PERMANENT CITIZENS ADVISORY COMMITTEE TO THE MTA REPRESENTING MTA RIDERS SINCE 1981 2009 Annual Performance Review of The MTA and Its Operating Agencies Introduction The PCAC’s 2009 Performance Review marks our third report summarizing the accomplishments and continuing challenges of the MTA and its operating agencies. This report addresses a number of broad themes such as leadership, transparency, organizational structure, service performance, communication, and accessibility. These themes relate to the ability of the MTA and its operating agencies to deliver service effectively to the riders that we represent. While PCAC is vitally concerned about the critical issue of the almost $800 million operating funding shortfall from Albany, which is part of ongoing dialogues that the PCAC and its Councils maintain with public officials and the MTA operating agencies, this larger issue is outside the scope of this report. The PCAC is encouraged by the MTA leadership’s initial steps to make the overall organization more effective and efficient, and we intend our report to complement this effort. At the same time we are well aware that internal efficiencies are not enough to prevent serious damage to the system due to state funding shortfalls.1 The PCAC recognizes that some of the issues raised in the report are the subject of ongoing work by the MTA and its agencies, the body of this document addresses issues pertaining to the 2009 calendar year. Several related developments from 2010 are included as footnotes to the Review. The PCAC and its Councils are not legislatively mandated to address the operations of MTA Bridges and Tunnels or MTA Long Island Bus; consequently they are not addressed in this document. -

The Artie Shaw Orchestra
The Artie Shaw Orchestra On the eve of America's entry into World War II, TIME magazine reported that to the German masses the United States meant "sky-scrapers, Clark Gable, and Artie Shaw." Some 42 years after that, in December l983, Artie Shaw made a brief return to the bandstand, after thirty years away from music, not to play his world-famous clarinet but to launch his latest (and still touring) orchestra at the newly refurbished Glen Island Casino in New Rochelle, New York. This new Artie Shaw Orchestra remains one of the swingingest outfits around. Featuring clarinetist Matt Koza, the group hews to the Shaw legacy, and continues with the time-tested formula that has always pleased a full spectrum of audiences from the “Begin the Beguine” fans of yesteryear to the new jazz fans who want to imbibe in an exciting and heady evening of Swing. A Brief History Artie Shaw was born in New York City on May 23, 1910 and was in the top echelon of bandleader/soloists from the great swing era of 1935-45. He made his first public appearance as a leader in 1936, in a Swing Concert (history’s first) held at Broadway’s Imperial Theatre. Shaw could scarcely have known that within a short time he would make a hit record of a song called “Begin the Beguine,” which he once jokingly refers to as “a nice little tune from one of Cole Porter’s very few flop shows.” Shortly before that he had hired Billie Holiday as his band vocalist (the first white bandleader to employ a black female singer as a full-time member of his band). -

Federal Railroad Administration Record of Decision For the East Side Access Project September 2012 SUMMARY OF DECISION This is a Record of Decision (ROD) of the Federal Railroad Administration (FRA), an operating administration of the U.S. Department of Transportation, regarding the East Side Access (ESA) Project. FRA has prepared this ROD in accordance with the National Environmental Policy Act (NEPA), the Council on Environmental Quality’s (CEQ) regulations implementing NEPA, and FRA’s Procedures for Considering Environmental Impacts. The Metropolitan Transportation Authority (MTA) filed an application with the FRA for a loan to finance eligible elements of the ESA Project through the Railroad Rehabilitation and Improvement Financing (RRIF) Program. The ESA Project is the MTA’s largest system expansion in over 100 years. The ESA Project will expand the Long Island Rail Road (LIRR) services by connecting Queens and Long Island with East Midtown Manhattan. With direct LIRR service to Midtown East, the LIRR will further increase its market share of commuters by saving up to 40 minutes per day in subway/bus/sidewalk travel time for commuters who work on Manhattan’s East Side. The ESA Project was previously considered in an environmental impact statement (EIS) prepared by the Federal Transit Administration (FTA) in May 2001 and subsequent FTA reevaluations and an environmental assessment of changes in the ESA Project. Construction of the ESA Project has been ongoing since 2001. FRA has reviewed the environmental impacts for the ESA Project identified in the FTA March 2001 Final EIS, subsequent FTA Reevaluations, and the 2006 Supplemental EA/FONSI (collectively, the “2001 EIS”) for the ESA Project and adopted it pursuant to CEQ regulations (40 CFR 1506.3). -

Federal TIFIA loan helps fund $2 billion rail station P3 in NYC By Jim Watts Published July 06 2017, 1∶37pm EDT More in Infrastructure, Public-private partnership, TIFIA, Washington DC, New York DALLAS -- A $537.5 million low-interest federal loan will provide most of the state’s contribution to the $1.85 billion redevelopment of an old post office in Manhattan into a modern train station being financed as a public-private partnership. Private partners will invest $630 million in the Moynihan Train Hall project in Manhattan in return for a 99- year concession to operate the facility’s massive commercial concourse. Empire State Development Transportation Secretary Elaine Chao said that the Transportation Infrastructure Finance and Innovation Act loan to the state’s Empire State Development for the Moynihan Train Hall would provide critical financing to the P3 project. “This TIFIA loan will help transform the James A. Farley Post Office Building in Manhattan to include a modern, state-of-the-art train station, delivering extensive improvements for passengers in easing congestion and delays,” she said Wednesday. “This is an important investment in the Northeast Corridor’s rail service and the economic vitality of the region.” The new facility is intended to relieve congestion at New York’s Penn Station, which is the busiest passenger transportation facility in the U.S. with 650,000 passengers per weekday. The 255,000-square-foot train hall will be built in the old post office building across the street from the current Penn Station in midtown Manhattan. It is named for the late Sen. -
