President’s Report

2013 saw a new Executive Committee appointed to steer the EFLUA as they continue to represent the interests of one of the largest groupS of participants in the Eastern Football League.

I found my first year as your President one of challenge and achievement, and I see no reason for 2014 to be any different. As a committee we believe we have a strong platform on which to build and look forward to continued success this year.

The year was scattered with highlights everywhere you looked and for me they are, in no particular order:  Record high membership numbers  The pre-season boot camp was a highlight, yet it did leave us with a few unfortunate injuries. The interaction and effort of all umpires in activities that were largely foreign to umpires was outstanding and stood us in good stead for the year.  The camaraderie of the entire umpiring group, celebrating in each other achievement and continually supporting each other on and off the field  Record attendance at several social functions, as well as some new and creative events and a spectacular finale at the Grand Final Appointments Dinner with almost 200 people in attendance  A great active, supportive and responsive committee, with particular note of the leadership of the Executive who were all new to the role, with the exception of Charles May who selflessly guided and mentored us during the year  The introduction of new processes in relation to financial management providing transparency of financial transactions, available to all members on a regular monthly basis  The strength of our relationship with all areas of the EFL administration  The growth in our relationship with FIDA and the Ringwood Spiders, our local all abilities team. We look forward to enhancing that relationship further in 2014.  Initiated the creation of an EFLUA Hall of Fame, with inaugural inductees and Legend to be considered  Seeing Katrina Stopinski become our first ever female field umpire to officiate in a Senior Division 1 game.  The inaugural Umpire’s Triathlon, raising over $2500 for the White Ribbon Foundation  The introduction of chef prepared meals after training and meetings on a Wednesday night. Thank you to James and his father for the preparation, service and clean up. It was great to see Trevor Fyander out and about socialising with his peers after countless years on the other side of the counter  The wind up of the Springfield Sporting Group and the corresponding enhancement of our relationship with the Croydon Rangers Gridiron Club

With all of the highlights, you could be excused for thinking that we are now going to sit back and let this happen. Nothing could be further from the truth. Some of the challenges we are facing this season are:  The new structure at the offices of the EFL, with a new CEO and Football Operations Manager. We offer our congratulations to Phil Murton and Matthew Bishop on their respective appointments and we look forward to developing strong relationships to complement those we have now.

 Darren Goldspink joining us as the new Head of Umpiring. We see this as a positive appointment and look forward to reaping the benefits of Darren’s extensive experience and knowledge. We wish Darren all the best as he makes the transition from SEJ.  Further increasing membership numbers with a focus on introducing more juniors to the association  Building on each of the highlights of 2013 to ensure we maintain a vibrant and positive culture where everyone is comfortable in an environment that promotes and encourages achievement  Introduce greater accountability and responsibility on all members of the committee, primarily through task and activity assignment  Streamline the appointment of Tribunal Advocates ensuring that all hearings have an appropriately trained Advocate appointed  Promote and guide greater interaction and activity between the senior group and our junior umpires who are our future

So, as you can see much has been done, and there is so much more we are excited about.

In closing, I would like to acknowledge and thank a number of people.

Firstly, to outgoing CEO Rob Sharpe, thank you for your unwavering support of umpires and umpiring; we had our moments but we always had the best interests of the game at heart.

Michael Vozzo was an outstanding appointment as the Head of Umpiring, straight out of the AFL. We learned much from him and I am sure he also learned from us. I worked well with Michael and we understood each other well and I feel we grew together.

To all of the committee, thank you for all that you did and particularly for the passion you show for your umpiring group. I do not want to single anyone out, however it would be remiss of me not to acknowledge on behalf of all members the outstanding contribution made to the association by Charles May. As mentioned earlier, his guidance was very much appreciated and we wish him well in his ‘retirement’. Thanks Charlie.

A challenging job is that of the Tribunal Advocate. Thank you to all those that shouldered this responsibility last year, with particular thanks for the coordination effort by Greg Alford.

