Election of Chair of Council RESOLVED that Councillor Madeliene Long be elected Chair of Council for the municipal year 20 10/ 11 . Councillor Long in the Chair 2. Appointment of Vice -Chair of Council RESOLVED that Councillor Michael Harris be elected as Vice -Chair of Council for the municipal year 20 10 /11 . 3. Election of Mayor RESOLVED that the report concerning the election of Sir Steve Bullock as Mayor be noted. 4. Election of Councillors RESOL VED that the report detailing the election of 54 Councillors be noted. 5. Minutes - 1 March 20 10 RESOLVED that t he Minutes of the meeting of the Council held on 1 March 20 10 be approved and signed as a true record. 6. Announcements or Communications Members received a written report concerning the death of Honorary Freeman Les Eytle on March 8 2010 . Tributes were paid to him by the Chair, the Mayor, Councillor Hall, Councillor Fletcher and Councillor Britton. The Chair reported the death of Joseph ine Folorunso , the wife of Councillor Folorunso and advised members h er funeral service would take place on Friday May 28 at the New Wine Church in Woolwich. All present observed a minute of silence in memory of Les Eytle and Josephine Fol orunso. Th e Chair congratulated Millwall FC on reaching the final of the First Division play -offs and wished them well in their upcoming contest against Swindon. 7. Written notification from the Mayor of the Constitution and Composition of the Executive, includin g the Deputy Mayor The Council was advised of the nominations shown below which had been subject to the confirmation process required by the Constitution. Notification from the Mayor of the nature and extent of any decision making powers delegated by him in relation to Executive functions and to incorporate this i n the Council's Constitution of Part VIII RESOLVED to incorporate the Mayoral Scheme of Delegation in Part VIII of the Council's Constitution. 9. Allocation of Seats to Political Groups on the Council The Council considered a report by the Monitoring Officer proposing an allocation of seats on committees to political groups on the Council in compliance with the requirements of the Local Government and Housing Act 1989. Members agreed unanimously to form an Overview and Scrutiny Committee of all 4 5 n on -executive Councillors, that was not politically balanced. Consideration of the composition of the Appointments Committee and the Urgency Committee was deferred until the June meeting of the Council. RESOLVED that (i) seats be allocated to political parties as indicated on the attached schedule (Appendix 1); (ii) the Overview & Scrutiny Committee shall comprise all 45 non - executive Councillors; and (iii) the composition of the Appointments Committee and the Urgency Committee, and any necessary const itutional amendments, be considered at the June meeting of the Council.
