Minutes of a meeting of Town Council Planning Committee held in the Council Offices, The Old Convent, Ottery St Mary on Tuesday 3rd February 2015 at 7pm

Present: Chairman: Councillor Carter. Councillors: Dobson, Holmes, Thurgood, Pang (7.15pm) and Bartlett. Together with the Deputy Clerk.

1. P/15/02/01 To receive Apologies Apologies were received from Councillors Watmore, Talbot, Hansford, L Harding, Mitchell, Bailey and Pratt

2. P/15/02/02 To receive Declarations of Interest and requests for new Disclosable Pecuniary Interest (DPI) Dispensations for items on the Agenda The Planning Committee –Councillors Dobson, Holmes, Carter, Bartlett, Pang, and Thurgood declared a Personal Interest in Application 15/0169/ADV as the council uses the services of the agent as a handyman. The Council also owns the field.

3. P/15/02/03 Reports, Correspondence and Items referred to the Committee East Memo regarding a Tree Preservation Order 15/0007/TPO – Land at or adjacent to properties known as Highlands and Byeways, West Hill Lane, West Hill, Ottery St Mary. Duly noted. P/15/02/04 notification of the agenda for the Development Management Committee Tuesday 10th February at 2pm. Noted. P/15/02/05 Application for information – 14/3025/CPL Woodhayes, Brackendown, West Hill, EX11 1NT. Noted. P/15/02/06 Correspondence from Simon Steele-Perkins –Waddeton Park Ltd, updating the Council following the closure of Gerway Nurseries for the redevelopment of the site for 46 dwellings. P/15/02/07 Email correspondence between Councillor Dobson and James Brown concerning a footpath along Strawberry Lane relative to the Island Farm application. It is hoped

Negotiations can take place with the land owner regarding Footpath 4 along Strawberry Lane. P/15/02/08 Planning Application for an Adjoining Parish - 15/0165/FUL – East Devon Carriage Driving School, Putts Corner, Sidbury, . Duly noted. P/15/02/09 Proposal from Devon County Council for Speed Cushions – West Hill Road, West Hill, Ottery St Mary, Proposal to construct three pairs of Speed Cushions. Councillor Holmes will respond. P/15/02/10 Correspondence from Mark Williams, Chief Executive EDDC in response to our letter concerning publication of pre-application advice. It was agreed the Deputy Clerk will contact Central Planning relative to sight of any Pre Application advice given by EDDC and also confirm those applications having no advice given is accurate. This will be trialled for 3 months.

P/15/02/13 6. To Receive Councillors’ questions relating to Planning Matters Councillor Pang raised her concerns about foliage on the access to Daiseymount coming from to Ottery St Mary. This is causing an obstruction to motorists. The Deputy Clerk will contact Highways.