To Mark Freeman, Kirra Miriklis and the team at EFL House, thank you for supporting us and working with us; we get the job done and almost always have fun doing it.

Finally to my members, our members. Thank you for making umpiring the fantastic experience that it is in the Eastern Football League. The support and encouragement, the sledging and joking, the commitment and dedication all combine to form a high performing umpire group that it is a privilege to be a part of and an honour to lead.

EFL Chief Executive Officer’s Message

2013 was a watershed year for football in the East of Melbourne, with the list of achievements unlikely to be repeated. Hawthorn winning the AFL Premiership, the Box Hill Hawks winning the VFL and their development team losing the grand final in overtime, the winning the TAC Cup with Tom Boyd going #1 in the AFL draft, former EFL umpire Michael Apeness being drafted and their captain and former FTG junior Ben Cavarra sharing the Liston Medal, significant Eastern representation in the Victorian under 16 and under 18 representative teams, and three of the four EFL junior interleague teams winning the Vic Metro Grand Finals.

At the same time the Eastern Football League continues to provide a wonderful environment for in excess of 11,500 players each week from under 8’s to Veterans to play the great game of Australian Rules football.

A critical part in all this is the role umpires play in ensuring all games are played in the right spirit and the rules of the game are managed in the correct manner. The EFL takes great pride having independent field umpires appointed to all games, and providing a training environment that allows all umpires to develop themselves physically, mentally and in their knowledge of the rules of the game, to umpire the best they possibly can and to achieve their individual goals as an umpire.

As 2013 concluded, Michael Vozzo announced he had accepted an offer to join the AFL as an assistant to Head Umpires Coach Hayden Kennedy. In his two years with the EFL, Michael has used his experience as an umpire and knowledge of the game to continue to grow and develop the EFL umpiring group. His passion for umpiring and his understanding of the important role the game plays at community level was evident throughout his time with us.

While it is always disappointing to lose people of high quality, I’m sure I speak for all involved in the EFL in thanking him for his efforts over the past two years and wish Michael, Vicki and the kids all the best in the future.

The search for Michael’s replacement was quite extensive, culminating in the appointment of Darren Goldspink. Darren has demonstrated the ability to be innovative in coaching and managing umpires in his time at South East Juniors, and his umpiring record and experience, combined with his understanding of the challenges involved in managing and coaching umpiring at local level, made him an ideal choice for our umpiring group. We have full confidence that Darren with further develop and improve on the work of not only Michael, but his earlier predecessors.

For a number of years now the EFL has worked closely with the EFLUA to help foster an environment of professionalism, development and teamwork within the umpiring fraternity. New President Lou Tabacchiera and his executive worked hard in 2013 in creating a number of new initiatives that helped create a wonderful sense of camaraderie amongst the umpiring group. We thank them for their contribution and look forward to working with them throughout 2014 to continue to create the best possible environment for all umpires in the EFL to achieve their goals.

Treasurer’s Report

2013 was a year of new beginnings for the EFLUA as four out of the five Executive positions changed hands and we made significant achievements in the EFLUA for the benefit of our members.

Priority one, as boring as it sounds, was Financial Management and Prudence; after all we are only the stewards of the EFLUA’s resources, they belong to all members. I can assure you that every financial decision that was made this year was made with our members in mind and with every purchase we asked ourselves a very simple question: how will this benefit our members? To that end we implemented the following:

 All expenses must be signed off by any two members of the Executive, providing certainty and transparency.  Though some members got sick of hearing it every month, we made a point of reporting the state of the association’s finances every month, and displaying it on the notice board.  A focus on providing a social outlet for all members, including juniors, and promoting social inclusion. Anecdotally, many people commented that more and more people were staying back in the rooms after training and meetings on a Wednesday night, and the figures support this theory: 2013 saw a 68% increase in bar takings. This was partially offset by a reduction in food sales, as we handed over control of the kitchen to Jimmy – all in all we are confident it was the right decision.  We emphasise that we are run on a not-for-profit basis, meaning we’re run by members, for members. We know that we must run our services at the lowest possible cost to members, and ensure that whatever profits we do make are returned to members in another manner. In 2013 this meant that we ran the Chinese Dinner night and had more people attend than any other night in memory, as well as the always popular Grand Final Appointments Night, at significant loss to provide the maximum value to members.

