s position concerns the relations of the Holy See with international, governmental and intergovernmental organizations, and with the system of various treaties that the states adopt from time to time on the various issues that require an international commitment. “We work toward the common good of nations,” she said, “which can be human rights, development, environmental protection, the status of women” among others. In the interview, she discusses how she’s been welcomed during first year in her new role, including warmhearted joking from Pope Francis, and what her appointment means for the very gradual, but always greater role of women in the small sovereign state, as well as her faith.

Flaminia Giovanelli Undersecretary Pontifical Council for Justice and Peace First of all, I would like to thank, in a special way, Cardinal Dziwisz and His Excellency Msgr. Pieronek for having invited me to participate in this important annual meeting of the Conference on “The Role of the Catholic Church in the process of European integration” and to speak on a European theme, in the town whose Pastor was Saint John Paul II for so many years. These two facts lead me back in time: the first one, to more than fifty years ago when I lived in Brussels and attended the European School there; and, the second, to the years of the pontificate of our Saint Pope, who was elected when I was in my fourth year of service in the then Pontifical Commission Iustitia et Pax. The proposed topic—that is, a reflection on the social market—also evokes the past, a much more distant one, because the structure of the social market economy is rooted, as we well know, in a period of history that even preceded World War I. Now, in these days that event is commemorated in various parts of Europe. Precisely for this reason, before trying to answer the question that is the title of my lecture: “The Social Market Economy: An Answer to the Crisis?”, I will attempt to respond to another question: does it still makes sense to think today in terms of this model of economic development?
