Executive Summary Dr. Ruth Segomotsi Mompati District Municipality (previously Bophirima District Municipality) is in the North West Province of South Africa, with the Botswana border immediately to the north. This area characterised by cattle farming as the most significant economic activity, is commonly known as the ’Texas of South Africa’. The District is one of four in the province, with poor rural areas, formerly situated in the former Bophuthatswana homeland. With the population dispersed across more than 470 villages and towns in a 250km radius (approximately 50km north to south and 200km east to west), this district presents unique management and organisational challenges. Some of the challenges in Dr Ruth S Mompati District Municipality include: • Dr RSM DM is endowed with minerals, but this sector remains a small contributor to the GDP of the Province • There is a critical need to develop the private sector in agriculture and mining. • The largely African Population has low education, low incomes, high unemployment and minimal access to water and sanitation services. • It is a largely young population with a small percentage of adults who are economically active. • The development of the Small Medium Micro Enterprise (SMME) sector both in the formal and informal sectors is critical and if explored could yield positive results in uplifting the quality of life of the people. • The Municipality is largely rural, and the majority of population stays in rural areas and townships. • There is scientific confirmation of contamination of underground water sources in various parts of Kagisano Molopo Local municipality. • There is heavy dependency on public administration as an employer. • Current access to water and sanitation services is a serious concern. • There is no maintenance plan for VIP toilets. The Dr. Ruth Segomotsi Mompati District Municipality is among the areas that have been affected by those outcomes as they are characterised by socio-economic inequalities that result in high levels of poverty in the areas. However, the district has of high potential agricultural land and tourism sites. There is also lack of access to basic needs such as portable water supply, which in turn affects the developmental objectives of the district municipality. Most of the rural areas in Dr Ruth Segomotsi Mompati district municipality are still currently characterised by service delivery 8 PROFILE: CITY OF JOHANNESBURG METRO backlogs. The inability for communities to access these basic services will lead to constraints in improving the quality of life of the rural communities and also achieving economic development within those areas. 2. Introduction: Brief Overview 2.1 Location Dr. Ruth Segomotsi Mompati District Municipality (previously Bophirima District Municipality) is in the North West Province of South Africa, with the Botswana border immediately to the north. Apart from the international border with Botswana, Dr Ruth Segomotsi Mompati District Municipality shares boundaries with Ngaka Modiri Molema, Dr Kenneth Kaunda, and John Taolo Gaetsewe Districts. The district municipality comprises five local municipalities, namely Naledi, Greater Taung, Kagisano Molopo, Mamusa and Lekwa-Teemane. It is the largest district in the province, making up almost half of its geographical area. PROFILE: CITY OF JOHANNESBURG METRO 9 Greater Taung, derives its name from Setswana meaning "a place of lions". Legend has it that a long time ago the area was roamed freely by lions. Greater Taung is a result of mergers between the former Pudumong Transitional Representative Council, the Reivilo Local Council and 92 villages that formed part of Taung under what was the Bophirima District Municipality. The area covers 5 639 km2 and has a rich heritage that visitors can explore. It was at the limestone diggings, at the old Buxton quarry, that the lime-encrusted skull of a child was found in 1924. The site is a UNESCO World Heritage Site, and a monument has been put in place to mark the discovery, complemented by the Taung Skull Heritage Route. The route follows an area in which early man once lived, and it has many sites that show us the existence and evolution of our ancient ancestors. Spanning more than 45km, the route includes several natural wonders, such as Thomeng (an unusual