Though we did not increase the membership levy from 2012, 2013 saw a 14% in membership dues based entirely on more people electing to join the EFLUA. We are pleased to announce that the membership levy will remain frozen for the third consecutive year, and we ask for your continued support in 2014.

Social Secretary’s Report

With a changing of the guard for the Social Secretary position this year I knew I had big shoes to fill after replacing the long standing, long suffering John Adams. Hence the need for my right hand lady, Katrina Stopinski – the mastermind behind many of the social ideas for the 2013 year.

The season kicked off with our Social Launch and although numbers took off slower than a Sean Clarke 100mtr sprint, the members who did come had a great night with plenty of entertainment highlighted by live band Three’s A Crowd.

This snowballed into our Mexican Fiesta where many stayed back on after a Wednesday night track session for some of Jimmy’s finest Mexican cuisine, a chilli eating competition and of course a piñata. Congratulations to Nick McDonald and Ashley Hawkes who were both able to finish a spicy chilli and to Will Caldwell for winning best dressed Mexican… arriba!

Another event which was even more exciting than a Jonny Karalis street talk interview was the Sandown Races. A bus load of whistle blowers and flag wavers made their way over to watch Cameron Fruzyinski run some laps of the dust bowl. The EFLUA was almost able to get up for the win on the quaddie – if only we had picked 4 more winners. A couple of valuable lessons were learnt on the day. 1) As professional sports betters we make excellent umpires and 2) always go for red dog.

By midway through the season, it was time for a big event. As usual, everyone was getting excited for the Annual Chinese dinner. The Dragon Boat Knox was packed with more umpires than yellow cards in a match umpired by Paul Manolitsas. Everyone was itching to have some beverages and tuck into a delicious Chinese banquet. “I was itching to have some beverages and tuck into a delicious Chinese banquet” Michael Vozzo was quoted saying. The night had it all from surprise birthdays to prawn toast and will definitely be a stayer on our events calendar with the overwhelmingly positive response from our members and guests.

The final event for the year was our Grand Final appointments night. Once again the Karralyka centre put on a good show with over 195 people turning up. It was great to see many old and new faces, with the most noticeable inclusion being the second bar erected at the front of the room. The night wouldn’t have been complete without our MC Tim Phillips who also choreographed the grand final revue, which provided much entertainment for all.

As the year came to a close, it was great to see umpires still supporting our number ones at the Division One Grand Final after match at the Springfield rooms. There is an exciting buzz as we move into 2014, a variety of fun events for everyone to come and be social with their fellow umpires. Taking over the reins will be Katrina Stopinski in a Julia Gillard-Kevin Rudd type handover (just kidding). Katrina will continue on with the positive changes made in 2013. We look forward to seeing you all at the social events this year.

Report from (2013) Head of Umpiring

It is with great pleasure that I complete my second annual report for the EFLUA.

In 2012 we set a strong tone by rewarding umpires who displayed great work ethic and commitment to training on top of their own on field form. Our umpiring fraternity embraced this and in 2013 we had an increase of approximately 10% in training attendance. It was great to see on most Wednesday nights the rooms crammed with up to 170 umpires.

During 2013 our umpiring numbers swelled from 435 in 2012 to 475. For the first time we supplied boundary umpires to Division 2 Reserve football throughout the home and away season and double up games were a rarity in comparison to years before. Strong numbers and an increase in standards and ethics meant appointing umpires to finals was extremely difficult.

The support received from the entire EFL staff again made my job far easier with particular reference to retiring CEO Rob Sharpe, who’s passion for umpiring in the EFL is unquestionable….in fact many other competitions throughout Australia are emulating what we do here at the EFL which mostly can be attributable to Rob and his foresight.

