“Lagging Behind” an Examination of Why Women Continue to Be So Underrepresented in Canadian Federal Politics Author “Lagging Behind” An Examination of Why Women Continue to be So Underrepresented in Canadian Federal Politics Author: Jasmin Pettie Supervisor: Steve White Graduate Program in Political Science A Major Research Paper submitted in partial fulfillment of the requirements for the degree in Master of Arts. at CARLETON UNIVERSITY 2019 Jasmin Pettie ABSTRACT The purpose of this study was to explore the question of why women are still so underrepresented in Canadian federal politics and specifically within the Canadian House of Commons despite advances in representation in many other fields. To answer this question a study was conducted using qualitative data obtained from interviews with 17 female Members of the 42nd Parliament of Canada between October 2018 to April 2019. Data collected through these interviews was analyzed qualitatively using a combination of content and discourse analysis to summarize, categorize, and investigate the verbal, written, and behavioural data that was obtained. Findings from this study mostly confirm the findings of previous research with a few key exceptions. New findings from this study include that a more nuanced relationship exists between female MP’s and the media than previously thought; that most of the women who run for office at the federal level have very little or no knowledge of the nomination, candidate, and electoral process before they start; and that a toxic work place culture exists within the House of Commons and this negatively impacts the experience that female MP’s have and is one of the reasons women are more likely to have shorter political terms and leave politics after shorter amounts of time when compared to their male counterparts. I will do this by performing a qualitative analysis of the original interview data I obtained from talking to 17 current female Members of Parliament (MP’s) in the Canadian House of Commons. Focusing on the subjective experiences of these women and bringing their stories to light can help us understand women’s lack of political involvement in this country and what can be done to improve it. While many other scholars have examined this issue in detail, much of the existing research has focused on academic and historical explanations of women’s underrepresentation without taking into account the experiences of female MP’s themselves and what their accounts can tell us about women’s underrepresentation in politics in Canada in the 21st century. I will frame my analysis by situating it within the existing Canadian and international

One reason for the lack of equity may be the glass cliff phenomenon, which asserts that women are more likely to be hired into leadership roles at riskier institutions. This inequity in hiring practices places women in leadership positions at considerable career risk. This study is a nonexperimental study using an ex post facto, causal-comparative design using publicly available data. The methods review data on female presidents of private and for-profit U.S. institutions from the Integrated Postsecondary Education Data System. Purposive sampling matched female presidents with male presidents at similar institutions. Data from the financial responsibility composite score database from the U.S. Department of Education (2020) are used to look for patterns in financial responsibility composite scores (FRCS) before and after presidential hires.

    The Parliament is composed of 3 distinct elements,the Queen1 the Senate and the House of Representatives.2 These 3 elements together characterise the nation as being a constitutional monarchy, a parliamentary democracy and a federation. The Constitution vests in the Parliament the legislative power of the Common- wealth. The legislature is bicameral, which is the term commoniy used to indicate a Par- liament of 2 Houses. Although the Queen is nominally a constituent part of the Parliament the Consti- tution immediately provides that she appoint a Governor-General to be her representa- tive in the Commonwealth.3 The Queen's role is little more than titular as the legislative and executive powers and functions of the Head of State are vested in the Governor- General by virtue of the Constitution4, and by Letters Patent constituting the Office of Governor-General.5 However, while in Australia, the Sovereign has performed duties of the Governor-General in person6, and in the event of the Queen being present to open Parliament, references to the Governor-General in the relevant standing orders7 are to the extent necessary read as references to the Queen.s The Royal Style and Titles Act provides that the Queen shall be known in Australia and its Territories as: Elizabeth the Second, by the Grace of God Queen of Australia and Her other Realms and Territories, Head of the Commonwealth.* There have been 19 Governors-General of Australia10 since the establishment of the Commonwealth, 6 of whom (including the last 4) have been Australian born. The Letters Patent, of 29 October 1900, constituting the office of Governor- General, 'constitute, order, and declare that there shall be a Governor-General and Commander-in-Chief in and over' the Commonwealth.