To your Association President, Lou Tabacchiera, thanks for your assistance and support this year and congratulations to you and your committee on the way you went about working for your members. The introduction of big meals on Wednesday nights created a great buzz amongst all umpires and the social functions worked well. Tim Phillips’ co-ordination and presentation of the Grand Final Appointments Night was again a major highlight and most enjoyable.

I again was extremely pleased with the level of dedication from the majority of our umpires considering training was mostly well attended. Mal Cree coordinated a well detailed and organised fitness program which saw an increase in fitness levels of most umpires and some significant weight lost by some individuals (well done).

I was extremely pleased to have the goal umpires move their training to Fred Geale oval and mostly participate in the warm up. Next year and beyond, we must have 100% commitment to this to ensure further improvement and unity.

On field, our umpiring standards and consistency were again of high quality which included the entire finals series. I again sincerely thank and acknowledge the work of our observers and on field mentors who have assisted in ensuring the development of entire umpiring group. Congratulations to Cameron Fruzysnki for an outstanding year by being awarded the Field Umpire of the Year and Golden Whistle.

I must acknowledge Bruce Onken who was again of great assistance and encouragement to me and I thoroughly enjoyed our interaction throughout the season. Thanks Bruce.

At the beginning of the season, Lachlan Hare was thrown into the deep end and appointed as our Boundary Umpire coach. I thought he did an outstanding job in his first season when you consider their record numbers both on and off the track. I thought the development of the group was very evident when you consider some of the outstanding prospects establishing themselves within the group eg. Nicholas Dore, Brodie Eccles, Jesse Hayward etc. Lachlan and Development Coach, Chris Powney must be credited for this. Congratulations to Matthew Laaksonen for being awarded Boundary Umpire of the Year.

Garry Baumgarten again led our Goal Umpires extremely well. His enthusiasm for ensuring goal umpires perform at their optimum week in week out is none more evident throughout the finals as he rides every single scoring decision with gusto…..it’s quite amusing at times!! In all seriousness though, EFL goal umpires are among the best coached goalies in the country. Congratulations to David Parker for being awarded Goal Umpire of the Year.

Jack Murfett, Matt Brereton and Gerard Bolton again did an outstanding job coaching our 260 junior umpires. In what can be a very frustrating job at times, their commitment to junior umpiring and the development of these umpires is none more evident when you consider those umpires who have progressed to officiate in senior football most recently. Some of these young umpires will no doubt umpire beyond the EFL, of which Jack, Matt and Gerard must take great credit (as should assistant coaches David Parker and Jarrod Reid and all other junior observers). Congratulations to Nicholas Jancovskis for being awarded Junior Umpire of the Year.

Thanks again to Trevor Finch for his continual involvement in efficiently managing Vets and Ringwood Spiders appointments and also in managing Work Cover claims.

As in the past, we continued to focus on the development of our list of promising umpires. Such programs as the Rookie Squad, Summer Academy and VFL Transition Program enable umpires to gain further coaching in all aspects of umpiring. We wish the eight umpire’s trialing with the VFL during the 2014 pre-season all the best.

But the success of our two school based academies proved to be our most significant umpire development achievement this past year. Around 32 students from Aquinas (coached by Luke McIlroy) and Mt Lilydale Colleges (coached by Jacob Carroll) undertook umpire training and coaching at school after hours and then officiated on the weekend. We hope to continue our relationship with both schools in the future and are already talking to another college for similar prospects in 2014.

Junior Umpire’s Coaches Report

2013 has definitely been another great year for junior umpiring in the Eastern Football League, and we are pleased that we are continuing to move in the right direction with this group. Our second year as coaches was another learning experience for the three of us. We had learnt a lot in our first year and built on the improvements made by the group in 2012. Our responsibility grew as the as the ever expanding junior competition grew once again not only in terms of players competing but also an increase in our junior umpire numbers.

This year we introduced 95 new umpires to junior umpiring with the EFL, which is a wonderful endorsement for the league and its reach in the eastern suburbs and recruitment of umpires. With the large influx of umpires in the last two years, we have been able to develop a strong core group of umpires in the non- competitive age groups. As they progress, we will have an even stronger group of umpires throughout the whole junior competition, which will mean a reduction in the number of umpires officiating in back-to-back games.

This year, the introduction of 5 compulsory training sessions has resulted in excellent attendance for those training sessions. Where in previous years, training as a junior umpire may not have had a major bearing on finals appointments, this year it absolutely has. Training attendance, along with match day performance, finals performance, professionalism, reliability, and availability during the year have been the 6 main parts of the umpiring package we assessed for each umpire on our 270 strong list. We plan to continue with this strategy in 2014.

Congratulations to all umpires of a fine season of junior umpiring. We often received positive compliments on your performances, many of which were passed on, but the high level of performance across the majority of our group is part of what makes this roles so rewarding. We would especially like to congratulate Nick Jankovskis on being awarded EFL Junior Umpire of the Year, and Dylan Fulton for receiving the Don McBain Junior Umpire award. Both of these awards are highly prestigious, and our decisions reward exemplary years from both of these fine gentlemen.

Congratulations to the umpires selected to umpire interleague matches during the year: Sam Leonard, Brenton Dickson, Brett Cosgriff, Dylan Fulton, Sam Newell, Dominic Nahon, Callum Thornton, Jake Ridsdale, Nick Jankovskis and Aaron Goldie. These appointments were a great reward for your excellent season, and each of you represented the EFL in terrific fashion. Special congratulations also to Dominic Nahon and Sam Leonard who umpired the AFL Victoria Youth Girls Interleague Grand Final.

Our special congratulations should also go to Nathan McDonald and Zac Gemenis, for being appointed umpire in the top age junior grand final, this year being the U17A match between Lilydale and Knox. This is a terrific achievement that they both have worked very hard for, and earned every bit of. We would hope that their work ethic, and resultant reward for effort and performance can provide 15 | P a g e motivation for all young umpires, both did a great job on the day, and should both be very proud, as their coaches are. To the wonderful taxi drivers, support staff, trainers, uniform washers, bag packers and breakfast makers that are the umpires’ parents – without your support of your kids in their umpiring venture, we wouldn’t have at least half of our list, so we appreciate your support of your sons and daughters.

To our support team, namely, Graeme Bushby, John Adams, Paul Manolitsas, Katrina Stopinski thank you all for observing every weekend, providing feedback, and helping with coaching when required. Your dedication to improving junior umpiring is appreciated by not just us as coaches but the entire EFL community.

Thank you also to our right hand men, Assistant Coaches David Parker and Jarrod Reid who on many occasions went beyond the call of duty to assist us with managing appointments, along with their coaching responsibilities. We don’t know how we would have got this far without your support and motivation.

We thank the Head of Umpiring Michael Vozzo, who continued to guide us in our roles and provide assistance whenever need. Thanks to Lou Tabacchiera and the EFLUA Executive and Committee for their continued support of junior umpiring this year.

We thank the EFL and all of its administrators and support staff, particularly outgoing CEO Rob Sharpe for his great support of umpiring in the EFL; Commercial Manager Mark Freeman who does a great job behind the scenes; Football Operations manager Phil Murton for his assistance week to week; Junior Football Manager Rod Cordwell for his continued support; and Junior Chairman Leon Bailey and the junior Committee for their ongoing support of umpires each Sunday.

Finally, the three of us would like to acknowledge the support of our families, partners and peers throughout the year for putting up with the late nights, early mornings and phone calls at all times of day and night. These challenges could not have been faced alone and so our heartfelt thanks go out to you for all your patience and support throughout the season.

Boundary Umpires Report

What a season! Especially on the boundary! The boundary umpiring group, comprising of almost 120 umpires of varying ages, was at a quality that far surpassed expectations.

Every single member of the group this year has had the determination and drive that coaches wish for. I gave the group a challenge and the start of the year which was too make my life easy during the regular season and then make it tough for me to pick umpires for finals and they achieved this. The competition for spots in finals was competitive all the way up to the night of the Grand Final Presentation Dinner.

From our group, we had around 15 umpires this year run their first 1st Division seniors game including three first year umpires and many more ran their first Senior Games this season and every single umpire that I saw throughout the season impressed with the way they conducted themselves both on and off the field.

Last year, all the Under 19 Grand Final appointments, bar one, were run by first year umpires who throughout the season impressed and conducted themselves at a quality that far exceeds their umpiring experience. Their appointments were thoroughly deserved and many comments were passed throughout the season on the quality of the first year umpires in the group.

Every umpiring group has characters and last season we had to say farewell to one of those characters from the boundary. Stephen DeWitt informed late in the season that he wasn’t returning next season and he thanked me for the opportunity to umpire in the EFL and I offered him a Vets grand final to finish his EFL career but being the wonderful person that he is, he declined and encouraged me to give it two umpires to encourage them to come back next year so thank you for everything Steve, you and your wonderful attitude and quirks will leave a hole in our group that will be really tough to fill.

I’d like to thank Michael and my fellow coaches (Garry, Vic, Greg, Gerard, Jack and Matt) who have supported me and encouraged me all season long thank you.

Thank you to Chris Powney, honestly I would have been lost without you as a 2IC, always having my back and helping me organise events.

To the leadership group of Matt Laaksonen, Dave Owen, Jason Espenherio, Claire Moyle and Kim Smith, your help all throughout the season has been wonderful.

Goal Umpires Report

This season, positives certainly outweighed negatives. Opportunities for umpires to stand up and take a forward step was there for the taking and I’m pleased to say, that several umpires have shown the commitment and the willingness to improve their fitness and skill levels hence their Final appointments which in turn also created advancements to higher grades throughout the season. My congratulations to every umpire that was appointed to Finals and Grand Finals.

I would like to take this opportunity to thank the following people – without their assistance, my job would be far more difficult: EFL Mark Freeman and Michael Vozzo Leadership Group Greg Alford, Peter Baldry, Andrew Wastie and David Parker. Observers Vic Parker and Chris Jones.

And, most importantly, my umpiring group who have excelled this season despite numbers being down. Your commitment to me and the EFL was certainly appreciated especially when I required double ups every weekend in 1st Division.

Umpires selected for the VFL (Season 2014) I am pleased to announce to you all that Peter Baldry and Zac Gemenis have been selected to trial* for the VFL .On behalf of the entire goal umpiring group, we wish them every success for their future goal umpiring career with the VFL.

SEASON 2014 My objectives for season 2014 are as follows:- 1. Increase umpires list 2. Increase training numbers 3. Review skills/training via the Leadership group and observers 4. Maintain the commitment of umpires 5. New umpires added to be given specialist training by Vic, Chris, David Latchford and myself.

Training will officially commence on Wednesday 12th February 2014 @ 5.30pm.

Search for Our History 2013

During the past 12 months our quest to obtain the past information about our Association has continued, BUT we still have a long way to go before we reach our goal.

It has been amazing that from time to time how we get information about our past Umpires. Once I have this information, it is followed up and the person is contacted.

This year our President, Lou Tabacchiera, instigated the EFLUA Hall of Fame, and after a couple of meetings it was obvious that we know who our Life Members are , but our records do not indicate how or why these members were granted the Honour of Life membership.

So as to obtain an answer to this question a questionnaire was sent to fifty of the fifty two Life Members to obtain the required information, so that in future years so that they may be considered worthy of being elevated to this prestigious position. This information will be given to future Committees appointing future recipients into the Hall of Fame.

During the past year, Goal Umpire Ray Farrugia collated all the lists of the umpires who have with the E.D.F.L. and now the E.F.L. since we started in 1969, into one complete list. This list contains the names of 3,350 consisting of Field, Boundary and Goal umpires and I believe there are a considerable number umpires not accounted for.

While my search is still ongoing, I am still to locate the following Past Presidents, Secretary, Treasurers and a Social Secretary:-
